In the Novosibirsk Region, the UK opened a criminal case against the director of the Capital Construction Management Civil Code under Part 1 of Art. 286 of the Criminal Code (abuse of authority). The structure subordinate to the regional government is headed by Vladimir Murzin.

He is suspected of fraud in the construction of a kindergarten in the village of Marusino in 2019. The investigation believes that a few months before the auction for the construction, Murzin told about this to his acquaintance as director of one of the city construction companies.

“Thus, the construction organization created predominant conditions for participation in the auction. Further, in violation of the established requirements of the Law, the director of the UKS City Council of the Novosibirsk Region proposed to independently prepare the necessary design and estimate documentation of the facility, the UK said. “After that, the prepared documentation, in violation of the law, did not undergo a state examination, and the director of the UKS City Council of the Novosibirsk Region instructed subordinates to send auction documentation to the regional Ministry of Construction for placement in a unified procurement system.”

As a result, this construction company won the competition for more than 145 million rubles. The case was instituted based on the materials provided by the FSB, searches were carried out in the Murzin’s office. In the near future, the issue of electing a preventive measure will be resolved.
