The person involved in the “palace case” in the colony achieved satisfaction of his demands as a result of a hunger strike

The defendant in the “palace case,” Evgeny Tugankov, who is serving his sentence in a penal colony in St. Petersburg, went on a hunger strike. Due to the worsening epidemiological situation, the convict demands that prisoners be allowed to use the washbasin in the dining room and that the colony be provided with sanitizers. Volunteer of the Arrested 212 support group Natalia Gorbunova reported this to OVD-Info.

“In the public canteen there is no opportunity to wash your hands before eating, not to mention treating your hands with antiseptics,” Tugankov writes in a letter to the head of the colony (available to OVD-Info). “On the route from your place of residence to your place of eating, you have to come into contact with common areas, such as stair railings and door handles, which carries an increased risk of viral and infectious diseases.”

Evgeniy Tugankov is serving his sentence in PKU KP-8 of the Federal Penitentiary Service for St. Petersburg and the Leningrad Region. According to Gorbunova, the convict demands compliance with anti-epidemiological requirements in the colony and timely provision of medical care.

“Two days ago, at their inspection, the convict lost consciousness after a three-day fever. He was taken to the hospital with suspected Covid. There are no sanitizers in the colony, but there is a washbasin in the dining room, but they are not allowed to use it - the handwashing area is locked,” Gorbunova said.

According to the volunteer, Tugankov also complains about other conditions of detention: including the lack of medicine, the ban on wearing open clothes in the heat, the lack of hot water, the inability to leave the colony-settlement even during emergency situations (funerals, receiving medical care), the confiscation of officially approved newspapers from gears and more.

17:30 The administration of the colony-settlement where Tugankov is being held promised to install a washbasin in the dining room within two days, as well as provide the prisoners with disinfectant. In addition, Tugankov was given all the letters and newspapers that had been withheld earlier. In this regard, the prisoner stopped his hunger strike.

Title changed due to new information

• Evgeniy Tugankov was sentenced to a year of imprisonment in a colony settlement on March 31. He was found guilty of violence against a government official (Part 1 of Article 318 of the Criminal Code) due to a rally in support of Alexei Navalny on January 31. According to investigators, Tugankov punched the National Guard member twice in the head. Tugankov admitted his guilt, and the case was examined in a special manner.
