The Severodvinsk city court fined local resident Oleg Mandrykin 10,000 rubles for participating in a gathering against the development of the central park. This is reported by the publication "7 × 7".

The man was found guilty under the article on organizing a mass event that caused a violation of public order (Article 20.2.2. of the Code of Administrative Offenses). The action imputed to Mandrykin took place on February 28. On that day, another meeting of local residents was held, who are dissatisfied with the plans of officials to build up the central park of Severodvinsk with multi-storey buildings.

Oleg Mandrykin, as well as another activist, Maria Kreytor, were detained on March 9, 10 days after the action. After the protocol was drawn up, they were taken to court, but the judge returned their cases to the police for revision. Kreytor was also fined 10,000 rubles as a result.

Oleg Mandrykin ran for governor of the Arkhangelsk region from the Yabloko party in 2020, but he was removed from the elections. Mandrykin was supported by activists opposing the landfill at Shies station.
Residents of Severodvinsk have been protesting for several months over the plans of local authorities to build up the central park with elite high-rise buildings. In 2019, without the consent of the townspeople, the park was transferred for use to the developer represented by Akvilon-Invest.
