The service was based on the advice of users who lived at the place of fire: they sent information to the application that the police are looking for a man and his photo. The data sagged in the application of 15 hours. Representatives of Citizen said that "they are actively working on improving internal processes so that this does not happen again."

Citizen was launched in New York in 2017, later he began to work in more than 20 cities of the United States. The application warns the user about possible danger and local crimes based on these police reports.
