Residents have repeatedly tried to regulate the tourist flow. They don’t like that in the front -line “they open the windows, climb into the windowsills, drink alcohol, take pictures with professional light and costumes.”
The neighbors held round tables with the participation of guides to develop the rules of visit together. In November 2020, the public calendar of events in the Baku House appeared-guides should have indicated in it the time of excursions, the size of the groups and come to the ceremonial with individual cards. It was assumed that it would be easier for neighbors to control the number of visitors.
The neighbors decided to entrust communication with guides to a single operator - so that he could establish an organized stream of guests, collect funds from them for restoration of the house and payment for the concierge. They agreed to sign a contract with Panoramik Ruf, but this never happened.

Against the backdrop of the conflict, Marina Zhukova, along with other members of the community of the house Galina Sukhareva and Alla Lomp in mid -May, created a new public “ Buck House ”. She wrote that they had parted the paths with Archil.

Marina Zhukova is unhappy that Archil shows artifacts regarding the history of the house. They were found by joint efforts, the head of the council of the house claims, but only Archille brings benefits.
Zhukova also informed Paper that because of the visitors of the apartment of Archil, the stream of people who came to the house of Buck grew up. According to her, Archil suggested asking excursionists to make charity contributions in favor of the house, but Marina believes that their size is not comparable to "inconvenience caused by large streams of guests." In addition, in her opinion, donations can only be voluntary. She says that she suggested Archil to discuss the issue at the meeting of the Council of the house, but her neighbor does not go to meetings.
Archil confirmed the “paper” that at some point he stopped going to meetings. He had complaints about the work of the Council of the House and the legal execution of decisions of the meeting. In his opinion, the current conflict grew out of his past disagreements with Marina.
Before the pandemic, the concierge post worked in Baku’s house and there was a box for collecting voluntary donations. Money was transferred to ANO account. Now the box from the front door has been removed: the Council of the house does not want to encourage the growth of the number of visitors.

On May 25, Marina Zhukova, together with the owners of apartments in other popular historical houses, participated in a round table with officials and representatives of the tourism business. The residents of the house with Rotonda on Gorokhova, Dovlatov’s house on Rubinstein, the house of the Emir of Bukhara and the house of the merchant Eliseev with the front -line “chamomile” came to the meeting. In some of them - for example, in a house with a rotunda and "chamomile" - residents managed to take a tourist stream under control and establish a harvest of donations.
Having brought the Back's house as an example, Marina invited the authorities to take control and develop a “above” decision for popular resident houses. Her idea sounds like this: if the general meeting of owners for a certain period cannot independently approve tariffs, prices and a schedule for visiting the house by tourists, then municipal power or regulatory authority comes to the rescue. In this case, officials organize the concierge, cleaning schedule and means of collecting funds for restoration. Targeters, in turn, work with a single system of payments and accreditation tariffs.

Representatives of the KGIOP and the Legislative Assembly, which were present at the meeting in the house of Bak, reacted to the idea of Marina Zhukova skeptical. Olga Graryumova, the program director of the Open City project, said that each house has in any case “its own individual story”, and the residents will be unhappy if the state institution intervenes in business.
- Of course, you can resolve everything. But I'm not sure that how it can be implemented will make both residents and guides and users of their services. Before inventing some punitive, forced regulatory functions for state bodies, I would like to understand what they are necessary.
- KGIOP cannot regulate excursions on the entrances. If the committee or someone else develops a certain regulation, and people will not want to execute it, it will be violence.
Some residents of the resident houses did not like the idea of regulating tourist tacks either. If the neighbors could not organize themselves, then they do not want to see excursions at all, a resident of Dovlatov’s house noted.
Marina suggested leaving the issue of regulating excursions in monitor houses for the next meeting. So far, they continue to drive excursions according to the old scheme in the Buck house.
