The Russian program to support electric vehicles has doubled in price

The budget for the program for the development of electric transport in Russia until 2030 has doubled in price. about this with reference to the latest version of the concept. writes Kommersant

According to the latest data, the project budget is 803.7 billion rubles. Initially, they were going to spend 418 billion rubles on it. It is planned to allocate 181.6 billion rubles from the state budget. At the same time, Kommersant notes that funding has not yet been agreed.

“For the development of the market, the formation of tariff protection in the form of salvage and import duties is directly laid down, due to which the program budget will be replenished by 72.4 billion rubles by 2030,” the newspaper writes.

The scrappage fee for electric vehicles is expected to rise sharply next year and then start to increase gradually. In 2022-2025, it is expected to be 360 ​​thousand instead of the current 32 thousand rubles, in 2026-2027 - 400 thousand rubles, in 2028-2030 - 600 thousand rubles. The duty will increase from zero to 15% in 2025-2030.

In 2022, 3,000 Russian electric vehicles from Motorinvest should be launched on the Russian market, and a year later the plant will double production. By 2030, the total production according to the plan will reach 217,000 electric vehicles.

According to the plan, it is planned to subsidize every domestic electric car sold until about 2023, and then the share of sales of this type of transport will gradually decrease, reaching 10% in 2030.

The concept notes that until 2023, vehicles for which assembly has been completed in the country will be considered a Russian electric car, in 2024 - welding and painting, from 2025, in particular, battery production and engine assembly should be localized in Russia.

In May, Kommersant wrote that sales of electric vehicles in Russia amounted to 0.1% of the total in 2020. At the same time, officials plan that in 2022 the share of electric vehicles purchased in the country will be 1.7% of the market of 1.8 million cars, by 2030 - 15% with a market of 2.5 million units, and the total fleet of electric vehicles will reach 1. 5 million pieces.

The pilot cities for the implementation of the program will be Moscow, St. Petersburg, Sochi, Sevastopol, Kaliningrad and Kazan. They will create an infrastructure development plan and introduce "zero transport tax and free parking."
