Oleg Mikhailov is 34 years old, he was born in the city of Pechora of the Komi ASSR. In 2009 he graduated from Syktyvkar State University with a degree in Ecology, candidate of biological sciences. Mikhailov worked for almost five years at the Institute of Biology of the Komi Academy of Sciences, in 2015 he became a deputy of the State Council of the Republic from the Communist Party faction.

Deputy Mikhailov regularly played in parliament with criticism of the actions of the authorities. He also formed and put forward a bill on the replacement of obsolete oil pipelines, which was rejected by the majority of deputies who thus defending the interests of oil producers.

- The tension began to increase in 2018, when the authorities of the region had several unpopular decisions at once, including the union of the Ministry of Nature and the Ministry of Industry. Then the trend for political activity in the Komi Republic began, I think, because the "Committee for the Salvation of Pechora" carried out active work, then the question was also intensified about the rotten oil pipelines. The Communist Party supported the initiatives of social activists in rallies and referendum and have interacted tightly since then, says Mikhailov. - Since 2018, protest activity has increased: pension reform, increase in fuel prices, conflict of conductors, shies - almost every weekend we went to rallies and promotions.

Mikhailov is one of the opponents of the construction of a garbage training ground at ShiES station, which was planned to open on the border of the Komi and the Arkhangelsk region. On April 29 this year, during a meeting of the Republican Parliament of Komi, the head of the republic, Vladimir Uyba, presented a report on the work of the government for 2020. After his speech, the deputy Oleg Mikhailov criticized the head of the republic and called him a “coward” for the fact that last fall during the election of the head of Komi Uyb, he competed with the candidates-spilers who did not pose a threat.

At the same time, the election man did not register Mikhailov as a candidate due to the non-expression of the municipal filter. Mikhailov collected 185 signatures of 180 necessary, but 17 of them rejected the election room of the region.

According to Mikhailov, this record reveals the true essence of the head of the republic.

- There are certain frames in which we must be. No one expects that the deputy, or the minister, or even more so the head of the republic will begin to swear, switch to some slang from the 90s and so on. For me, this rhetoric does not fit at all with the positioning of the head as a doctor-inteligent, ”he believes.

Vladimir Uyba was the head of the Federal Medical and Biological Agency ( FMBA). He was accustomed to good financing from the state budget, Mikhailov believes, and secondly, a tough subordination was built in the Federation, where subordinates are unquestioningly obeyed by the leader. But at the post of the governor, Uyba lost its former budget capabilities and encountered the division of power.

"Hard rhetoric" is justified

The conflict between Mikhailov and Uyboy entered the federal level. According to the political strategist Abbas Gallamov , the behavior of uyba cannot be called unprecedented and unique that such a “completed” communication style is characteristic of the current regime as a whole, therefore there will be no immediate consequences for the head of the Komi.

As if the bandits still broke into power

- Long -term consequences are obvious - this is further deligitimization of the regime. It is clear that the mass voter does not like this, and the more they will be, the worse the electorate perceives the system as a whole - not only a lot, but also the Kremlin that justifies it, and "United Russia", and the regime as a whole. From the point of view of the voter, this is not about liberals, but about the conservative Russian voter, the politician must be solid.
