Then hell began for me. I was interrogated, as in court, our doctors and the factory. It is terrible to remember how I had to explain, to make excuses that I did not do anything forbidden. This is me to the fact that the staff rarely can do. And if it disobesience, it will do it in its own way, then they will simply be fired. Well, if not with shame. Due to the benefits of harmfulness, new personnel will always select in psychiatry.

For 10 years of work, I earned a retirement at the age of 50 and immediately left psychiatry. I tried to forget this horror for a long time. Now it stirred in the soul.

Of course, in your, so to speak, professional activity has to be faced with lying patients, etc., but this does not compare with what is described in your article. Probably, I will not describe a personal story, but after your article it became ashamed and difficult in my soul. Sometimes I want to forget, but this, of course, is unacceptable. I really want to believe that such spotlights will be able to break through the gap in the wall of the rejection of the problems that our people faces.

The psychoneurological boarding schools in Russia now contain 155,878 people. In orphanages, boarding houses-21 thousand children doomed after 18 years to end up in PNI. Every 826th Russian will live his life, and will finish it-there.

I was a lot in children's and adult boarding schools - the degree of violence, lawlessness is very impressive. And the complete meaninglessness of everything that is happening. Who wants everything to be like that? Nobody, everyone in his place would like another - from orderlies to ministers. But the system has not changed in essence for decades. Progressive ministers are trying to change the form: make a beautiful repair in the boarding school, for example. Or change the name: "We are no longer a boarding school, but a center for promoting family education." But the essence does not change in any way - the lawlessness, violence and meaninglessness of everything that is happening does not go anywhere.

Boarding schools are large institutions where hundreds of people with disabilities live in one place according to the rules of the institution, without employment, without personal things - this is dirt. Whatever repairs there, no matter how the institution is called, the essence does not change. In Russia, in principle, it is necessary to close large institutions for the living of disabled people and make an accompanied accommodation instead - social (nannies, assistants) support of a person at his house or in social housing (when several disabled people live together).

Children's hospice “House with a lighthouse” has been working with boarding schools for a year and a half. This week we gathered and discussed that it is absolutely pointless: trying to improve people's lives in boarding schools. It is pointless, because it cannot be in a person in a person normal life in principle. What can be done: create services that will help people not get into a boarding school and help you get out of the boarding school to ordinary life.

Do not get into a boarding school - we are doing this, giving great support to families with palliative children and young adults at home. Display from the boarding school: over the year we managed to pick up 10 people from the system. This is actually a lot. If you go to many NPOs and state projects at such a pace, so many can be taken from boarding schools.

This report is very difficult to read. But, oddly enough, this is now the field of hope. Because the system is changing, and we can change it. When the “big change” began to work with young (and not so) people from PNI 18 years ago, they constantly tried not to let us go to us. Harshly answered the cleaner? Sit locked up, lessons ... What lessons to you, fools? .. Now in the Moscow PNI, employees themselves send guys to us and ask for help in working with those who cannot go out.

Of course, a long way is ahead. С этой болью, ужасом и страхом за своего старшего сына, я каждый день ложусь и встаю, отвожу его в школу, забираю с тренировки по брейкдансу…

Одна мысль, что если меня не станет, он может оказаться в тюрьме под названием ПНИ (психоневрологические интернаты), лишь за то что он родился другим… меня убивает каждый раз.

Еще больше меня повергают в ужас люди, а точнее, чиновники, которые утверждают, что это правильный путь и по-другому нельзя, это в то время, когда общественниками уже созданы квартиры и дома сопровождаемого проживания инвалидов и мастерские дневной занятости для них, созданные в обычной городской среде, показавшие социальную и финансовую эффективность.

Когда решение вопроса зависит просто от принятия волевого решения….

Но впадаешь в ступор, понимая, что порою жизнь твоего ребенка зависит от решения человека, который лично никак не зависит от того, как живут люди с ментальными нарушениями, который до занятия определенного поста в социальной сфере был, к примеру, всю жизнь военным или строителем, или милиционером, или еще кем-нибудь, кто максимально далек от данного вопроса… И его решения не влияют на его жизнь или его близких, но определяют другую, жизнь тех, кто сам не может себя защитить и сказать за себя, жизнь тех, к чьим мнениям и желаниям не любят прислушиваться…

И нет права нам, родителям, отступить, ведь каждый раз, поворачиваясь назад, ты видишь глаза своих беззащитных детей, которые верят в тебя и надеются на тебя…

Наверное, не только у ВДВ девиз «Никто, кроме нас», а еще у родителей детей и взрослых с инвалидностью, ведь действительно — больше некому…

«Надеюсь, я туда не попаду?» — обеспокоенно спрашивает моя дочь Вера, услышав, как мы с женой обсуждаем статью Елены Костюченко «ИНТЕРНАТ» в «Новой газете». У Веры синдром Дауна. Поэтому ИНТЕРНАТ появился в ее жизни сразу после рождения…

«Для вашей дочери и для вас будет лучше, если вы согласитесь поместить ее в специализированный дом ребенка» — в этом меня и мою жену пытались убедить в роддоме. И объясняли необходимость такого трудного шага: «Все равно ей придется жить в интернате — вы же не вечны, и ваши силы не бесконечны…. Ее будущее— все равно в ИНТЕРНАТЕ… Государство специально организовало интернаты, чтобы помогать таким людям, как ваша дочь. А если вы оставите ее дома на свой страх и риск, то, кроме пенсии по ее инвалидности, практически никакой помощи получать не будете».

Сейчас Вере чуть за тридцать. И ПОКА она живет дома с нами — ее родителями. Вера по-своему самостоятельная и самодостаточная девушка. Увлеченно занимается живописью и керамикой. У нее даже прошла персональная выставка в мастерской художника Евгения Линдина. Работы Веры участвовали в выставке сувениров в Пушкинском музее.

Но очертания ИНТЕРНАТА, которые, казалось бы, почти исчезли на десятилетия из жизни Веры, с каждым годом проступают все отчетливее, по мере того, как мы с женой стали приближаться к 70 годам.

Ведь если с нами что-нибудь случится, наша Вера не сможет жить одна!

Минтруд запланировал с 2019 по 2024 год строительство 65 зданий интернатов на 9387 «койко-мест». Для того чтобы для Веры и для других детей-инвалидов ТОЧНО нашлось место в ИНТЕРНАТЕ, когда их родители по старости или болезни больше не смогут о них заботиться.

Строительство этих интернатов может стоить от 40 до почти 47 млрд рублей!

Например, в Госпрограмме на стр. 87 говорится о только что построенном новом корпусе Арбузовского психоневрологического интерната на 100 «койко-мест» во Владимирской области (тем самым относительно небольшой интернат был укрупнен в два раза.)

Стоило это 553 млн руб., т.е. более 5,5 млн за одно «койко-место»!

Еще дороже будет стоить «койко-место» в новом корпусе Кировского ПНИ на Сахалине — более 5 млн 770 тыс. рублей. Начатое в 2021 г. строительство этого интерната на 225 мест обойдется в 1,3 млрд руб.

Если допустить, что в среднем одно «койко-место» может стоить порядка 5 млн руб., то строительство зданий на 9387 «койко-мест» может стоить 46 млрд 935 млн руб.

Почему же Минтруд направляет огромные бюджетные средства на строительство интернатов, когда создание мест в квартирах сопровождаемого проживания при размещении в комнатах по одному человеку (!!!) в несколько раз дешевле — от 1 до 2 млн руб. на одно место?

Самый короткий ответ: потому что законодательство об интернатах есть, а о сопровождаемом проживании нет!

Why not? Ведь президент поручил создать такое законодательство еще в августе 2017 года.

Накануне пандемии более ста родительских и волонтерских НКО из 41 региона обратились к президенту с просьбой дать повторное поручение о принятии законодательства о сопровождаемом проживании ментальных инвалидов и прекратить их изоляцию от общества в интернатах. Обращение было официально подано в конце января 2020 года.

А в феврале 2020-го вице-премьер Татьяна Голикова наконец-то признала, что такое законодательство необходимо «для организации сопровождаемого проживания в масштабах страны…».

Однако прошел год, законодательство о сопровождаемом проживании инвалидов все еще не разрабатывается, а вместо создания квартир сопровождаемого проживания идет масштабное строительство интернатов.

Поэтому общественность готовит новое обращение к президенту с просьбой принять законы, необходимые для сопровождаемого проживания, к десятилетнему юбилею ратификации Конвенции о правах инвалидов, которое будет отмечаться в следующем году.

По Конвенции моя дочь и другие люди с инвалидностью имеют право жить в обычных местах проживания, а не в интернатах-местах круглосуточного, фактически принудительного и пожизненного пребывания ментальных инвалидов, т.е., по сути, в резервациях. Государства, решившие ратифицировать Конвенцию, обязались принять законы, по которым людям с инвалидностью будет предоставлена помощь для реализации этого их права!

«Надеюсь я не попаду в ИНТЕРНАТ?» — настаивает на моем ответе Вера. В ее голосе — слезы, в глазах — беспокойство и надежда.

Я не хочу ей лгать в главном для нее вопросе… И какую правду я не могу сказать…

Бросьте все и читайте этот материал! Он — о России, хотя он всего лишь (всего лишь?) об одном ПНИ. Как пишет автор Лена Костюченко «граница между волей и интернатом тонка до невозможности». Это о человеческом несчастье, о бесправности, о покинутости. Там есть просто совершенные притчи, невыдуманные. То есть, конечно, выдуманные людьми, которые не забыли, что они люди. Есть, например, совершенно невероятная— про любовь! Но надо читать всё. Это тяжело и вместе с тем: про человеческий дух, про силу и беспомощность перед лицом безликой и безразличной государственной машины.

Мне очень хочется, чтобы каждый, буквально каждый житель нашей страны прочитал этот текст.

Потому что, конечно же, ни один человек не заслуживает такой жизни.

Какой бы он ни был сложный, из-за диагноза, особенностей личности и развития. Но ни один человек этого не заслуживает.

Я вообще не уверена, что в современном мире должно оставаться такое явление, как полное лишение дееспособности. Ну разве что какие-то отдельные запреты: брать кредиты, продавать недвижимость и т.п.

Потому что ни один человек не может настолько лишаться любых человеческих прав, лишаться достоинства и не принадлежать самому себе.

Сама идея такого владения людьми — это современное рабство. И никакие их диагнозы или совершенные «на воле» поступки, такого рабства не оправдывают.

И уж тем более за госсчет.

Тем более в виде помощи людям.

Что должно быть вместо того, о чем вы сейчас прочитаете по ссылке?

Четыре шага от Нюты Федермессер

1. Открыть двери интернатов.

Туда должны зайти НКО — независимые некоммерческие организации, работающие с людьми с ментальными особенностями. Интернаты должны стать открытыми и прозрачными для внешнего мира.

Необходимо создать службу защиты прав людей с ментальными особенностями. Такая служба должна быть учреждена в каждом регионе. Она должна работать совместно с уполномоченными по правам детей и взрослых, с ОНК, но при этом должна быть независимой от региональных управлений соцзащиты. То есть она должна быть уровнем выше, при правительстве региона.

2. Изменить законы.

Принять закон о распределенной опеке, который лежит в Госдуме уже шесть лет. Закон позволит становиться соопекунами людей из интерната людям во внешнем мире. Сейчас родственники людей, помещенных в интернат, теряют статус опекуна — новый закон позволит им продолжать влиять на судьбу близкого. Этот же закон позволит НКО брать на себя опеку над одинокими людьми. Закон поможет уйти от конфликта интересов, когда директор ПНИ является и поставщиком услуги, и заказчиком, и человеком, которому сам же проживающий должен жаловаться на некачественную услугу.

Изменить закон о психиатрии. Принципы карательной психиатрии сейчас живы: это физическая и химическая фиксация, когда препаратами или физическим стеснением людей обездвиживают, чтобы с ними было проще справиться. Нынешний закон это позволяет, поэтому — и не только поэтому — закон должен быть изменен.

3. Развить сопровождаемое проживание.

Сегодня у нас нет ничего, кроме ПНИ. Сопровождаемое проживание — это проживание в обычном мире, но с профессиональными тьюторами и сопровождающими, которые помогают преодолевать сложности каждодневной жизни и взаимодействия с нашим нормотипичным миром. Нужно подготовить персонал, обучить тьюторов, координаторов, социальных работников. Если мы не обучим сопровождающих, то сопровождающее проживание превратится в фейк.

4. Общество должно захотеть изменений.

Мы проводили глубокое исследование в Понетаевском интернате в Нижегородской области. 26 специалистов — психиатры, психологи, соцработники, социологи и врачи общей практики — обследовали проживающих. Результаты нас шокировали. Выяснилось, что 56% проживающих в интернате не нуждаются в круглосуточном пребывании в спецучреждении. 29% — хотят работать, 19% — учиться. И мы можем дать им работу и образование.

Для этого не надо менять законы. But

этот шаг займет больше всего времени. Нам нужно осознать, что люди из ПНИ могут работать, они могут платить налоги, могут рожать здоровых детей.

В интернатах живут люди с очень разными историями. Там много сирот, много инвалидов-колясочников. Многие люди находятся в интернате просто из-за трудной жизненной ситуации и жестокости нашего внешнего мира по отношению к иным и инаковости.

Кто уже готов к изменениям? Готовы общественники. Готовы, как ни странно, чиновники. Готовы жители интернатов. Не готовы две самые сложные категории: это сотрудники интернатов и общество — внешний мир. Нам нужно сделать так, чтоб сотрудники были наши с головы до ног. Чтобы сотрудники понимали, что они хотят работать с категорией людей, которых уважают, потому что они сами хотят быть уважаемыми.

Я должна сказать вам главное. Нет никаких опасных психов в ПНИ.

Все социально-опасные находятся в психиатрических клиниках, а не в интернатах. А в интернатах проживают лишь 15% тех, кто нуждается в сопровождении. Остальные 85% живут в домах и в квартирах. Среди нас с вами. И это мы для них опасны, а не они для нас. И мы не можем так себя вести с наивными, невинными, инвалидизированными. Это все равно что лежачих бить и щенков топить. Человек должен относиться к человеку по-человечески.
