In May 2015, a wedding of the head of the local police department-47-year-old Nazud Guchigov and 17-year-old Louise Goylabieva played in Chechnya. Photos of the groom and the unfortunate bride from the registry office resembled the famous painting “Unequal Marriage”. In addition to the shocking difference in age, there was another unusual circumstance: a senior Chechen policeman was already married at that moment.

I learned about the upcoming wedding just a few days before the event. According to the publication, the schoolgirl did not want to go out for the security forces, her parents were also against it, while Guchigov put checkpoints in the village - so that the young bride would not escape.

They fought for the girl at the federal level - the then head of the Council of Human Rights, Mikhail Fedotov and the Commissioner for Human Rights Ella Pamfilova, stood out . But they could not defend - Ramzan Kadyrov spoke on local TV, said that the consent of the girl’s family was received. Magomed Daudov, nicknamed Lord, the closest henchman Kadyrov, the former head of the administration of the head of Chechnya, led a minor bride in the registry office, and now the head of the republic’s parliament. At the wedding among the guests there was also the first wife of Obad Guchigov.

Polygament in Chechnya is ordinary phenomenon, several human rights activists say several people surveyed by the “project”. According to Sharia law, a man can “take” four wives. But there can be no question of any official marriage - the second, third, fourth wives are not registered in the registry office.

“The girl can refuse, but, as a rule, parents try to arrange the lives of their children. It is believed that she will be better to come out to her second wife than to live in hardships, ”says Magomed Alamov from the“ Committee against torture ”.

The leadership of Chechnya has repeatedly encouraged polygamy in a word. “I am for a person to have several wives, if he needs to be able to support them and solved the demographic problem in Russia,” Kadyrov said in 2015. Kadyrov, however, had never publicly admitted whether he had other wives: at the official events next to him, Medni, with whom he has 14 children (of which two adopted) - it turns out that 12 sons and daughters of the official spouse gave birth to him by her 42 years.

Only once buying information about the unofficial marriage of the head of Chechnya leaked into the press. The third wife of Kadyrov, journalists called the local singer and dancer Aminat Akhmadov. Due to the proximity to Kadyrov, the dance ensemble "Daimokhk", which is led by the father of Akhmadova, even stopped calling on tour to Europe.

If there was a “third”, then there should be a “second wife”. As the investigation of the “project” showed, the Chechen leader supported polygamy not only in a word, but also by business. His “second wife” is provided with luxurious property, and the property of the first, official spouse is hidden behind a fictional person, so as not to fall into the declaration of civil servants. The wealth of the wives of Kadyrov says that the money for their maintenance is by no means from the personal pocket of the head of the republic.

It all started with a beauty contest.

Honorary second place

The first and last beauty contest in modern Chechnya was held in 2006. The government of the Muslim Republic organized it. Applications for participation were collected in the Grozny library. The winner was promised a Toyota car and a ticket to Europe for two. The organizers were emphasized that this competition is being held according to Islamic canons. Despite this, the selection was quite conventional: growth - not lower than 170 centimeters, age - not older than 25, “classical characteristics of appearance”.

The event so unusual for the Islamic Republic caused the displeasure of many inhabitants. Parents did not want to let their daughters participate, and the leadership of the spiritual department of Muslims Chechnya even asked to cancel the competition.

As a result, 250 brave girls were found, twenty of them reached the main competition. The girls danced, sang, prepared, assured the jury in love for the republic, piety and selflessness.

The winner was the 15-year-old Zamir Dzhabrailov, the second and third places were occupied by her peers Fatim and Dzhanor Khazuyev.

After the competition, the participants went to a banquet in the company of the head of the republic and its protection. One of the girls who did not go to the final cried, and at Kadyrov’s command, she was immediately presented with the Chopard gold clock with diamonds, the newspaper Kommersant wrote . At dinner, the girls went out to dance Lezginka with the guards, and then money flew into the air: first ruble, and then dollar banknotes. The fate of all three winners of the competition developed safely. Dzhabrailova took part in two more beauty contests, received a high post in the government and the title of “leading model” of the Fashion House of Medni Kadyrova Firdaws. The third place, Dzhanor Khazueva played in the cinema - in the Chechen film "Alienation" about two brothers separated by the war.

And Fatima Khazueva, who became a second contest, secured her place, becoming the second wife of the head of Chechnya.

Queen of Chisinau

In principle, in order to understand the special status of Fatima Khazuev in Chechnya, it is not necessary to conduct an investigation. Many residents of Grozny know about her proximity to Kadyrov, and it is clear why - the testimony of these relations is so striking that it seems that the Chechen leader is not shy.

After the Second Chechen War, Grozny was in the ruins. The city began to be restored even with the brush of Ramzan Akhmat Kadyrov. The luxurious residences of Kadyrov, personal and working, are located in the very center of the capital. Almost simultaneously with the Kadyrov residence, the construction of another palace began on the opposite bank of the Sunzhi. Another such luxurious mansion in Grozny, probably, cannot be found. The area where this palace stands is popularly called “Chisinau” - most of the streets are named there in honor of the family members of Sheikh Kunt Khishiev - Sufi Sheikh, who is revered by Kadyrov.

In “Chisinau” there are completely important people - here, for example, the luxurious houses of the families of Magomed Daudov and State Duma deputy Adam Delimkhanov. This is a forbidden zone. It is impossible for an ordinary person to get into the territory of Chisinau, especially since it is impossible to shoot . Last year, on the territory of Kishinev, on the day of the memory of Sheikh Kishyev, his own Juma Mosque appeared (Friday, Cathedral Mosque). The mosque was called the named after the Grozenza Shayha Khazuev in 2019. Khazuev was not a famous theologian and had nothing to do with religion at all, he was an ordinary official - in recent years he served as deputy head of the Caucasian Department of Rostekhnadzor. But he had a different dignity - the deceased was the father of Fatima Khazuev, the finalist of that only Chechen beauty contest. The cost of the Khazuev Palace is difficult to assess - as they say, there are no similar offers on the market. But if you look at the pictures from the air, it becomes clear that, by the degree of luxury and square, the Khazueva Palace can compete with the best houses of Rublevka.

The Khazuyuy “Project” discovered the luxurious real estate “Project” not only in Grozny, but also in Moscow.

At the age of 19, four years after the beauty contest, Fatima became the owner of a 130-meter apartment in an elite residential complex on Shabolovka-now an apartment of this area costs 50 million rubles there. In 2013, she received a non -residential room there with an area of ​​almost 600 square meters there - such an object can now cost about 100 million rubles.

At the age of 20, Khazueva became the owner of a 290-meter apartment in a residential complex on Minskaya Street, near the natural reserve of the Setun River Valley. This house is located exactly opposite the residential complex, in which the official wife of Ramzan Kadyrov Medni owns the apartment - literally across the road. Now the same apartment as that of Khazueva is sold there for 120 million rubles.

In 2017, a 200-meter apartment in Khamovniki transferred to Khazuyeva. The apartment of a little smaller area costs there now almost 200 million rubles.

It is unlikely that Khazueva could make money on all this - for the past few years she has been listed as an employee of the administration of the head of Chechnya with a salary of less than 100 thousand rubles a month (among the closest blood relatives of Fatima, “Project” also did not find large businessmen. Father Khazuyeva was also a official, her brother also works in government agencies.) By the way, “Kadyrov Medny is also employed in the administration of her husband and also receives a salary there.

"The wife of the head"

In principle, the fact that Khazueva is not a stranger for a large Kadyrov family is quite easily confirmed. The fact is that Fatima and legal spouse Ramzan Medni actually jointly own real estate in Moscow. On Mosfilmovskaya Street of the capital, not far from the headquarters of the country's main film company, there is an expensive skyscraper-an apartment of 210 square meters there is recorded on Medni. (This is the only real estate that Kadyrov owns, according to the declaration.) However, parking spaces in the basement of the skyscraper are decorated on Khazuev. This parking will still play a most important role in our story (see the head of the virtual wife).

Khazueva fellow countrymen are not in a hurry about her family. “One of the most respected and revered women in all of Chechnya”, “Married, children, a beautiful family”, “Elite” - with these words in a conversation with the “project”, residents of the village of Makhkete, where the girl grew up, spoke about Fatima. Finally, the marriage between Kadyrov and Khazueva is confirmed by Tumso Abdurakhmanov - the Chechen blogger and opponent of Kadyrov, who had to escape from Russia several years ago. The closest assistant to Kadyrov Magomed Daudov announced to Abdurakhmanov blood feud, and on Daudov’s birthday in February 2020, the blogger survived an attempt to attempt - he was attacked by a man with a hammer.

Abdurakhmanov, as he says, was friendly with his brother Khazueva, and therefore knows about her marriage with the Chechen leader. Family budget

Chechnya is one of the poorest regions of Russia. Kadyrov also always had a relatively modest official earnings. (Usually 4-7 million rubles a year. And only in 2020 did he declared an inexplicably high income of 150 million rubles.) However, the luxury in which the head of Chechnya lives, says that the official salary may not be the only source of his well-being. For example, one of the previous investigations of the Project spoke about the inexpressible Moscow lawyer Paul Krotov, who recorded a multi -million -dollar business, allegedly related to Kadyrov and his environment.

But the Chechen leadership also has another source of financing - this is the Akhmat Kadyrov Public Fund (hereinafter - the Kadyrov Foundation). It was created back in 2004-a month after the death of Kadyrov Sr.. The president of the fund was the widow of the former president Aiman ​​Kadyrov, and the 28-year-old Ramzan, the chairman and the actual leader.

The fund was created as declared, "in order to provide charitable assistance to needing citizens and create jobs for the population of the republic." In 2019, the Kadyrov Foundation collected more donations than any other charity fund in Russia - 6 billion rubles. This is 1.5 times more than that of the second largest income - a large Jewish charity organization "Joint", and three times more than that of the Foundation "Give Life", which is engaged in helping children with cancer.

Often, Kadyrov’s fund acts as a wallet for wide gestures of the Chechen leadership. These were the payment of the Mercedes, which Kadyrov gave a five -year -old boy for four thousand push -ups, then a two -story apartment donated by Kadyrov French actor Gerard Depardieu. Even according to documents on charity, the fund spends significantly less than on its maintenance.

Кадыров настаивает: фонд ничего не получает ни из федерального, ни из регионального бюджетов. Но, как писали СМИ ранее, пополняется он за счет принудительных сборов с жителей республики — 10% от зарплаты бюджетников либо взносы от бизнесменов. Кадыров отрицал существование поборов, утверждая, что фонд «занимается бизнесом, строит объекты, зарабатывает». Но по отчетности, сданной фондом в ФНС, 6 миллиардов рублей, полученные им за позапрошлый год, — это именно «добровольные финансовые взносы и пожертвования», от предпринимательской деятельности он получил всего около 300 миллионов рублей. Активы Фонда Кадырова

Фонд Кадырова владеет множеством компаний, чья деятельность никак с благотворительностью не связана, — это и строительный бизнес, и производство минеральной воды, и хладокомбинат, где производят мороженое под маркой «Рамкада» (видимо, сокращение от «Рамзан Кадыров»). По закону, участие фонда в бизнесе было бы возможно только если эти компании служат достижению целей, ради которых и была создана НКО.

«Мегастройинвест»

Выручка этой компании формируется за счет госконтрактов. Она строит в республике школы, детские сады, спортобъекты, дороги, жилые дома, строила грозненский драмтеатр и канализацию. В 2019 году эта компания заключила госконтрактов на 5,5 миллиарда рублей, в 2020 — на 4,4 миллиарда, и уже на 3,4 миллиарда — в этом году.

«Чеченские минеральные воды»

Производство и продажа минеральной воды и соков в 2020 году принесли компании 700 миллионов рублей. По закону, бизнес, который ведет НКО, должен быть связан с ее уставными целями — в случае завода по производству газировки это выглядит сомнительным. Впрочем, Минюст пару лет назад проверил деятельность фонда и не нашел там никаких нарушений.

«Грозный-авиа»

Эта авиакомпания появилась в Чечне в 2007 году по распоряжению Кадырова. Созданием компании занимался фонд Кадырова. Однако в 2011 году совладельцем компании стала компания «Лайнер-1», которой владела мать Рамзана Кадырова Аймани. Ей стало принадлежать 49% авиаперевозчика, а чеченскому Минтрансу — 51%. Кроме простых чеченцев, которые платят взносы, в фонд скидываются и дружественные республике бизнесмены — Умар Джабраилов и Руслан Байсаров, о которых рассказывал сам Кадыров, а также некие «друзья за границей, у которых болит душа за свою Родину». Но скидывались и российские бизнесмены, прибегавшие к «силовой крыше» чеченского руководства. Например, «православный предприниматель», владелец Русской медной компании Игорь Алтушкин ежемесячно жертвовал в фонд Кадырова 7 миллионов рублей (знает близкий к нему собеседник «Проекта», представители Алтушкина не ответили на вопросы «Проекта». Фонд Кадырова не ответил на вопросы «Проекта»).

Как фонд помогает Кадырову

В 2007 году фонд Кадырова оплатил строительство ипподрома в Гудермесе — оно обошлось примерно в 300 миллионов рублей. Сейчас там содержатся и личные лошади Кадырова. Тренеру личного табуна Кадырова со временем перешло в собственность все имущество ипподрома.

В 2018 году фонд Кадырова провел благотворительную акцию — подарил платья ста жительницам республики. По совпадению, платья были закуплены у модного дома Firdaws, которым сейчас владеет дочь Рамзана Кадырова, а стоимость одного платья там может достигать нескольких десятков тысяч рублей.

За счет фонда по всей республике строятся мечети имени разных членов семьи Кадыровых. В 2008 году в Грозном открылась построенная за счет фонда мечеть «Сердце Чечни» имени Ахмата Кадырова — отца Рамзана. В 2014 году в Аргуне открылась мечеть имени Аймани Кадыровой, его матери. Наконец, сейчас в Грозном идет строительство мечети имени самого Рамзана.

За счет фонда Кадырова регулярно покупаются машины чеченским спортсменам: например, по «Мерседесу» в подарок получили дисквалифицированные на Олимпиаде в Рио из-за допинга тяжелоатлеты-чеченцы, боец Александр Емельяненко за первую победу в составе бойцовского клуба «Ахмат», или боец ММА Хамзат Чимаев — за то, что просто прилетел на праздник в Чечню из Швеции, где живет и тренируется.

В случае с Хазуевой фонд выступил как «стратегический инвестор» — фактически на деньги фонда семья «второй жены» Кадырова получила бизнес.

Больница для жены

В 2020 году на окраине родного для Фатимы села Махкеты открылся реабилитационный центр для пациентов с нарушениями опорно-двигательного аппарата. Больница опять получила имя того самого Кунта-Хаджи Кишиева. Центр был построен за счет фонда Кадырова. Однако уже в начале 2021 года у центра появилась новая владелица — компания теперь всецело принадлежит Саците Хазуевой, матери Фатимы.

Бизнес в каком-то смысле беспроигрышный, так как деньги за лечение пациентов будут поступать из государственного фонда обязательного медицинского страхования. При этом проживание в центре, в отличие от лечения, будет платным — от 10 до 80 тысяч рублей за «VIP-палату» (стоимость приведена за курс реабилитации).

Щедрость мужа стоит фонду Кадырова немалых денег. За счет фонда же была построена школа родном селе Фатимы — ее назвали именем Шайхи Хазуева, как и мечеть в Грозном.

Виртуальная жена

Рамзана Кадырова, казалось, никогда не смущало, что его демонстративно роскошный образ жизни совсем не соответствует его официальным доходам. Как установил «Проект», Мусаева и Кадырова — это одно лицо, обладающее набором документов на оба имени. «Проект» убедился, что фамилия Мусаева — не девичья фамилия Кадыровой, до замужества ее звали Медни Айдамирова. В 2010 году «Медни Мусаева» вместе с другими членами семьи Кадырова стала владелицей просторной, 187-метровой квартиры в районе станции метро Маяковская. Такая же квартира там сейчас продается за 85 миллионов рублей. В итоге, общая стоимость недвижимости, записанной на всех жен Кадырова, составляет почти 800 миллионов рублей.

И это без учета самого дорогого дворца в истории Чечни — оценить его невозможно.

По российскому законодательству, в случае смены фамилии паспорт на фамилию Кадыровой подлежал бы замене. Каких-либо исключений для граждан, к примеру, попавших под международные санкции, не существует, говорит президент Российской ассоциации международного права Анатолий Капустин. Таким образом, имея две личности, включенная в санкционные списки США Медни Кадырова, к примеру, может позволить себе путешествовать за границу, не привлекая внимания.

Наличие у человека двух личностей российскими законами не предусмотрено, но как в случае и с другими открытиями этого расследования, для нынешней Чечни это неудивительно. Там свои законы.

В последние годы «Медни Мусаева» нередко расстается со своей дорогой и незадекларированной недвижимостью. Вот и в 2017 году она уступила новой владелице свою роскошную 200-метровую квартиру в Хамовниках (ее примерная стоимость — около 200 миллионов рублей). Правда, как теперь понятно, за пределы большой семьи Кадыровых эта собственность не ушла. То, что было записано на «первую жену», теперь оформлено на «вторую» — Фатиму Хазуеву, серебряную финалистку единственного конкурса красоты в самом мусульманском регионе России.
