The publication refers to the report of the State Department to Congress. It says that while Nord Stream 2's actions are subject to U.S. sanctions, the administration will not enforce them "for reasons of national security."

According to the Associated Press, US Secretary of State Anthony Blinken assured German Foreign Minister Heiko Maas that the presidential exemptions from sanctions would apply to both the company and its chief executive, Matthias Warnig.

Sanctions in this form will not satisfy Congress, the agency writes. “Such a show of weakness provokes Putin’s aggression.
