
On December 17, 2020, after a long illness, the head of the Khamovniki district, Olga Shovgenya, died. In the spring, in its place, the mayor of Moscow Sergei Sobyanin appointed Maxim Deryugin, who since 2013 headed the Arbat district council. Artem Aleksandrov found out that the deputies and residents of the neighboring area think about Deryugin and what to expect from the official of the Khamovniks. A brief resume: pleasant in communication and his duties copes well, but does not go beyond the borders of competence to help residents.
Maxim Deryugin was born on March 29, 1980 in Ryazan. He has a very “managerial” education and a boring career path: in 2002, he graduated from the Moscow Pedagogical State University with a degree in Technology and Entrepreneurship, five years later he received another higher education in the specialty “State and Municipal Administration”. Then he worked as deputy general director of the State Unitary Enterprise “Gorzelenkhoz No. 4” and the director of the State Unitary Enterprise “Directorate of the Unified Customer of the Nagatin-Sadovniki district”.

In 2010, Deryugin became deputy head of the Yakimanka district council for housing and communal services and housing policy, and three years later he headed the Arbat administration.
In an interview with the newspaper "Evening Moscow", Deryugin said that he loves to "wake up early so that the day is long and productive," and sometimes he reaches work from home in Mitino by bicycle. “In any weather, before the start of the working day, I definitely go around the district around the perimeter, I often walk on foot to see if everything is in order. I trust my team, but I think that you yourself are the best controller, I want to see everything with my own eyes, ”said the head of the council.
According to the deputy of the municipal council of Arbat Sergey Kakitlashvili (nominated from the Yabloko party), “Deryugin is good in a conversation, a sociable person who is professionally approaching his work, but Arbat residents have many complaints.”
“Deryugin is a performer to the bones of the bones, which will be told from above, he will do, and the wishes of the inhabitants often leaves without answers. Well, that is, it will always answer very competently, but [mainly] unsubscribing that he lowered the problem into the lower structures, some “housing”, where to write-as in a bottomless barrel. That is, in form, he is well done, but because of this formalism, it is not very much inhabitants who do not really love him, ”says Kakitlashvili.

The deputy recalls the story with the attic, which was equipped in the attic of the house at Arbat 47/23. Because of this self-construction, the living conditions of people were very deteriorated below.
“No matter how much I turned to Deryugin on this problem, there was no sense. The commission came, we examined the housing of the victims together, where the ceiling was all in cracks and at any moment can collapse on people on their heads, there was a precept to “strengthen”, but in the end no one did anything, ”says Kakitlashvili.

The deputy calls Deryugin a “good manager” who “built a job” on the Arbat, but I’m not sure that he will be able to work as effectively in the new area: “Khamovniki is more than Arbat, as is the volume of there. I talked about the appointment with colleagues from Khamovnikov, and, in their opinion, the acting The head of the district (Ekaterina Berseneva - approx. Ed.) Worthy of taking this post. "
The municipal deputy and member of the United Russia party Vladimir Shamanin refused to comment, saying only that he highly characterizes Dereyugin and is sure that his work in the new post will be at the highest level.

A resident of Arbat and activist Elena Rudberg is much more sharply evaluated by the new head of the Khamovnikov council. “I once called Dereyugin in the face of the very last words. She said that he is a “bastard”, for example, ”she admits.
Rudberg explains: “Our house No. 3 in Karmnitsky Lane and three neighboring buildings create a closed space in which there are two entrances through the arches. There we installed the gate in 2007 to create a parking lot. We had all the permits, even from the Muscovitecture on the design of the gate, but Dereyugin, having become the head of the council, decided to demolish the gates. ”
According to Rudberg, one of the reasons that prompted Deryugin to do this was the system of evaluating the activities of the heads of the council, when points are earned, including the struggle with self -construction. For a long time, the ex-head of Arbat, according to a local resident, did not work out for a long time, but in the end, through the court, he proved that the de jure gates were not related to the third house along Karminitsky Lane, but to neighboring No. 5, and therefore were elevated illegally.
- I only then realized why this was done. Deryugin, along with the gate, dismantled a garbage dump with us, next to which was the Mercure Hotel, from where, I think, there was an order. After its liquidation, heaps of garbage are carried through our yard, and we have a playground there, by the way, ”says Rudberg.

Also, according to the activist, the wife of Maxim Deryugin is connected with the business toilets, which is why they are "hung around the Arbat." However, Rudberg emphasizes with caution that this information is rumors.
Finally, it seems unforgivable to her that the son of the head of the engineering service of the district Arbat Leonid Gnezdovsky Pavel became the deputy head of the council for economics, trade and services under Deryugina. “Suppose that such a wonderful son grew up, but why should he work in the council? There are no other places? " - Asks Rudberg.
Another independent deputy of the district Arbat Nonna Guller describes the former head of the council very positively. “The conversation with him always turned out to be constructive. He is an interesting, polite, restrained and obligatory person. Wonderful human qualities, ”says the deputy.
“As for his direct responsibilities, there are no questions for him: everything was always good. Another thing is when it was about something that went out for direct duties. He did not always show political will where it had to be done, ”said Guller.

As an example, the deputy gives several problems with voters, with the solution of which Dereyugin will help her as she hoped. “These were questions regarding road safety, that is, pedestrian crossings, or about the harm that our“ housing ”causes green spaces. I failed to convince Deryugin of the importance of these and similar problems, and I did not receive an answer, ”says Guller.
At the same time, the municipal deputy emphasizes that in general she had good impressions of the work of Maxim Deryugin. “The snow was cleaned, the roofs were repaired. The budget for the improvement of courtyards was mastered well and on time. There was a fight against self -construction. Everything related to the awards of veterans is also beyond praise, ”the deputy explains.
