In November 2019, Kruglov and his associates, Damir Stalin and Natalya Baranova, filed a notice with the mayor's office about holding a rally on Kuibyshev Square on December 1. At the action, they wanted to raise issues related to the work of government agencies.

Three days later, the authorities did not agree on the rally, saying that the site was occupied. Officials offered them an alternative venue - the DOSAAF airfield, which, as the newspaper notes, is located outside the city.

The Communists appealed against the authorities' decision, but the Oktyabrsky District Court and then the Regional Court rejected their appeals.

Then the activists appealed to the Constitutional Court: in June 2020, it declared unconstitutional Article 3.4 of the Law of the Samara Region No. 105-GD “On the Procedure for Submitting a Notification of a Public Event”.

Then the complaint of the organizers of the rally was again considered by the Oktyabrsky Court - in connection with the decision of the Constitutional Court, it recognized the refusal to hold the rally as illegal. After that, the communists demanded compensation for non-pecuniary damage.

“We decided to create such a legal practice. Illegal refusals to hold public events cause moral harm to applicants and citizens. And officials should not go unpunished. We did not have such practice in Samara. And today, for the first time, the judge of the Leninsky District Court, Maria Retina, issued a decision to compensate the organizers of the rally for moral damages. Each of us asked, according to the practice of the European Court of Human Rights, 7,500 euros (or 675 thousand rubles), but the court considered that ten thousand rubles would be enough, ”Kruglov told Idel.Realii.
