
Five large leaders who worked in the Federal Penitentiary Service (FSIN) will leave the department, including the head of the Main Operational Department of the FSIN Evgeny Gnedov, Deputy Director, Lieutenant General Anatoly Rudy and three more deputies: Lieutenant General Valery Balan, Valery Boyariev and Rustam Stepanenko. According to PASMI journalists, the relevant statements signed by them on March 22 are currently undergoing a procedure for approval in the Ministry of Justice.
The fact that personnel changes and mass resignation of generals are associated with events in the correctional colony of strict regime No. 15 in the city of Angarsk Irkutsk region - in April 2020, in response to the violence of the FSIN employees, a riot broke out there, for the suppression of which 300 (!) Special Forces people had to be involved - none of the interlocutors of the MBH Media, observing the permissions in the permissions in the permissions in the permissions department. “This long -term team, which has known for years about bullying and torture, contributed to them for many years and hid them, had to be fired for a long time. We are now engaged in the investigation of the rebellion in the IK-15, and the subsequent monstrous tortures of its participants in the SIZO-6, plus the story in Irkutsk, when the prisoner in the anus exploded a boiler. This and other cases of bullying, rape, together, I suppose, served as an impetus to the current permissions, ”he says.
It is Gnedova that he called the operational management, he calls the main source of violence in Russian prisons. “This structure, the head of the operational support, the recruiting of informants among prisoners and having autonomy inside the FSIN, was created under the Stalin Gulag and, in fact preserving the same approach, manuals, instructions, remains the main heir in the department of the methods of that era,” Kuryanov assures.
It is the operational management that gives the green light to the so-called “developers” who create a press-khats and knock out the athletes with a guilty, the testimonies necessary for the investigation, from the already convicted people against those who remained in the wild, the expert explains.

Now, two years later, the latter cleans the leadership of its own proteges, she is convinced. And therefore, the penitentiary system will become even more “power” if immigrants from the FSB come to the place of the dumped -made prisoners.
Kuryanov also says about this: “Under the previous chapter, Rudy was in charge of the whole policies of the FSIN, and Gnedov - with all the operational work, Kornienko was a“ wedding general ”, while these two people actually led the department, so they are logical and in this sense,” he concludes.
Recall that the rebellion in the Angarsk colony No. 15 broke out after one of the prisoners was beaten by its employees in the hut of the reinforced regime, and the veins were revealed for 20 others in protest. Very soon, the prisoners' performance turned into a fire on the industrial zone belonging to the colony and brutal suppression of the excitement from the security forces. Fire and screams for help were published on the Web. What attracted the attention of the public and the media. Then the head of the human rights organization “Rus Sitting” Olga Romanova turned to the UN with a request to investigate a rebellion in the Angarsk colony.
In the wake of the rebellion, more than 200 prisoners were distributed along the investigative insulators of the region, 30 of them were placed in a pre-trial detention center-6, where they were subjected, judging by the materials by the new newspaper, torture, torture and rape from the FSIN employees.
Human rights activist Lev Ponomarev initiated the adoption of a torture law in Russia. The reason for this was an investigation of violence against the IK-15s in the Irkutsk colony.
