This exposes their employees, volunteers and thousands of supporters across Russia to the risk of criminal prosecution for exercising basic human rights guaranteed by the Constitution.

This is not the first time Russian authorities have labeled groups of people as “extremist” in order to “stigmatize their supporters and justify abuses against them,” the State Department recalls. In 2017, Jehovah's Witnesses were recognized as an “extremist” organization, which effectively criminalized their “peaceful religious practices.” The American department called on the Russian authorities to stop abusing the term “extremism”, stop repression and comply with their international obligations to ensure human rights.

The recognition of FBK and Navalny's headquarters as extremist was also condemned by British Foreign Secretary Dominic Raab. “This is an attack on those who fight against corruption and for an open society, and a deliberate attempt to outlaw the real political opposition in Russia,” he wrote on his Twitter page.

The Moscow City Court the day before recognized FBK and Navalny’s headquarters as extremist organizations. Now they cannot disseminate any information, make financial transactions, participate in elections or organize protests, and their participants face up to six years in prison.
