
Russian President Vladimir Putin instructed the government to prepare a legal framework for keeping pets.
“Ensure <...> making changes to the legislation of the Russian Federation that provide for <...> keeping the pets, monitor the state of animal populations without owners,” the document published on the Kremlin website says .
The president also instructed to develop norms governing the maintenance and breeding of domestic and wild animals. And - determine the procedure for the transfer of animals to the shelters and their seizure from the owners in case of improper handling.
In March, deputies of the Legislative Assembly of the Chelyabinsk Region made a similar initiative. They introduced a bill to the State Duma on the mandatory registration of pets and the ban on issuing led out, sterilized and vaccinated animals near kindergartens, schools and clinics.
The question has long been matured. It felt both in the regions and in the Kremlin.
The problem of cruelty to pets and an uncontrolled population of stray dogs and cats in Russia is really in critical condition. First of all, due to the lack of competent legislation. The population of homeless animals increases daily, and in response they are poisoned, shoot, cripple. The attitude to animals in Russian society is quite medieval. What is understandable:
It is difficult to empathize with the smaller brothers when human life is not much worth it.
One of the key factors in the growth of the hopeless animals is the lack of infrastructure: the country simply does not have the required number of shelters. And in the existing state shelters - monstrous conditions and there are no specialists who should engage in socialization, training, treatment and further attachment of animals. There are successful examples in the world when the introduction of competent laws and their reasonable implementation solved these problems.
Sweden is considered one of the most favorable countries for life with pets. More than 979 thousand dogs and almost one and a half million cats live there. And this is accurate data, because any owner of the dog in Sweden is obliged to implant it with a microchip and register in a single national database. This allows not only to keep accurate accounting of all animals, but also to quickly find the owner if the dog is lost. For refusing to chip and register a pet, 150 euros, for the average Swede, is a less significant amount than for a Russian, but still quite noticeable.
Most controversial issues related to the content of pets in Sweden are regulated by a detailed well -thought -out system of fines and criminal punishment.

The law on the protection of animal rights obliges the owners to keep them in good conditions, help with them humanely, prevent torment and the occurrence of diseases, keep in high quality, feed and regularly drink.
Despite the fact that dogs and cats are considered personal property, they are forbidden to throw them. And also punish, apply injuries, overload physically and even mental.
For violation of these paragraphs, there are different sizes of cash fines and imprisonment for up to two years.
To introduce in Russia a culture of ownership of pets and solve the problem of hopeless only an integrated approach, the basis of which should be the legislative base, competently used in real life. The organization of the required number of shelters with humane conditions of detention is very important, equipped with their staff of specialists - veterinarians, dog handlers, staff for cleaning and feeding. Dogs and cats have no place on the street, even if they are sterilized and vaccinated.
We need a series of educational campaigns, especially in regions where a significant part of the population lives in the private sector: it is necessary to teach people to own domestic animals and increase the culture of possession.
And, of course, it is necessary to introduce real responsibility for cruelty, inappropriate conditions of detention. People must be responsible for their actions.
The state program for free vaccination, sterilization and chipping of pets is no less important so that they do not replenish the homeless population and do not bring offspring released by the owners to the self -maximum. And the owners who do not have the financial ability to do everything they need could get all these services for free in the municipal veterinary clinic. Then the database of pets will be complete and relevant and will be able to really help in the salvation of animals and return to their owners.
