In Murmansk, teachers lead a register of “unreliable” children - in it: school hooligans, Supporters of Navalny, and even primary school students

On May 11, a few hours after the Kazan Columbine, the Minister of Education of the Murmansk Region Olga Dziuba sent a letter to educational institutions. From the message, which is at the disposal of the editorial office, it follows that children who cause suspicions, as well as students, and even graduates of past years, must be monitored for a tendency to anti -corner behavior. Data on suspicious personalities turned out to be available to everyone: an open link to the table in the cloud storage was directly in the text of the letter of Dziuba. And in it - the names and surnames of young people and their parents, the place of work of the latter, home addresses, phones. And ... brief characteristics, so to speak, justifications for inclusion in the black list. For example: “smokes”, “brought a knife to school”, “a member of the rally for Navalny”.

In the list, when he was in the hands of journalists, there were about 300 names, it is known that part was removed as processing, so how many teenagers were in the table is unknown. After the order of Dziuba was published by oppositionist Leonid Volkov, the link was closed or removed.

Explanations from the press service of the regional government appeared only the next day. In response to the request sent on the eve, the speech of the recently appointed head of the Mininform of Mr. Belyaev was distributed. It is almost impossible to retell it adequately due to the features of bureaucratic style: “In order to ensure security in educational institutions of the Murmansk region, preventive monitoring of adolescents prone to illegal actions is underway with law enforcement agencies. After the tragedy in Tatarstan, a meeting was held with representatives of law enforcement agencies, at which it was decided to update information. ”

It is difficult to retell, and the conclusion can be drawn: lists of unreliable schoolchildren have been formed a long time ago.

Or more tough: teachers drain the data of students to law enforcement agencies. At the same time, there are no unified requirements for the form of consent to the processing of personal data of students de facto. For example, in the provisions on the appeal with those in Moscow schools, you can find a point on the ban on the employees of the educational institution “Report personal data of the student third party without the written consent of one of the parents”, as well as a limited list of employees who have access to personal data. On the sites of schools of the Murmansk region, nothing of the kind could be found. But on some forms of consent to the processing of data that parents allow to sign, it is indicated that the school, including collects information about the “behavioral status” of the student and has the right to “external distribution”.

Standard forms are signed upon admission to school, without reading, but the right to recall permission to process personal data rarely use anyone. This gives the conditional Marivanne, which has a tendency to conspiracy or tooth on the parent, the opportunity to capitalize the student to the student.

Otherwise, why even first -graders appeared in the register of Dziuba (apparently, their danger to society has not yet been fully studied), and, for example, this was indicated as the basis for suspicions: “emotional”. Or this: "Freedom -loving, shows a clear desire to get rid of borders."

The parents also got it. For example, in the case of opposition adolescents, there were notes: “Mother supports.”

The “Monitoring” filed as the prevention of Columbine turned into a meaningful denunciation. And it was compiled collectively by the teachers of our children. Sighters of “reasonable, good, eternal” turned out to be informers. Interestingly, teachers who introduced children to the lists “for transferring law enforcement agencies” for going to rallies (there are many of them in the table), did they hear something about Korchak? Surely.

And how sophisticated more and more characteristics were selected. This is nonsense, if all schools found suspicious in their ranks, but yours - no. Since the minister said, it is necessary to appoint dangerous at least someone! And they tried, they found such that every first teenager can be registered: “obscene abuse”, “vagrancy”, “participant in the action in the support of Navalny”, “was fond of military equipment” (hello, unarmies and parades of kindergartens!), “Comens in the Navalny group, opens against Russian legislation”, “Theft”, “Smokes”. And who recognizes him at the age of 13?

No, the crime, of course, should be prevented. And the operatives of the relevant services are required to do this. But there was no column “committed a crime or offense” in the black list, there were no legal facts. There were thought -crushing plus the charges not backed up by evidence.

Well, the most sad. Will the collection of such information in the fight against columbine help? It is unlikely.

“This document contains a symptoms that may indicate a variety of things: the teenager’s depression, about the violence of the house. But he does not say in any way that a teenager or a young man is able to cause pain to other people, ”says Valentina Likhoshva, candidate of psychological sciences, who has worked with difficult teenagers for many years. - There are no criteria on the basis of which fall into these lists. The fact that in the table and order of the Minister is transferred is not at all associated with aggression or personality characteristics that can make a person dangerous to others. If I were faced with such a symptoms, I would suspect a child’s depression, it takes place in adolescents in a completely different way than in adults. And there is such a moment: who makes in the lists, in what parameters? If you do this seriously, and not from the finger, the psychological and pedagogical commission should work, which needs several weeks to diagnose children and collect all the material. And as I understand it, some teachers are simply at their discretion, arbitrarily compose this list. ”

Indeed, from a letter of the minister it follows that for everything about everything at schools and universities there were less than a day. To be in time, the leadership painted the execution of subordinates.

As a result, access to the data of children and parents received an indefinite circle of persons-the link was common, and the table was a summary, one for the entire area.

But the government does not see this point blank. The Minister of Information Policy Belyaev said that some “we” are now checking “the reliability of the information that appeared on the network. It cannot be ruled out that the data was deliberately opened and published. ” Of course, consciously: it is difficult to assume that the minister signed a letter with an unprotected link in an unconscious state.

But, apparently, the regional government went tested - looking for guilty on the side. Local bloggers immediately recalled the message of the same mininform about the “intentional loosening by third parties” of the roof of the rink built on the central square, which collapsed shortly after the opening. Here, apparently, “third parties” also tried.

The Murmansk region is generally distinguished by alternative methods of working with youth: they will try to embroide the schools with barbed wire, now it is. Does the Gulag the past of the region affect?

“Children need assistance in depression, in a collision with persecution, domestic violence and violence by teachers. But instead of strengthening the psychological service, we are talking about collecting personal data for an incomprehensible purpose. At the same time, as there was one psychologist for 300 students, it will remain, ”says Valentina Likhoshva. - As new, modern methods for its work were not purchased, will not be.

And those children who just need a different approach will fall into the lists, gifted. Those who do not have enough competence with the teachers to work with. ”

The regional prosecutor’s office, in response to a request from Novaya, said that she was checking the legality of the actions of the Ministry of Education. Also, the Murmansk Oppositionist Violett Grudin submitted an application to the Investigative Committee, she demanded that Dziub bring criminal liability under Art. 286 of the Criminal Code of the Russian Federation - for abuse of authority.
