On June 18, Moscow detained the municipal deputy of the Tver district of Ketevan Khraidze who announced the nomination to the State Duma. Only to achieve the consideration of an arrest appeal, her defense spent several weeks. During this time, Haraidze managed to start and stop the hunger strike in jail, and the details of her criminal case remain unknown - the lawyer gave a non -disclosure subscription. Mediazona found out how the search was at the Mundee, what she was accused of and how the conflict developed with the developer who wrote an application for Kharaidze as a result.

Search and arrest

On June 17, at 17:30, Kheraidze came to the municipal deputy of the Tver district with a search. She seized equipment and two five thousandth bills from a coat pocket. The search lasted several hours, after which Kharaidze for some reason was allowed to go to her neighbor-the chief editor of the book publishing house of Corpus, Varvara Gornostaeva. “This, of course, is the main mystery. I suspect, this is because they did not initially have a search for a search. Keti immediately told me that they did not show her any papers, ”recalls Gornostaeva. Haraidze called her apartment at 22:30, she was “absolutely white” and said that they want to be taken for interrogation, and she was scared to go alone. As the deputy herself later explained to Gornostaeva, the men who called the door did not introduce themselves to the employees of the UK, and she opened only because she took them for the foremen: the house is overhaul, Haraidze the older house and should control the work.

Gornostaeva, in her own words, asked the investigator where the decision was for a search; He assured that there is a document, but he can show it only to participants in investigative actions - that is, those who were present during the search. Then Kharaidze said that she also did not see the decision, and the investigator began to explain to Gornostaeva that “there are no complaints” to the mundee, she is only a witness of violations during construction-“there is some kind of complaint, it seems like a bribe appears.” When asked why the security forces are searched by a witness, and even in, the investigator, continues Gornostaev, replied: “I'm not going to polemicize with you here.” Returning from Gornostaeva to the Haraidze apartment, the neighbors began the search for a lawyer. “I began to talk loudly on the phone about the illegal search, the lack of a decree. About forty minutes later, she says, the investigators, apparently, waited for a drawing up a search and began to actively call Haraidze's door. “My children just went out for a walk with the dog and saw how this minivan drove up, in which Keti was then taken away, a man came out of there, handed over a folder with documents to our investigator. Immediately after that they rang the doorbell, ”says Gornostaeva. He and Haraidze did not open for a long time - so the lawyers advised on the phone.

Gornostaeva remembered that this continued until “some familiar Keti on the municipality arrived-not a lawyer, a lawyer for municipal rights or something like that. Investigators sunk to him that they just had to get a signature. ”

Commercial ally Haraidze Ekaterina Uspenskaya clarifies that we are talking about Sergey Bocharov - the lawyer of the municipality of Khamovniki. “Ekaterina Uspenskaya told me about the search and asked to drive up to the place, as the lawyer could not find, and I am a lawyer and live in the neighboring area, that is, relatively close,” Bocharov explained to Mediazone. According to him, the head of the investigation group said that he simply wanted to hand Haraidze a summons, so that the next day she herself came for interrogation. Bocharov began to persuade the deputy to take the agenda - she agreed, but as soon as the door was opened, the security forces detained Haraidze. “As I realized what was happening, I tried to push her back and close the door, but where there are four of them, and I am alone. Then she was fired to the same minivan, ”says Gornostaeva.

On the night of June 18 to June 19, the detainee was taken for an interrogation to the Investigative Department of the IC on the CAO on Lev Tolstoy Street. Evgeny Grigoryeva lawyer was in place almost simultaneously with Haraidze, but she was not allowed to be allowed to 7:30 in the morning. Varvara Gornostaeva recalls: her friends and colleagues of her neighbor, having learned what she was accused of, tried to find her a defender specializing in economic affairs. On June 19, the Khamovnican District Court sent Haraidze to a pre -trial detention center, at the exit from the court she announced a hunger strike “until the day of elections”.

Hunger strike and solidarity

Lawyers and associates convinced Haraidze to stop the hunger strike. On June 23, in a pre -trial detention center, the prisoner was visited by members of the Moscow PMC Eva Merkachev and Alexei Melnikov.

Now the residents of the district, sympathetic to the deputy, coordinate their actions in the neighboring group on Facebook, transfer money to the personal account of the prisoner in the pre -trial detention center and write letters to her. The neighbors and friends of Haraidze launched an online pattern against her persecution; At the time of publication of this text, more than 12 thousand people signed the appeal. In support of the prisoner , the Yabloko party and the Arkhnadzor public city protection movement were performed, municipal deputies of the Tver district, colleagues of Kharaidze, issued their statement . At the same time, authors of complaints about “offensive” posts in support of Haraidze were activated into the Facebook group of the Tver district. People calling themselves security forces write that “Keti needs to be closed to the fullest,” and her supporters will “laugh into a pre -trial detention center”. Accusation and construction

According to investigators, said Ekaterina Uspenskaya, Haraidze "prevented the commissioning of an elite residential complex in the Tver district of the capital, which means that it cannot be settled due to its fault."

We are talking about the Cameo Moscow Villas complex - the same, opposite which MP Yandiev distributed water. These are 17 Townhauses in Pykhov-church passage, which the Stone Hedge -developer company calls villas. Each Villa is a three -story section worth from 200 to 500 million rubles.

Kharaidze appeared on the side of the residents of the neighboring house 6 on Fadeeva Street, dissatisfied with the plans of the developer to cut into the old drain pipes and the communication sewer of the new house. When implementing such a project, local residents believe, a worn network will not withstand the load; The mundop claimed that this had already happened in the Tver district. A year ago, Kharaidze found out : formally, the developer is not building residential buildings here - what was called “elite LCD” in the advertising avenues is under the documents as “temporary housing”, apartments.

Stone Hedge took a conflict position, barely appearing in Pykhov-church passage-three years ago, Assembly Kharaidze on the municipality, Artem Bozhenov, assures. They rented a site for the future park only for the duration of construction for storage of building materials, ”explains Bozhenov. According to him, negotiations with the builders quickly came to a standstill: “The representative of the developer came, fingers by fan, shows with all the appearance - guys, you are nobody here.”

Locals could only complain about regulatory authorities. “And it was easy to write complaints about them, which Keti was successfully and was engaged in - violations lay on the surface. It was possible to write to any inspection, ”says Bozhenov. According to him, the Stone Hedge part of the permits was expired, and some were simply absent. “Keti’s all work was in a public plane - she turned to the Moscowvodokanal, then in, then in. All these bodies agreed with Keti's arguments and limited Stone Hedge , ”says the deputy.

When the company decided to connect a new building to the communications of the house on Fadeev, it turned out that the land plot under the house was privatized, because it is impossible to do this without the permission of the owners of apartments. A week before the detention, June 10, Haraidzeannounced the “victory”: the residents allowed Stone Hedge to connect to their communications, but in return the company promised to put these communications in order - “modernize”; The obligation was recorded in a guarantee letter. “I don’t remember the second such case when someone in Moscow forced the developer for two months to stop the work, then start the robot to examine the communications of the neighboring house,” she wrote proudly.

Two weeks after the arrest of Kharaidze, residents of the Tver district found out that the developer nevertheless cut the sewer of 17 Townhauses into the old pipes of the house on Fadeev, without promised repair work and modernization.

The question of claims to Haraidze and Grigoryan, the developer ignored.

Money and accomplice

Haraidze became a municipal deputy in 2017 - nominated from the Yabloko party, which received ten mandates out of 12 in the Tver district. In 2019, she tried to participate in the elections to the Moscow City Duma, but the election commander refused to register. These two five thousandth bills are all the money that they found in the apartment, ”says Gornostaeva. According to Catherine Uspenskaya, Haraidze lives retirement and deputy quarterly prize .

There is very little known about the details of the criminal case: Evgeny Grigoryev’s lawyer under the subscription for non -disclosure. From the head of the Tver municipal district of Yakov Yakubovich, it is known that in the case there is a second accused - Gum Grigoryan, a businessman and a tenant of a house on Fadeev, he pleaded guilty and testified to Haraidze. The anonymous propaganda telegram channel "Kremlin laundress", the authors of which often publish materials from the investigation, claimed that Ketevan Haraidze "extorted 15 million rubles from the builders. The mediazone source claims that the same amount is mentioned in the testimony of Grigoryan. They say that the developer had to pay the money in parts - three tranches of 5 million; The first of them, Grigoryan allegedly had already received and handed over Haraidze.

Some of the inhabitants of the Tver district took up arms against a businessman for cooperation with the investigation, others believe that he himself is a victim of circumstances.

“Guram is the person who initiated our resistance to the developer, and those on whom the whole severity of this problem lay. The bulk of the neighbors was inert, ”writes Lidia Shcheglova in the district Facebook group of Grigoryan.

Она содержится в СИЗО-6 — единственном женском следственном изоляторе в Москве. Навещать арестантку некому, близких родственников у нее нет. «В СИЗО условия в данное время приемлемые. Апелляция и опечатки

Ждем звонка из суда о дате и времени рассмотрения», — говорил «Медизоне» адвокат Михаил Бирюков 20 июня, на следующий день после ареста своей доверительницы. Тогда же защитник обратил внимание, что в постановлении суда об аресте Хараидзе названа «ранее судимой», хотя она никогда не привлекалась к уголовной ответственности, а сам документ датирован 29 июня 2021 года. Адвокаты Хараидзе указали на ошибки, судья Хамовнического суда Диана Мищенко их исправила.

«Но мы даже не представляли, насколько поспешно и как "исправила". На этот раз судья утверждает, что "фактически ходатайство следователя было рассмотрено 16 июня 2021 года".
