Human rights activists began to withdraw from the case of torture of prisoners in Irkutsk

Irkutsk human rights activist spoke about the pressure on the investigation in criminal cases of torture of prisoners in the institutions of the FSIN. He was assigned the status of a witness, which could prevent the protection of the victims. The Prosecutor General’s Office of the Russian Federation admitted that the rights of convicts in the pre-trial detention center-1 were not provided properly.

Svyatoslav Khromenkov, the founder of the human rights project “Settlement 38”, was attracted as a witness for three criminal cases of torture of prisoners in the IK-6 and SIZO-1. During a visit to the colony, he was awarded the summons and demanded to come to the investigator under the threat of a fine. Khromenkov spoke about this on his Facebook.

“This morning I went to IK-6-investigator Nikolai Belykh agreed on investigative actions-an additional interrogation [affected by the torture of a prisoner] Kezhik [Ondara]. Instead, they brought me to the duty unit, and, in turn, investigators began to notify me under the video that I was a witness to three cases - Kezhik, [Tahirzhon] Bakiev and [Evgenia] Yurchenko. Three different investigators, in three different cases. This operation was planned for at least a week, ”the human rights activist said.

According to Khromenkov, human rights activists are deliberately “withdraw” from criminal cases: as witnesses, they will not be able to provide legal assistance to the client.

“Surely it is easier to get us out of cases so that we do not dig there, send the case on rebellion and disorganization to the court, superficially investigate the cases of Kezhik, Bakiev and Yurchenko and others, limiting himself to prosecution of secondary persons. And report on the work done, ”wrote Khrmenkov.

In a conversation with the taiga.info, he specified that he did not know whether other defenders received similar summons in the affairs of the torture of prisoners. Earlier, the security forces forced the victim of the torture of the prisoner Tahirzhon Bakiev to abandon the lawyer Dmitry Dmitriev and the Gulagu.net specialists.

Svyatoslav Khromenkov went out with a picket to the SK building in the Irkutsk region with a demand to allow representatives of Tahirzhon Bakiev to his case and conduct a thorough investigation of the rebellion in the Angarsk IK-15.

Meanwhile, the coordinator of the Gulagu.net project Vladimir Osechkin on March 26 published a copy of the results of the inspection of the Irkutsk SIZO-1 Prosecutor General of the Russian Federation. The head of the department, Igor Krasnov, announced the “remark” to the first deputy prosecutor of the Irkutsk region Maxim Nikolaev for “improper” supervision of compliance with the laws in the maintenance of the under investigation.

“It has been established that the proper regime ensuring compliance with the rights of convicts transferred to the pre-trial detention center-1 is not provided. At the same time, as Osechkin notes, in the document “there is not a word about the fact that the developers were massively furnished in SIZO-1 for torture according to the decisions of investigators of the UFSB and even a military court.” According to the human rights activist, it was the FSB who oversaw the presence of “developers”, ensuring the functioning of the press Kat.

According to the Irkutsk Prosecutor's Office, the head of the operational department of the pre-trial detention center-1 Maxim Wolf “was brought to criminal liability” in a case instituted on the facts of applying violence to convicts.

Previously, Taiga.info wrote that in connection with the violence against the Angarsk IK-15, according to the Federal Security Service of Russia, nine criminal cases were instituted against employees of the regional GUFSIN, suspects and convicts.

The criminal case in connection with the negligence of employees of the pre-trial detention center-1 was instituted under Part 2 of Art. 293 of the Criminal Code. Later, the SK announced the case under paragraph “c” of part 3 of Art. 286 of the Criminal Code (abuse of powers with causing grave consequences) in relation to one of the employees of the insulator. The case of violent acts of a sexual nature in relation to prisoners is also investigated.

One of the victims, Tahirzhon Bakiev, spoke in detail about torture. The prisoners who collaborated with the administration of the Irkutsk colony No. 6 insulted the condemned when he read the Qur'an. He was also connected with tape and beaten.

A native of Tuva Kezhik Ondar was hospitalized with an injury to the rectum after torture with a boiler in the SIZO-1. He was one of the hundreds of those who were transported to the insulator from the Angarsk IK-15 after a rebellion in April 2020.

After the stories of bullying the prisoners, a large scheme of probable torture in Irkutsk colonies and insulatorswas revealed .
