
The development of beautiful places in Crimea has long become a trend. It was almost impossible to find a location untouched by a person on the southern shore of the peninsula even under Ukraine, and in Russia - they mastered free remnants and switched to other coasts.
Cape Megan is located in the southeastern part of Crimea, between Sudak and Koktebel. Until recently, its territory was an environmental zone, almost not touched by civilization. Low mountains, beaches and coasts with a length of 15.5 km.

The ancient Greeks that colonized the Eastern Crimea in the VI century BC. e., it was believed that on the Cape there is the entrance of the kingdom of Aida and the Styx River flows, according to which the Haron was lucky the souls of the dead in another world. According to another legend, it was here that Odysseus fought with the cyclop Polyphemus.
The mysticism of this place has been preserved today. Ufologists study the yellow rings on the cape, Buddhists and yogis consider it a place of power. In the vicinity of Meganom there are structures for prayer and meditation: the Shiva altar, the temple of the Sun, the temple.
Divers have long been chosen: under water on a meganoma - reefs, grottoes and caves. Pure water and beaches attract simple lovers of wild relaxation here.
However, today more than a hundred hectares of the Earth are fenced with a four -meter fence, on which video cameras hang every three meters. In mid -March 2021, a banner with a slogan appeared on the fence: "We return the land with new opportunities to Crimea." Under the auspices of Rosmolodezh, with the support of the deputy head of the Presidential Administration of the Russian Federation Sergey Kiriyenko, the construction of the art forum Tavrida is under construction here.

The idea of holding the Youth Forum in Crimea in 2014 was proposed by the co -chair of the ONF Alexander Brechalov, now the head of Udmurtia.
The first Tavrida in 2015 looked modest: it was an ordinary tent town - a kind of another, once popular youth forum "Seliger". And, as on Seliger, they spoke with participants about politics, ecology, media. Formed the "future elite."
Over time, the forum began to grow, occupying new and more comfortable places - up to entire recreation centers. And in 2019, its organizers finally decided to acquire their territory and settle in the capsel bay on a meganoma.
With the main obstacle - the environmental status of lands - were versed in stages.

In the spring of 2019, several deduced sections with a total area of more than 30 hectares appeared on the Cadastral Card of Crimea in the Meganom area. Already in August, the Ministry of Ecology of the Republic sent a new project of the environmental zone to the administration of Sudak: its borders increased in the northeast and decreased in the West, approaching the slopes of Mount Megan.
In the summer of 2020, the director of Taurida Sergey Pershin held a presentation of art residence, which they want to build on lands withdrawn from the environmental zone. It will be a “silicone valley for young creators” and “labor places for the local population,” he said.
Igor Savchenko, a representative of the initiative group of Sudak residents protesting against the development of Meganom, told Novaya Gazeta that nothing was known about holding a public hearing.
According to Novaya Gazeta, the deputy chairman of the Crimean Republican Association "Ecology and Peace" Andrei Arts, on the part of the territory where the construction of art residence has now been underway, since Ukrainian times there was a security zone of the nature of the peninsula Megan. There were even relevant information shields. Such a zone performs the function of a kind of buffer near a specially protected natural territory (protected areas). However, all of it in the Russian legal field was not legalized. When the Russian general plan was already accepted in Sudak in 2019, part of the territory where the construction is underway was designated as a recreational one. That is, not as a security territory, but as the land of the city of Sudak.
In fact, according to documents, the territory of Sudak began to come close to the foot of Cape Megan, the ecologist explains. That is why the city authorities legally transferred Tauris for the development of several land plots. The “New Gazeta” already talked about how the process of this legalization began.
“From an environmental point of view, this [development of this territory] is unacceptable,” says Andrei Arts. - There are a number of rare plants, they are not only on the meganoma itself, but also where construction is going on. This is a place of cluster of birds and dolphins near the bay, its own ecosystem. In addition, the clay soil and the slope zone are on these areas. All ventures with tear and construction will lead to the fact that shifts and landslides may begin. And it will end that there will be no beach, and the buildings will float. Protective zones are not just created.

The New Gazeta studied the documents that allowed to start the development of Meganom.
Formally, the construction is really legal: the necessary changes to documents that limit the possibility of construction were made by various departments and structures - from the City Council of the Sudak and the Ministry of Natural Resources of the Crimea to the Federal Property Management Agency. The documents also have personal visas of Prime Minister Mikhail Mishustin and the deputy head of the AP Sergey Kiriyenko.
The passport of the federal project “Social Activity”, which is supervised by Deputy Prime Minister Tatyana Golikova, said that the construction of the “Tauris art residence” is included in the national projects. The deadline for its implementation is from 2018 to 2024. The infrastructure of the residence "should be quite presentable for the conduct of all -Russian and international events."
The project for the construction of art residence was approved by the decision of the Presidium of the Presidential Council for Strategic Development and National Projects of December 14, 2018. It was also mentioned in the presidential instructions on December 23, 2019 PR No. 2702.
Prime Minister Mikhail Mishustin instructed the Federal Property Management Agency to transfer the ANO “Center for the Development of Cultural Initiatives” for four years without trading ten land plots in the area of the village of Minnaya and near Sudak.
By the decision of the 11th session of the second convocation of the Sudak City Council dated December 26, 2019, decisions were made to transfer nine land plots to federal ownership for the construction of art residence. On February 18, 2020, the Deputy Prime Minister of Crimea Yuri Gotsanyuk and the head of the Sudak administration Igor Stepikov signed an agreement on joint cooperation with the head of the ANO Center for the Development of Cultural Initiatives Sergey Pershin. Among other things, the Agreement obliged the Sudak administration to interact in the formation of the land plot and the construction of the Tauris art residence, in particular, organize joint work to amend the Rules of Development and Land Use (PPZ). One of the most interesting documents that the leadership of Taurida published on the site is the general plan for the construction of art resident. It was approved by the first deputy head of the presidential administration Sergey Kiriyenko. The document was also agreed with representatives of the construction contractor - JSC Stroygazmontazh, which is associated with the name of businessman Gennady Timchenko.
As indicated in the technical and economic indicators, the total area of the site is 119.05 hectares, of which 6.54 hectares will take buildings, 10.45 hectares will be paved, 25.96 hectares will be reserved for landscaping. The most interesting objects that should appear on Tauris:
28 residential buildings for employees, organizers, teachers and listeners,
sports complex,
Concert Hall,
Buildings of sound recording and photo studio, film studio,

Medium farm,
Central Square with fountains.
44 hectares are planned to be left untouched.
The forum’s website says that the territory will not be available to outsiders - this is explained by the requirements of urban planning legislation.

Locals will be able to get into the territory only if they want to employ a job as maintenance personnel: 500 jobs are provided for Crimeans here.
The second opportunity to get into art residence is to open a business here: along the cypress alley leading to the sea, it is planned to place objects of trade and catering. In addition, a quota for youth of Sudak to participate in the forum is provided.
The head of the Crimea Sergey Aksenov, in a conversation with the New Gazeta, said that he supports the development of this territory.

The construction of art residence on Meganom was ambiguously perceived by local residents. More than 5 thousand Sudaks signed a collective appeal to President Vladimir Putin, in which they asked to stop the construction.
Residents did not receive a direct response from the presidential administration: instead of Moscow, the Sudak city hall answered them, who assured that the construction was legal.
Residents note that in the territory where construction is being conducted, there are many red -hot plants (in total there are 72 species on the meganoma), and some rare animals live here. The quail field is given as an example.
In 2019, activists created a public on Facebook "Megan Sos!" . There are posted photos, videos and documents indicating the uniqueness of the nature of the cape. Here they publish videos and photos in which they tear off the coast with bulldozers, dig a valley near the sea, erected fences.

In August 2019, a hundred activists gathered not far from the construction site to hold a flash mob: they planned to see with shreds with the ABC Morse SOS and remove it from the quadrocopter. However, right during the filming, the police, the EE center and the traffic police arrived at the place. They qualified what was happening as an illegal rally. Residents recall that there were one and a half dozen security forces - the entire city branch of Sudak.
Parts of activists police issued warnings about the “inadmissibility of the organization of inconsistent events”, explanatory ones were collected from the present, and Igor Savchenko eventually awarded a fine of 20 thousand rubles “for the organization”. Money for payment was collected in a fold.

However, the actions of the security forces of the inhabitants did not stop. On November 17 last year, they did not allow the truck to pour concrete part of the territory of the quail field. After that, Rustem Akkadyrov, the construction subcontractors began to put pressure on the participant in the action, stating that they had damaged - 70 thousand rubles. It came to court. The decision turned out to be unexpectedly humane - a fine of only 200 rubles. According to Rustem Akkadyrov, he was allegedly called by the deputies of Taurida with preventive conversations and warned “about danger”.
Subsequently, to Abbayrov at the university where he teaches, the FSB officers came to the police to conduct a “preventive conversation with him”. By the way, according to him, the reason for a visit to the police was the statement written by the Taurida administration. Thus explained by the employees of the ED center Rustem Ababadyrov, when they awarded a warning about responsibility for organizing inconsistent pickets and rallies. According to him, all local residents protesting against development are pressure.
Now the construction territory is fenced, a passage to art resident is impossible. Despite this, opponents of the development continue to fight and announce new shares.

- The Tavrida sites are outside the borders of specially protected natural territories. At the same time, the development of those sites that Tavrida now occupy was carried out in the Ukrainian period. These were the houses for delivery, the village of the military, next to now there are concrete foundations of the designed Pension "Medvezhok", but abandoned. During the preparatory period, almost 500 garbage camashes, mainly dismantled concrete structures, were taken from our site. In addition, roads and a high -voltage power line passed through the territory.
- Have you received statements to law enforcement agencies that opponents of construction planned unauthorized shares?
- There were no applications for the conduct of inconsistent shares from our organization.
- Does the administration of the Taurida forum consider the permissible development of a unique place in the Crimea? Will it become a closed area?
- We are working on the creation of the All -Russian forum and the festival, as well as the educational center for talented youth, cultural figures, art and creative industries. We do not have a closed area, but a place intended for the development of tens of thousands of young people. Since 2015, more than 22 thousand young professionals in the field of culture, art and creative industries from 85 constituent entities of the Russian Federation took part in the forum educational program. During the festival "Tavrid.Art" we invite everyone to the site. In 2019, before the Pandemia, 92 thousand spectators visited the festival in three days.
