Irkutsk: human rights activists were removed from the "torture" cases of prisoners

In Irkutsk, the FSIN Office removed criminal cases of torture in the colonies and isolators of human rights activists who represent the interests of the injured prisoners. The operatives of the service management of the service presented three lawyers from the Siberia without torture public organization that they were recognized as witnesses - in this status they will not be allowed to protect the victims in court. Allegedly, when they turn to the lawyer for help in a criminal case, he already knows something about this case as a witness. We believe that this is a pressure for human rights activities. And the decision of the Constitutional Court is in our favor. The authorities do not want to ensure that civil society, in our person, had information about the inquisitive Things watched how crookedly the trace of the charge is charged, and how it does not carefully investigate, ”Khrmenkov commented.

Today, three lawyers who defended the convicted Kezhik Ondar, Yevgeny Yurchenko and Tahirzhon Bakiev, were transferred from among the defenders in the case to the status of witnesses, and were also forced to sign a warning about the non -disclosure of the secrets of the preliminary investigation. According to Khromenkov, they intend to challenge this decision.

"Such a step is the appointment of a witness status to lawyers and lawyers - an extreme measure, it is used only if they became direct witnesses of crimes. In this case, all crimes over prisoners were committed behind the closed doors of the colonies and pre -trial detention centers - human rights defenders in principle could not be their witnesses. This is prevented by the entire FSIN system. That is, this is a clearly false reason to deprive the injured free assistance lawyers, ”the lawyer Dmitry Dmitriev is convinced.

The press service of the regional Federal Penitentiary Service to comment on the change in the status of defenders quickly refused, demanding a written request from the editorial office. The answer is not received to the request.

At the end of May, three new criminal cases of violent actions by a group of persons were instituted in the Irkutsk region (Article 132 of Part 2A of the Criminal Code of the Russian Federation) in the Irkutsk SIZO-1 and Angarsk SIZO-6. The torture of the prisoners mentioned above - Kezhik Ondar , Tahirzhon Bakiev and Yevgeny Yurchenko - became known at the end of 2020 - early 2021. Ondar and Bakiev, due to cruel beatings and rape, had to do several complex operations-both remained disabled. Yurchenko talked about how he plunged beatings and watched the torture and tortures of other prisoners when he was released.

• In 2021, a series of incidents in the institutions of the Federal Penitentiary Service of the Irkutsk Region, in which prisoners were injured, were reported. In colony No. 15 of Angarsk, Evgeny Rylsky was beaten by prisoners-developers. The victim was broken by the bones of the pelvis, the doctors removed the spleen. In pre -trial detention center No. 1, Irkutsk was beaten by the prisoner Anton Gryaznov, who was hospitalized with a hand fracture.
• In March 2021, nine criminal cases were instituted in the correctional institutions of the Irkutsk region on the exceeding official powers by the employees of the FSIN, as well as the tortures and violence against convicts. The region of the Moscow head of the FSIN worked in the region. The reason for the audit and the beginning of the investigation against employees of the department was repeated certificates of prisoners about torture and beatings.
• In March, the regional prosecutor’s office confirmed to human rights activists the fact of the conspiracy of local employees of the FSIN with the so -called developers or pressers - prisoners who followed the instructions of employees against other prisoners, achieving the necessary indications from them.
• In April 2020, a rebellion occurred in IK-15 Angarsk. More than 200 prisoners inflicted injuries in protest against torture. In total, about 300 people suffered. The rebellion accompanied the fire, under the rubble found the body of the deceased prisoner. After the rebellion, many prisoners were sent to other colonies and in the SIZO-1. There, according to their statements, confessions were "knocked out" of them to organize a rebellion.
