Moscow restaurateurs-about new restrictions due to Covid-19

On June 22, the Moscow City Hall announced that on the next Monday, only visitors who “have protection against the disease” will be able to get to the capital's catering establishments: those who have vaccinated recently ill or made the PCR test over the past three days. It will be possible to get into a bar, cafe or restaurant only on a special QR code. Today, similar restrictions have announced in the suburbs. "New" asked the restaurateurs about how new restrictions would affect the work of catering.

- In fact, this is Lokdown. Checking QR codes is not a problem at all. This does not need additional equipment, nothing at all. Just a passport is checked, the question: will a person come with a passport? We thought, maybe there is something else, roughly speaking, rights and a foreign passport, for example, but no, because you need to compare the numbers with the passport that are in the QR code.

We are now considering the question that a person after the first vaccination can receive a QR code that will operate for two weeks. After two weeks, he will cease to act if you do not make a second dose. The second question, what we talked about: there are a large number of emirable people with antibodies-can they get a QR code? Even if they were simply ill, they came to the doctor, and he says: “You have such an amount of antibodies, the next froze-in a month, you have a QR code for a month.” Or he can say: “No, you already have everything, you must do vaccination, you have a small antibodies, you must get used to it to go to a restaurant.”

Further - the question of the PCR. Tests are expensive. For example, two parents came to a restaurant with two children or one parent with two children.

To make children PCR is expensive: in order to go to a restaurant, you need to pay 2400 rubles per person. If this is a parent with a child, you need to pay 4800, almost 5 thousand.

We also discussed the opportunity for some time to work on summer venues, and not inside restaurants according to the old scheme.

No one knows how much it will last. We are talking about help. The city answers quite constructively: "Give your proposals." They will be as follows: at least resolve the issue with landlords. It is clear that they cannot be made, but at least some understanding is needed. Further - to solve the issue with taxes, because now it will be necessary to pay them, but there are no working capital. If 100 people went to the cafe, and now there will be ten, what to do in this case?

We will have regular meetings with the city authorities in order to understand the rules, how to further develop, so that the rules are understandable for everyone: both for the inspectors and for the audited.

-I believe that, firstly, this will not give any result, since restaurants will not be able to fulfill what is written in the decree.

In terms of the experiment, one could try, in a calm mode, without sanctions, to implement, for example, in nightclubs and bars, because in general their infrastructure allows you to do this. There is a guard at the entrance. They were ready to do this, and we agreed at a meeting with the authorities that it would be within the framework of the experiment.

Now we have found that all these agreements went to dust, because, it turns out, this should be organized by everyone, and also make the children who come to them, to make PCR tests. I don’t even know how to comment, because it is impossible to do.

Moreover, I believe that this decree only aggravated the situation in terms of irritation of a business, which is already quite not easy.

What we have in the dry residue: the country could not cope with vaccination - less than 20% of the vaccinated, people could neither convey nor explain, despite the fact that we had the vaccine before everyone else.

We even did not cope in the world to ensure that the PCR is checking at the entrance. A huge number of some anti-traction forums, movements, public statements ... Instead of engaging in informing, training, working with doctors-because there are many cases when people come to the doctors, and the doctor says that in no case should you be vaccinated ... We just do not carefully do this. Now we are reaping the consequences. When something happens, we take some kind of cow that can be slaughtered: restaurants, food courts, children's institutions. It just looks strange. Now restaurants are closed because people will not be able to fulfill such requirements.

The position of the city is very convenient: we gave you the opportunity to work - work. And in such conditions no one can work.

Vacation - less than 20%, of which how many will go to a restaurant? For whom to work?

In the same decree, the next line is that you can hold a concert for 499 people, a mass event, without restrictions. In restaurants, there are no landings of 500 people close. However, the coffee shop, which has ten tables, now needs to close, because it is necessary to ask a passport and PCR test at the entrance of a person. Having talked [with the authorities] last Thursday, we expressed our proposals, spent a lot of time, a fairly large plan was proposed. Instead of some normal dialogue, we still get what was voiced.

I don't know what to be with it. All the time I hope that at some point there should be some kind of enlightenment when officials will understand that through the knee to talk with the business all the time, especially with small and medium, it is impossible. This is a huge number of people. Moreover, here are entrepreneurs, who are now not only to force their employees to somehow vaccinate and carry out all this work, but also the guests are now not to let them go to themselves.

It is precisely easier and more correct to close. In general, alas, this is the next sad negative history of the interaction of power and business.

- It will affect work unpredictably. Of course, it will be worse than now, from a financial point of view. On the other hand, we understand that now the situation in the city is so difficult with incidence that either Lockdown or such a format, and we hope that the latter will somehow work. Lokdown can hardly be experienced again.

It is not difficult to organize an audit, but the main thing is few people who will walk. Revenue will fall. However, again - Moscow has not the first experience. There is a similar experience of Israel, Hungary, and in many other countries they work like this. They seemed to recover quickly.

This is a temporary measure in order for, as I understand it, due to the fact that some percentage of the population is vaccinated or illuminated, a barrier will be created. I hope that this will end quickly. As for losses, I don’t understand yet. It will be clear next week.
