In Russia, from May 30, updated rules for issuing foreign passports are entering into force

From May 30, the updated rules for drawing up documents certifying citizens outside the Russian Federation will come into force on May 30, the Parliamentary Gazeta reports with reference to the corresponding order of the Ministry of Internal Affairs.

Living in Russia and abroad to receive a passport must personally submit an application to the migration unit in the territory of the Russian Federation or in electronic form through the Unified Portal of State Services or the MFC.

Initially, the publication reported that living abroad would have to go to Russia to receive a passport. The newspaper later clarified that the authority of the authority of Russian citizens outside the country is assigned to diplomatic missions or consular institutions. This is enshrined in the special regulations of the Foreign Ministry, which regulates the design and issuance of passports to Russians abroad.

The order of the Ministry of Internal Affairs, about which the Parliamentary Gazeta writes, regulates the receipt of passports, including for Russians who constantly live abroad, but they turned "in the Russian Federation", writes "Medusa"* . They, as before, receive passports in the units of the Ministry of Internal Affairs in Russia.

“You can also apply for a passport through the public services portal. <...> At the same time, the passport of a Russian citizen necessary for the registration of a foreign certificate will still be required to be submitted to the Ministry of Internal Affairs of the Ministry of Internal Affairs on migration or the MFC personally,” the “parliamentary newspaper” is emphasized.

The official representative of the Ministry of Foreign Affairs of the Russian Federation Maria Zakharova said that the publications that Russians living abroad will have to go to Russia to obtain a passport "do not correspond to reality and are caused by an insufficient study of the new administrative regulations of the Ministry of Internal Affairs of Russia."

"This document allows citizens living abroad and temporarily arrived in the Russian Federation to apply for a replacement of a foreign passport to the unit on migration of the territorial bodies of the Ministry of Internal Affairs of Russia. At the same time, if there is a valid foreign passport, it will not be necessary to preliminary issue an internal passport. This measure is designed to ensure the rights of our citizens living outside the Russian Federation, and give them the opportunity without a delay without a delay. In connection with the amendments to the Tax Code adopted from January 1, 2021, cases have been revised when the state fee should not pay for the issuance of a document to be lost or unusable.
