The Sverdlovsk Regional Court canceled the fine to Alexander Telminov due to protests against the development of the square in May 2019 in Yekaterinburg. Telminov could not participate in the action, since at that time he was serving in the navy, according to Wikinews.
According to the protocol under the article on violation of the order of the action (part 5 of article 20.2 of the Code of Administrative Offenses), Telminov was detained on May 16, 2019, he did not have a passport with him, so the identification took place according to the databases of the Ministry of Internal Affairs. On June 21, the Verkh-Isetsky District Court of Yekaterinburg fined Telminov in the amount of 10,000 rubles; the meeting was held without him.
On February 1, 2021, Telminov found out about the administrative punishment, as money was debited from his Sberbank card. He applied to the regional court with a request to restore the deadlines for filing an appeal and with the complaint itself, and also provided the court with evidence that he served in Kaliningrad for almost the entire year of 2019 with the rank of sailor. On March 26, the court considered the complaint and decided to cancel the decision of the court of first instance and terminate the proceedings.
