Watching the list of those who moved through the website of the intra -party vote as a candidate for deputies of the RD, we pay tribute to many who have registered in parallel and as a candidate for the State Duma. In principle, this is not only a good way to declare your political ambitions and claims (if you are an experienced politician and have appropriate resources), but if you are a newcomer, remind your patron bosses about yourself (or those who promised the candidate to promote life and service with their shaggy paw). Nevertheless, many of these candidates missed the main thing: they had to turn to society and authorities not only from party resources, but also from all possible information sites, elementaryly telling about themselves, their goals and objectives. But these are technologies for novice politicians. It is much more interesting to look at what master class, operating with their capabilities and agreements, venerable businessmen and politicians show.

So, the Secretary of State of the Republic of Dagestan Hizri Abakarov , who was registered on the website of the primaries of United Russia as a candidate for State Duma deputies from the central single -mandate constituency, changed his decision.

Last week, Abakarov decided that he would not move in a single -member district, but would go to a general party list. This decision caused diametrically opposite assessments in the media and social networks.

Some were inclined to the opinion that the political positions of Abakarov decreased. This was justified by this: in the election system in Dagestan, where the results of voting and turnout are known long before the day of voting and calculating the ballots, the nomination of Abakarov from a single-mandate district is a 146-percent victory and a guarantee that the deputy mandate is in a pocket!

Party list nomination (when voters vote for a list of deputies as a whole, and not separately) for Abakarova does not give 100 percent guarantees of the election to the State Duma. In the room before last (“Cheka” No. 16 dated 04.30.2021) we reminded that in the current convocation of the Russian parliament on the lists of “United Russia” from Dagestan nine people were nominated. Only six became deputies. And they became those who, in the general list, occupied a higher line than their colleagues. Are they more convenient for Abakarov Powul-Upers, responsible for the election of a person? There are no guarantees: everything can change at any time. And the one who was considered a leader yesterday can today become an outsider.

Other observers believe that for Abakarov the issue with his mandate is resolved in any case, therefore, the movement of the Secretary of State from single -mandate to the list is a political maneuver that allows, in particular, to preserve the deputy mandate Abdulgamid Emirgamzaeva . (He is a member of the team of Magnat Suleiman Kerimov and was already elected to the State Duma from the central single -mandate district.) In addition, the movement of Abakarov can also be considered as a way to supplant the State Duma from Dagestan - Magomed Gadzhiev from the list. Numerous rumors assure that the relationship between Abakarov (as a representative of the Kerimov team) and Gadzhiev has noticeably cooled.

In addition, the inclusion of a candidate in the party list is also insurance from the potentially possible exacerbation of the situation in the constituency, since such a State Duma deputy as Murad Gadzhiev has not yet refused his complaints about the mandate.

Well, we add that the presence in the list for Abakarov is an opportunity to play posts: he wanted to - went to the State Duma, did not want to - he remained the State Requirement.

It seems that Abakarov felt himself more free in the issue of his authority, after the provision of the Regulation on the Office to ensure the activities of the State Secretary of the Republic of Dagestan (approved by the acting head of the Republic of Tatarstan on May 12, 2021) was enshrined that this administration was an independent division of the administration of the head and government of the Republic of Dagestan. The department submits to the chief, who is appointed by the acting head of the Republic of Dagestan Sergey Melikov, on the proposal of the head of the AGIP of the Republic of Dagestan, Alexei Gasanov, but (!) Provided that the candidacy of this chief was previously agreed with the state secretary. In the future (after approval), the head of the department submits to the Secretary of State, that is, Hizri Abakarov.

One of the important powers of this management is the preparation of information and analytical materials (within the framework of its area of responsibility) for the head of the RD. This, in the opinion of the Cheka, is important at least because Sergey Melikov will be able to receive alternative information. Alternative to the one that is now received from the leadership of AGIP RD. According to the newspaper sources in the White House, reports coming to Melikov from AGIP have simply an enchanting effect, and he makes key decisions, relying only on them.

The fact that politics is an unpredictable thing, and the word politics is not firmly than oil was probably understood for himself and such a candidate for State Duma deputies as the director of the Research Institute for DSTU and Putin's confidant - Elena Pavlyuchenko . For a long time, she considered (and was considered) the same 100 percent passing candidate as Abakarov. Therefore, as we see, the candidate for State Duma deputies Elena Pavlyuchenko was safe, registering to participate in the primaries as a candidate for deputies of the RD from the Kizlyar city group. This step, we note, must force the nervous deputy of the Republic of Dagestan Anna Bezrukova , since in the event that Pavlyuchenko was knocked out into the political favorites, then the guarantees that were given to Bezrukova simply collapsed ... or it will be necessary to hope that voting in the district will show a highly high result, so there will be a chance to hold two deputies from the Kizlyar, and not one ...

The likely reason why Elena Pavlyuchenko has to moderate his ambitions to the level of the republic may be that Zulgimar Tagibova (Richinskaya) , the head of the Dagestan branch of the Rossiya Russian and businesswoman from Moscow, registered on the internal party voting website. Primaries "draft"

The fact that the elections to the State Duma will be difficult, with a high level of competition and surely horned struggle, our newspaper may judge by how the drafts '' dialogue '' 'announced by the editors of the "primaries' '' '' '' '' '' ''

According to the project, readers of the newspaper vote in a special questionnaire for those candidates for deputies of the State Duma whom they would like to see there.

As of May 12 (20:00) in the questionnaire 71 surname, 61,808 readers voted. The five leaders in the "primaries '' Draft ''" looks like this:

- Saigidpasha Umakhanov , adviser to the head of the Republic of Dagestan - 28,319 votes (46.1%);

- Abdulhakim Gadzhiev , General of the Russian Guard - 20 135 votes (32.7%);

There is a competition for leadership in the ranking between the main candidates - applicants for the country's parliament: Umakhanov and Gadzhiev. For each of them, as many readers have already preferred as, for example, voters in Kizlyar, Kizilyurt or in the Babayurt district live.

Judging by the reviews of readers, the support teams of candidates work very tightly with the local population, urging them to vote for a particular policy. In principle, there is nothing reprehensible in such work with a potential voter: this is a rehearsal before the elections. Unfortunately, Private Dagestan forgot the days when the candidates for deputies tried to attract the voter in any way, going from door to door.

Modern political practice shows that the system and procedure for nomination of candidates are formed in such a way that the candidate for deputies has to go to one door - the doors of the official’s election.

Nevertheless, as practice shows, it is better to rely on the population and harsh control of the vote counting procedure in the elections than just the promises of large politicians. Relations are legalized

During the break between the holidays of the acting head of Dagestan, Sergei Melikov held a couple of meetings. At one of the meetings held on Tuesday, which discussed the issues of digitalization of the republic, there was a small scandal. According to the sources of the Cheka, after the 25-year-old Sultan Abduralimov , who proven himself in different positions, was officially presented as the head of the Dagestan Region Center, the issue of technical equipment of this structure was raised.

Since the Ministry of Directorate of Digital Development of the Republic of Dagestan was responsible for the functioning of the Dagestan CUR, questions were addressed to his leader Sergei Snegirev , and, as they say, in a rather strict form, another Sergey - Melikov. On them, Snegirev tried to give logical answers, but the leadership of the republic, as it turned out, was not located to listen and analyze them. There it was also proposed to write a statement “on your own”. Snegirev did it. The next day, the acting minister was appointed his deputy - Tamerlan (Ahmad) Buganov .

It is known about Tamerlan Buganov that he was the general director of OJSC Makhachkala Airport, held the post of deputy minister of communications and communications of the Republic of Dagestan, then he was a deputy in another ministry - on land, property relations and issues of trading of the Republic of Dagestan. Then he went to the Republican Youth Center "Success". And, in principle, from there he successfully switched to a new position.

This conflict during the meeting and the rapid dismissal of Snegirev looked pretty ... funny. His dismissal itself suggested a long time ago, since the time of Abdulatipov and Vasiliev . However, a couple of months ago, Snegirev was one of those few in the executive branch of the republic, to which Melikov had no questions initially in the process of forming a new cabinet of ministers. He was considered a professional at his post. At first, like many ministers, Snegirev was in the status of Acting, and on March 26 of this year - approved by a full -fledged minister.

Snegirev’s relationship with the power deteriorated sharply, when, according to rumors, the leadership of Agip was asked to take the same Buganov as a deputy. Snegirev refused to do this. Perhaps one of the reasons for this was that Buganov is considered a person close to the muftiyat, and Snegirev had a tense relationship with this structure. (It is enough to recall last year’s appeal of the Muftiyt RD addressed to the leadership of the republic, in which the activities of the then Minister for Information, Communications and Mass Communications of the Republic of Dagestan - “Cheka” were critically appreciated.)

After that, the authorities began to pay more attention to the work of Snegirev, subjected to reassessing all his activities for the entire period of work and ... I just needed to show the door to the door. The occasion from the filing of the CUR was designated. And everything else made the quick-tempered character of the Governor-General ...

On May 12, Buganov was introduced as an acting Minister of the Ministry of Council of the Republic of Dagestan, and already at night information appeared about a number of appointments.

So, according to AiF in Dagestan, the deputy press secretary of the head of the Republic of Dagestan Yuri Gamzatov was appointed Deputy Minister of Digital Development of the Republic of Dagestan. According to other media data, an adviser to the head of the RD Tamara, the Obliyniy will be appointed deputy head of the AGIP RD. In principle, this is the right decision: Alexei Gasanov, as a lobbyist of the interests of the rank, had long had to legalize this difficult relationship with her. Now at least everything is honest. And maybe not ashamed.

Makhach Omarov , who will take the place of Murad Kaziev (the first deputy head of AGIP RD), who, in turn, will take ... the place of his father, the Nizami Kaziev , will be appointed to AGIP, as the first deputy Gasanov will be appointed. The latter since 2002 was the Deputy Prime Minister of the Government of the Republic of Dagestan, oversaw a social apartment, culture and health issues. Resigned in 2012. It can be said that since 2013, Anatoly Karibov held this position temporarily.

Now, according to rumors, Karibov will leave his position, and the representative of the labor dynasty of the rulers (otherwise to explain such an appointment?) Will take the right chair.

In the news on the Chernivka website, which reported the ambulance of Karibov, we assumed that his departure was connected with the criminal case against his son, the head of the procurement department of the Ministry of Labor and Social Development of the Republic of Dagestan Ibrahim Karibov . The latter is suspected of committing crimes under Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of authority) and part 1 of Art. 292 of the Criminal Code (service forgery). “The Cheka” wrote in detail about this in the article “Has never happened” ( No. 14 of 04.16.2021).

We called one of the candidates capable of replacing Karibov with the posts of Deputy Prime Minister, the former vice-mayor of Makhachkala, ex-first deputy director of TFOMS RA RACARA BUTAEVA . The latter is not only deeply versed in health care and social, but also familiar with Alexei Gasanov.

An indirect sign that Karibov is leaving is his registration on the website of the UNITAL VOCKENSION of United Russia as a candidate for deputies of the People’s Assembly of the Republic of Dagestan, nominated from the Kurakhsky district of the republic.

It is clear that such a shift and proposal to find yourself in the representation of folk interests in the parliament of the republic is a kind of compensation for the loss of a chair and a certain tribute to the official. However, in the opinion of the “Cheka”, here it is worth tensing a little to the influential deputy of the National Assembly of the Republic of Dagestan Seyffulah Isakov , who is in the current convocation of parliament for budget relations with the government of the Republic of Dagestan. Maybe only the hope that one of them will include one of them in the general regional list, heats their souls ...

Frozen elite

The question with the sons who replace his fathers in the Dagestan parliament, raised in the last issue, finds his continuation this week. But not in the personal, but ... political science.

Firstly, we note that the formation of the current list of future deputies of the RD of the Republic of Dagestan goes against the backdrop so far not confirmed rumors that the passage place in it (list) can cost from 20 to 25 million rubles. There were no such rumors for a rather long time: they were manifested in various forms during the reign of Ramazan Abdulatipov (then some candidates shared unrearated rumors that the deputy’s chair costs from 15 million rubles, and for particularly wealthy businessmen - 30 million rubles) and completely faded during the reign of Vladimir Vasiliev.

Now they have appeared again. And with what they are connected with: the activity of attackers who form the negative around the persons responsible for the elections, or by some abuse in this area, in our opinion, both civilian authorities and power structures should urgently understand ...

И в условиях подобной политической монополии районного уровня (а на местах она вполне конкретно выражается в блокировании финансовой и предпринимательской деятельности возможных конкурентов правящей семьи) трудно будет ожидать какой-то новой идеи или «новой крови», способной подтолкнуть Дагестан к динамическому и прогрессивному развитию.

Отсюда и картина «кандидатско-депутатской миграции», когда все те, кто хотел бы заявить о себе в политике, в конечном итоге вынуждены выдвигаться либо от крупных муниципалитетов (Хасавюрт, Хасавюртовский район, Дербент и Дербентский район), где влияние кланов не столь стопроцентно и можно хоть как-то договориться, либо от Махачкалы в на-дежде на то, что республиканская власть их заметит и поможет выдвинуться.
