There are two veterans of the Ministry of Internal Affairs of the Russian Federation in the bench of the defendants, but they accuse them three times convicted (including for murder and robbery) a participant in the criminal wars of the 80-90s, one might say, their authoritative veteran.

At the same time, one of the accused and the main witness of the prosecution was connected by more than 30 years of friendship, the accused was the godfather of the son of the prosecutor.

The defendants are the former deputy head of the administration of the Vsevolozhsk district by legality and security Valery Remunkin and the director of the municipal enterprise "Ritual Services" of the Vsevozsky district, Igor Evtishenkov . Both pensioners of the Ministry of Internal Affairs, both have a track record, full of rewards and thanks. Both worked in their posts in 2017-2018.

It was then, as the investigation believes that they received bribes for the protection of the funeral business in the Vsevozhsky district. Which until recently was refueling Sergey Miskarev (Mikhailov), known in the 90s as a broiler.

The life of Valery Polinkin is not much different from most biographies of personnel officers. Born in 1961, after the technical school was drafted into the army. Ural service was held in the troops of special communications of the KGB of the USSR. After demobilization, he entered the Higher Political School of the Ministry of Internal Affairs of the USSR. During the service he graduated from the Siberian Academy of Physical Culture. In 2000, he was transferred to the teacher of the Department of Physical Training and Sports of the Institute of VV of the Ministry of Internal Affairs of the Russian Federation (Petersburg). For a housing certificate (issued by servicemen for seniority), I purchased an apartment in Vsevolozhsk. There, life again brought him with a classmate Sergei Miskarev, who took the name of his wife Mikhailov.

“I have known Miskarev since 1984,” the defendant Irina Polinkina told the “new” wife of the defendant. - He and her husband studied at the school together, were friends, even the beds in the barracks were standing nearby. But I didn't like him. He seemed too cynical to me. When in St. Petersburg we learned the history of Miskarev/Mikhailov,

I discouraged my husband from close contacts with him. But he only waved his hand: they say, you never know what was there in the 90s.

"The era has come when the strongest survives ..."

The life of Sergei Miskarev differs from the biography of Polonkin. After graduating from the school, he quickly demobilized and in 1988 surfaced in Leningrad among people close to Alexander Malyshev (whose name will later be called the criminal empire of St. Petersburg) under the nickname Broiler. And he went down in the history of the formation of the gangster movement of the cultural capital.

The novel of a young internal troops officer with the service of the Motherland, as we have already said, lasted less than two years. As Miskarev managed to quit so quickly, the story is silent. In December 1988, Miskarev, who received the nickname Broiler for the pumped up figure (he stood out even among his “colleagues” in the criminal workshop, mainly boxers and wrestlers), was already one of the closest assistants to the future emperor of “gangster” St. Petersburg Alexander Malyshev. The Broiler brigade overturned for businessmen in the spontaneous market near the railway station "Devyatkino".

As Andrei Konstantinov wrote in his book “Gangster Petersburg” (saw light in the 90s), on December 17, 1988, one of the racketeers, representing the Tambov group, took a leather jacket from the cooperator. Kommersant complained to Broiler. Miskarev caught up with the offender and said that, they say, not according to concepts. And he was beaten by superior enemy forces. The Tambovtsy and Kurtka went one way, the battered Miskarev - to the other.

The next day, several dozen cars almost synchronously drove up to the market - from one side a person of 80 each. Broiler called yesterday's offender to a conversation and ... put a knife into it. The Tambovtsy, taking out the nun chaki, chains and baseball bats swayed forward and ... stopped. Because the "Malyshevites" opened the jackets and took out pistols, trousers of hunting rifles and PPSh assault rifles obtained by "black diggers".

The situation was not in favor of the "Tambov" and they trembled. Grasping the wounded (later he died in the hospital), they left. The Malyshevites celebrated the victory, not yet realizing that they had just completely changed the rules of the “showdown” and unleashed the armed confrontation of two criminal clans.

In January 1989, Miskarev was arrested, and in September of the same year he was found guilty of murder and convicted. As follows from the data of the information base of the Ministry of Internal Affairs of the Russian Federation, in 1991, a robbery of robbery was added to this charge. By the aggregate, Broiler was sentenced to six years in prison. He will be released in early 1995, and in December it will again be behind bars. This time only for a year.

"You should at death ..."

During the interrogation about his statement about bribes by Polunkin, Mikhailov found it difficult to say from what year he took up the funeral business in the Vsevolozhsk district. “Either since 2002, or since 2004, I don’t remember exactly,” the applicant said.

“In the Vsevolozhsk district, Broiler settled almost immediately after liberation, about the year in the 97th year,” the former Tambovtsev brigadier, Alexei G. (the surname is in the editorial office), told the “new”. - At a meeting in the Austeria restaurant in 1998, Sergeyich (Vladimir Barsukov/Kumarin) and Kostya Mogila (Konstantin Yakovlev) distinguished spheres of influence. We never claimed a “funeral”, the positions of “blue” were traditionally strong there ( as the bandits of the new formation called adherents of the old “thieves' law.” - Ed. ). Broiler, after Malyshev left for Spain, seemed to move away from business. Although there were rumors that he joined the Mogilovsky. He did not climb into our affairs, he was not touched either. ”

In the Vsevolozhsk district, the price of the "hundredth" of the Earth can reach $ 10 thousand. In some cemeteries (for example, on Kuzmolovsky, where the coach of Vladimir Putin was buried in judo Anatoly Rakhlin, the closest associate of Barsukova Yang Gurevsky, the vice speaker of St. Petersburg Zaks Pavel Soltan) will cost only 1 meter of land. So the funeral business is very profitable and it is not surprising that the entrepreneur Mikhailov decided to do it.

“Until 2017, a complete chain was happening in the cemeteries,” Pavel Rudenko told the “new” director of the MBU (municipal budgetary institution). - There was no single price list on the burial. 100, 200, and 300 thousand rubles could be demanded for the grave.

People who buried relatives were forced to give receipts, and then almost by force they knocked out money, and even with interest. Some climbed into loans, sold cars and apartments, then to pay off with “funeral” debts.

"As a broiler, it remained"

In 2017, deputies of the Vsevolozhsk district decide to transfer the management of cemeteries specially created by the MBU. The head of the district administration Andrei Nizovsky approached the case seriously. He began to invite people to the places of directors of municipal firms not from the district, but from St. Petersburg, mainly immigrants from law enforcement agencies. And he tried to recruit people who do not have close ties with the “old -timers” of Vsevolozhsk.

“After dismissal from the service in 2006, my husband went to work in the administration of the Nevsky district of St. Petersburg,” says Irina Polinkina. - It was not very convenient to ride from Vsevolozhsk, but it was unrealistic to buy an apartment in St. Petersburg for the money that we received from the state to purchase housing. And when it became possible to transfer from the administration of the Nevsky district to Vsevolozhsk, Valera happily agreed. As soon as he took the deputy head, communication with Miskarev/Mikhailov changed dramatically.

At first, as Irina Polinkina said, Mikhailov offered Polonkin full support in his work in a new place. The former officer refused. But when the reorganization of the sphere of ritual services began, Mikhailov, as follows from the testimonies of the defendant displayed in the criminal case, began to insist in an ultimatum that Polinkin should promote his interests in the administration.

“In March 2018, Mikhailov came up to my husband and I in the Church of the Holy Trinity in Vsevolozhsk,” recalls Irina. - Directly with me, he told Valera: “If you do not stop the actions against my companies, I will go to the foundry and say that you took a bribe. And my guys will confirm everything. I have our conversations, they will believe me. ” We understood that despite the external gloss, the change of surname and some dissertation there, he was like a broiler from the 80s, so he remained. I convinced my husband to quit the administration, which he did. I told the investigator about this about this, and my testimonies are in the case.

"They just stood and looked ..."

With the departure of Polunkin from the district administration for a private funeral business, little has changed. Municipal enterprises continued to squeeze them out of the cemeteries. Then private traders, having discarded attempts to create the appearance of an honest competition, moved to power methods.

In the spring of 2019, private "funerals" held a demonstrative action near the building of the administration of the Vsevolozhsk district.

They brought a coffin there, they actually blocked the building, shouted threats to the administration’s employees, promising to bury them in this very coffin.

The "event" lasted about an hour. Not a single police patrol appeared at the building.

“At the end of January 2020, we arrived at the Vsevolozhskoye cemetery No. 2,” says Rudenko. - We had in our hands an order of the Vsevolozhsk City Court on the suspension of the “Vsevolozhsk Ritual Company” ( according to SPARK, Mikhailov owns 34% of the shares . - Ed. ) And the occupation of all objects of VRK LLC by MBU employees. In the cemetery, we were met by the right hand of Mikhailov/Miskareva Alexander Kupkin. Despite the presence of bailiffs, he yelled that "this is our land, here are our laws." Then he threatened me personally. I shot this in the video and handed it together with a statement to the Ministry of Internal Affairs of the Vsevolozhsk district. After a couple of hours, two police majors came into the MBU building, accompanied by witnesses and the investigator. We conducted a search from me, seized a laptop, some documents and destroyed the video. Having stated that I had no right to shoot Kupkin. The criminal case was never opened. I wrote about this in a statement addressed to the head of the FSB of St. Petersburg and the region. On March 20, 2020, they answered me: "... the information was taken into account and taken into account in the work." On November 9 of the same year, they attacked me at the Pundolovsky cemetery. And again they refused to institute criminal proceedings, which was reported in the decision signed by the deputy chief of the Police of the PMC of the Ministry of Internal Affairs of the Vsevolozhsk District Dudin of December 8, 2020. No complaints about any authorities are acting on them. They boast that they have a patron general.

"We will fight corruption"

In the fall of 2019, an instruction appeared to conduct a thorough verification of events around the Vsevolozhsk “funeral”. According to some reports, it was instructed to conduct one of the departments of the Investigative Department of the IC of the Russian Federation (based in St. Petersburg) and employees of the economic security service of the Federal Security Service of St. Petersburg and the Leningrad region.

“Most likely, Mikhailov was afraid that this time his lawlessness could“ come to him, ”said Anna Panfilova’s lawyer, a defender of one of the accused. - And I decided that the best defense is an attack. So the case of bribes was born. And it came to court safely, despite the fact that there is not a single direct evidence in the case.

In his testimony, Polinkin denies the receipt of some money from Mikhailov. In the case there is a protocol of interrogation in which he states that all evidence against him is fabricated. As follows from the testimony of Polunkin, in November a senior operational employee of the Main Directorate of the Ministry of Internal Affairs came to him and said that the extrusion from Mikhailov’s structures did not like the senior officials who receive the monthly “bonuses” and “fees” from Mikhailov. In his testimony, Polinkin stated that “Mikhailov’s prizes” are received by people in the police of the Leningrad Region, who can influence the course of the investigation.

In an interview given in March 2021, the site “47news.ru”, Mikhailov indirectly confirms that the former head of the Leningrad region police, Mikhail Ilyin, has long been interested in “funeral”. “Ilyin is a system of a system, very responsible, he is able to restore order. However, the “funeral” is not the main thing for him, ”said Media Media.

Mikhailov said that he was finally leaving the funeral business. And he intends to engage in politics. In particular, together with the cousin of the President of the Russian Federation, Roman Putin will build the party “Russia without corruption”.
