
In 1936, a brown coal was found near the October Railway station Nelidovo. In the late 40s, coal mines began to develop, in 1949 Nelidovo was assigned the status of the city. Brown coal mining was the basis of the economy of this city, attracted a lot of industry to the region.
In Soviet times, there were asphalt, brick, reinforced concrete and furniture plants, and a hydraulic plant. Plastic and construction plants, meat processing plant, oil soda, mines, sewing factory and woodworking plant. In 1996, the last mine closed, followed by most of the industry. Since 1992, the population of the city has fallen from thirty thousand to eighteen.


Now it is a district center in the Tver region. The endangered city of former miners. From the once developed industrial center, there was a woodworking plant and a plant of hydraulic presses, which retained ten percent of production.

There is no central gas supply in the city. In Soviet times, natural gas was not carried out, because coal was mined in the city and drowned them. Pulling the gas branch was considered inappropriate. When coal reserves began to be exhausted, and the mines to close, each new governor of the region promised Nelidovites - since 1981. This is the only district center in the Tver region, which is heated by fuel oil.
Nelidovo - at the same time far and close to Moscow. Four hours by car. The navigator turns us from the federal highway earlier than the main congress, and we fail at another time. Under the spring tall there is no asphalt, or it is such that it would not be better. Twenty kilometers per hour, the suspension threatens to spill out onto the road, while local gazelle and loaf are abused.
After the village with the eloquent name of the panic at the entrance to the city of a neuropsychiatric boarding school. Immediately after him, a sawmill behind a wooden fence from the middle of the last century. There are many low -rise buildings, rickety sheds in the yards. On the corner of the plate: "The house was built in 1949, in the year of assignment by the village of Nelidovo, the status of the city."

There are six boiler houses in the city: five on fuel oil, one on liquefied gas. Not all houses have central heating and hot water. Even with such a system, in the coldest months, drowning the city costs 3 million rubles a day. This is only the price of raw materials. Without maintenance of boiler houses, heating systems, repair, salaries to employees. Days in the heating season more than 200 per year. About 600 million can cost fuel oil for one winter. Own budget revenues of the whole city - 330 million rubles a year.
The gas boiler house was opened last year. Its construction cost 155 million rubles. They built together from the regional budget and local municipal. Natural gas was not carried out in Nelidovo, contracts with Gazprom promise him in the remote future (2025). So far, the new boiler room is drowned with liquefied gas. It is one and a half times more expensive than fuel oil, more environmentally friendly, but more economical - hardly. But the new boiler room can be transferred almost without costs to natural gas when it will be here. Or if.
The administration of the Nelidovsky city district transferred the boiler room with all equipment to the ownership of the region. They built together, and now owns the region, and the regional budget also receives money for rent. The funding, which was invested from the local budget, the governor of the Tver region Igor Rudenya promised to return in the form of subsidies. But for some reason not all returned. 15.9 million rubles to the municipal budget did not return. Funds that were not enough for construction either in the regional or in the municipal budget, the Nelids administration took on credit and now extinguishes the debt to the regional budget - 13.6 million rubles.
Before the start of this heating season, the administration introduced a high readiness mode in the city, because there was no sufficient supply of fuel. Back in October, they sent letters to the governor of the region and to the Ministry of Energy with a request to release fuel from the reserve of the region or money to it, but did not receive an answer. As in many letters and appeals at regional meetings after that.


They started to drown, but there were big problems with the purchase of fuel. The local municipal unitary enterprise "Gorvodokanal", which is engaged in heat supply in the city, is 600 million debts to suppliers. By law, the company is obliged to regularly conduct tenders for the purchase of raw materials. Only none of the suppliers comes to them, because MUP has almost 300 million rubles of debt in existing enforcement proceedings. Accounts arrested. This is easily checked in open sources. MUP is forced to take raw materials in a direct purchase from one supplier. There is a fine for each such purchase, but there is no other choice, otherwise there will be nothing to drown.
There is no money for fuel either. The government of the Tver region does not give a response to requests for subsidies for the purchase of fuel oil and liquefied gas for many months. But he advises Nelidovites to remove all the expenditures of the budget for the repair of schools, clinics, housing fund, road repair and improvement. And spend everything on heating. So they did, but there was still not enough money.
On February 25, 2021, the head of Nelidovo, Vladimir Pasedko, introduced an emergency mode in the city, the fuel remained for several days, the city was at risk of defrosting.
After the introduction of the emergency, the head of the district voluntarily resigned, came to the residents with the appeal that he could not cope with the situation,

Vladimir Pasedko comments: “I took off the powers when I realized that there would be no full support from the government of the Tver region. And without a debugged system of interaction with the region it is impossible to solve problems. We have seen for help many times, we were not heard. I realized that I can’t fulfill my duties, because it simply will not work. When we went into the corridor of less rigid frosts and found a sufficient supply of fuel, it was decided to introduce an emergency mode. After that, I took off my authority. And the governor decided to abdicate me from office allegedly for non -fulfillment of the court decision and improper performance of duties. To be guilty to make in a situation with heating. Now I will dispute this decision in court to restore my business reputation. ”

After that, Governor Igor Rudenya still released fuel, but in order to wait for its delivery, the houses had to maintain a temperature of 13-14 degrees of heat, otherwise the fuel was not enough and the system would have risen. People slept in jackets for several nights.
According to the employee of the Gorvodokanal Municipal Unitary Enterprise, there are three reasons for the catastrophic situation in Nelidovo: “In 2017, a decision of the Tver Region administration established a heating tariff that is very far from economically justified. And the MUP “Gorvodokanal” became from the heating system of heat supplying at the period when this tariff has already entered into force. It turns out that from the organization that simply served the heating systems, repaired them, monitored the serviceability and transmitted heat from point A to point B, they themselves became a heat supply organization. And this happened at a tariff that could not be changed by law. It was designed for the low cost of raw materials, without taking into account the growth of prices and heat loss due to the dilapidation of the heating systems and all equipment. The price of fuel oil is growing every year, sometimes twice. As a result, the enterprise immediately became a super -scary: for the second half of 2017, a loss of 26.4 million rubles was formed, for 2018 - 137.6 million, for 2019 - 111.2 million rubles. This is despite the fact that in 2018, fuel oil was provided from the regional fuel reserve in the amount of 88.9 million rubles, and for 2019-28.8 million rubles. In addition, due to the unreal indicator of useful heat leave (which did not take into account that the equipment of networks and boiler houses was worn out, and the open heat supply system loses a huge amount of heat) MUPs incurred losses by another 71.8 million rubles. for 2018, for 102.4 million rubles. for 2019 and 127.9 million rubles. for 2020. We have repeatedly reported all this to the regional government, but did not receive assistance, proposals on the systemic solution of the issue - also, despite the repeated attempts of the district administration to convey their proposals. ”

The fuel oil boiler room No. 6 in Nelidovo is the door to the door with the building of the local prosecutor's office. At the entrance of the tanks, also from the last century, Soviet are tanks with fuel oil. Something gurgles, hopes, leaks, cringes from all sides. The leak is collected in a bucket on the one hand, and on the other in a kettle. In the boiler room itself, one wood boilers are painted and separately fuel oil. Everything is in an even more dilapidated state than I saw this winter in a grocery and altaysk strokes, which was a launched without salaries.

And why? Because they brought fuel oil, and a third in it is water! And water, bitch, does not burn! Water does not burn, do you understand?! The water only extinguishes the boilers, and how it will go out, then try to cheat! ”
Soot hangs in the air, it doesn’t work for ten minutes. In the square near the boiler room, a monument: Lenin and Gorky. They look through the area at a grocery stall from the 90s. It looks more like a defensive structure - it is doomed from all sides, a small window, so as not to break into.

The country of the victorious capitalism looks in response to Lenin and Gorky, blinded into a single shield with advertisements at the shopping center: Fix-Price, Economy Class, Magnit. In the next quarter is the main center of public attraction in the city on a small patch: “red and white”, a cafe of a healthy food “Parsley”, which was opened by a businessman Lebedev, opposite a local hospital and a polyclinic, a salon of ritual services, and a pharmacy immediately above it.
