In Moscow, a Congress of United Russia (EP) was held, on which the list of candidates from the party in the elections to the State Duma in September 2021 was officially approved. The first five was presented by President Vladimir Putin - and it was not the chairman of the party Dmitry Medvedev. When was the first five list formed?

The main surprise of the Congress of United Russia was the non -power of the party chairman Dmitry Medvedev to the federal list. The interlocutor of Medusa, close to the leadership of the United Russia, said that the party elite only yesterday found out that the party chairman would not lead him. And Medvedev himself-two or three days before the congress.

Earlier, Medusa wrote that the script with the chairman of the party at the head of the list was for the United Russia “basic” and “key”. “Kommersant”, referring to the interlocutors in the presidential administration and EP, also explained that Medvedev as the party leader “could not help but get into the list”. At the same time, sources of RBC indicated that in EP they considered the options for the election list without Medvedev.

According to people close to Medvedev, at the beginning of the week the head of the EP believed that he would be the first number of the list, and after the election would become the speaker of the State Duma. Close to the leadership of EP, the source of Medusa, says that Dmitry Medvedev “put before the fact” Vladimir Putin. The interlocutor draws attention to the fact that the president himself voiced the first five list, not trusting the party chairman at least formally fulfill this ritual (Putin specified that he made the decision on the first five together with Medvedev). One of the interlocutors called Medvedev’s removal from leadership in the list of “humiliation”.

As a result, Minister of Defense Sergey Shoigu was the first number in the federal five. Following him is the Minister of Foreign Affairs Sergey Lavrov, then the head physician of the hospital in Kommunark Denis Protsenko, the head of the Sirius Educational Center Elena Shmeleva and the children's ombudsman Anna Kuznetsova.

Of all five, only Shoigu is a member of United Russia, the rest in the party does not consist. Protsenko has repeatedly denied that he was offered to advance to the State Duma and rejected the assumptions that he would run. The interlocutor in EP told Medusa that with a high degree of probability, no one from the first five will work in the State Duma: “Everyone has their own business that he is professionally engaged in, which he likes.”

What other famous people will go to the Duma from United Russia?

From “United Russia”, the employee of the Russian Today TV channel Maria Butina, a political scientist and a participant in political talk shows at the State Goskanals Oleg Matveychev, known for the proposals “to wind up the caterpillars of tanks” and “destroy the liberal bastard surgically” . The host of the 60 minutes program Evgeny Popov will go to the elections in a single -mandate district in Moscow. Alexander Borodai (political strategist, ally of the former first deputy head of the presidential administration Vladislav Surkov, ex-Prime Minister of the DPR) is running for the Rostov region.

The State Duma speaker Vyacheslav Volodin heads the Saratov group, his deputy, former Deputy Prime Minister Alexei Gordeev-Voronezh. Both are called possible speakers of the next convocation of the State Duma. “So far, the greatest probability that Volodin will remain, but his head of the apparatus, his head of the faction, will no longer have his previous force. He will be the first among equals, a person in a status position, as was the case with [ex-spikers Sergey] Naryshkin and [Boris] Gryzlov, ”says the interlocutor of Medusa, close to the leadership of the EP.

Most regional groups (49 out of 57) are headed by regional governors. At the head of the EP lists, the chapters, which during their governor's election campaigns emphasized their non -partisanship and ran for self -nominates, for example, Vladimir Uyba (Komi) and Igor Kobzev (Irkutsk), stood at the head of their governor. Perm Governor Dmitry Makhonin even in 2016 (before the appointment of the head of the region), he kept a list of Yabloko in the election to the Legislative Assembly of his region.

At the same time, there were not several status chapters in the lists of the EP - the St. Petersburg governor Alexander Beglov, the Krasnodar governor Veniamin Kondratyev, the Tula and Yaroslavl governors Alexei Dyumin and Dmitry Mironov (both former guards of Vladimir Putin).

There are two envoy in the EP lists. The head of the penetration in the Far Eastern Federal District, Yuri Trutnev, heads the lists of the regional group, which includes most of the subordinate regions. The plenipotentiary in the Uralsky District, the former Minister of Construction and ex-governor of the Tyumen region, Vladimir Yakushev, leads United Russia in the Tyumen and Kurgan regions, Khanty-Mansky and Yamal-Nenets districts.

The former Minister of Labor Maxim Topilin was discovered in the Tatarstan list, he has nothing to do with the region. In other regional lists there are also “Varangians” candidates: for example, the head of the “Digital Valley of Sochi” Anton Nemkin is running from the Perm Territory, from the Kursk region - the director of the Moscow Project Institute of the GAU Mosilniya Project, Ivan Solodovnikov.

What are the goals facing the party in the elections?

Vladimir Putin in his speech said that United Russia should “confirm leadership”. The interlocutor close to the presidential administration in a conversation with the Medusa correspondent said that now the party in power cannot "gain less than half of the votes."

In the fall, Medusa found out that the leadership of the presidential administration at a meeting with United Russia spoke of the president’s wish to preserve the constitutional majority. Later, the media wrote that the head of the domestic political unit of the presidential administration, Sergei Kiriyenko, called the optimal result of 45% with 45% of the turnout.
