On July 15, the authorities declared an “unwanted” publication “ Project ”. Five of his journalists (and three more from other media) were recognized as “foreign agents” on the same day. At all these people - for “wrecking” - Vitaly Borodin, a veteran of the Ministry of Internal Affairs and a previously almost unknown social activist, complained to the Prosecutor General. He heads the organization registered in Mytishchi to combat corruption, which is considered the "spoiler of the FBK of Navalny." The special corner of the Medusa Lilia Yapparova asked Borodina about who he was and why did it. The activist told how he “ran with an automatic machine” for the Donbass and Syria, why he was praised in the leadership of United Russia and how he and the president and the president did not share the party. Vitaly Borodin answers questions about the connections with the Prosecutor General and the Kremlin, but he promises to check the Russian media in the Russian media for foreign financing.

About publications and journalists who, after his statement to the Prosecutor General’s Office, were recognized as “undesirable” and “foreign agents”, Borodin knows surprisingly little. But I am convinced that these are dangerous enemies that you need to fight.

One publication of Project was especially outraged by Borodin. In the investigation about the militer-billionaire, Nisanov, journalists, also spoke about the personal friendship of an entrepreneur with the head of Russian intelligence Sergei Naryshkin-friendship so close that the head of the SVR comes to swim in the Nisanov’s personal basin in the European shopping center.

The investigation about Nisanov and Naryshkin was published by the “project” on December 16, 2020. Exactly two months later, on February 17, 2021, the RT channel, on the basis of the documents of the Goskanal, spoke about the foreign financing of the Project. And Borodin, already using the data of RT, wrote a complaint about the “project” to the Prosecutor General.

The Prosecutor General himself argues that Borodin’s complaint came to them only on July 15 - and if this is true, then the decision on the “project” was made instantly in the department.

In the leadership of the “Federal Safety and Combating Corruption” (FBPK), on behalf of which Borodin sent his complaint, at least two high- ranking prosecutors: Colonel General of Justice Vladimir Zubrin, who first held the position of deputy general prosecutor, and then deputy minister of justice; Former Deputy Prosecutor Great Prosecutor of Surgut Rafael Kovalev, who was appointed by the prosecutor of the city of Vrachi (Khanty-Mansi Autonomous Okrug) and, judging by open data , still holding this post.

Borodin confirms that in the FPBK there are people with experience in the Prosecutor General’s Office, but clarifies that the project itself was created without the participation of a power block.

The activist assures that he made the decision to complain about independent Russian media, independently of the authorities: just Borodin himself too often became a “victim of custom -made publications”, in which he was attributed to drug use and even American funding. “They made garbage - and doused normal people with mud,” Borodin complains to the Medusa correspondent. “We need to put things in order in this direction a little.”

What Borodin is offended

Borodin considers the publication of the site TVTver.ru ( was deleted , but preserved in reprints). This text is an activist’s own interview, where he tells how he was trained in the program of the American “National Fund in Support for Democracy” (The National Endowment for Democracy, NED) - the very organization from which Borodin demanded to check the “project”.

In the text of 2020, a social activist praises a fund created by the US Congress for "enraging all kinds of dense Russian bastard." Now Borodin refutes the very fact that he gave such an interview. “Yes, you look at what kind of site [TVtver.ru]! - the activist is getting excited. -“Rogs and hooves” some-and wrote such nonsense there. We will fight through the courts in order to eradicate this infection. "I would like to become an ideal politician"

Borodin hit the Yelets criminal investigation immediately after a military school, whose name the activist does not specify in a conversation with Medusa. He claims that he worked as an operative of the Ministry of Internal Affairs and the State Directory Control throughout the second half of the zero, and "was the best among colleagues."

At the beginning of 2009, Borodin “went to business - director of economic security in Stroyinvest”, so he himself said to Medusa. Already by 2012, according to Spark-Interfax, he becomes a co-owner of this company, and by 2014 he receives a share in another company-Special Promstroy. “The young man decided to leave the power block and began to earn good money - what's wrong with?” - Borodin argues in a conversation with Medusa.

Stroyinvest, who is associated with the former State Duma deputy Igor Kasyanov, was engaged in dozens of large facilities in Moscow - including the buildings of the Bolshoi Theater, the Ministry of Natural Resources, urban parks, hospitals and administrative buildings. Only from 2011 to 2014, Borodin's company earned 160 million rubles on public procurement, the publication “Interlocutor” found out - and almost all of these tenders took place on non -alternative conditions.

“Your colleagues from the“ interlocutor ”wrote that the state financed me-and I was just a hired employee in this company,” Borodin argues with the data of the SPARK-Interfax database. “He was simply there as a director of economic security, and then vice president.”

In 2015, Borodin graduated from the magistracy of the RANEPA (Department of National Security), and soon told the publication “Time of Innovation” that he intends to engage in public administration. “I would like to become an ideal politician and use only pronounced tones in my political arsenal. <...> My political idol is Vladimir Putin, ”Borodin formulated .

And in 2016, he really went into politics: Borodin simultaneously appeared in the leadership of the “Youth Anti-Corruption Project” “United Russia”, in the Public Council under the ATS of the North-Western District of Moscow and in the expert council of the State Duma Committee (it was then headed by Irina Yarovaya, which the press service of the Kirov branch of the Communist Party called the “main patron” of Borodina).

In the same 2016, Borodin ran for the State Duma as “a self -nominated and supporter of United Russia”: he did not receive any support from the party, the activist assures. “[The head of the party of the Party of power Sergei] Neborov later gathered everyone who in the Moscow districts showed some result, and said about me that“ he had the most creative campaign. ” But [I never went to parliament], so I have nothing more to do with the party. In the Youth Anti -Corruption Project I was a non -partisan, ”says Borodin Medusa.

The activist made a second attempt to participate in public policy in 2019, joining the Personal Party against Corruption (NPK): officially he was deputy chairman there, but in the spring of 2020 he was “offered to head” the NPK, Borodin claims. “I proved to be at the congress - and I saw that there was no ideology from the party, that it was not heard and was not visible. The only thing when I [singer Olga] Buzova wrote a question to the Prosecutor General’s Office - only at that moment they learned about the party, ”recalls the activist. “And after that, Roman Putin came to my place [cousin of president].”

Borodin - for morality

In 2019, Borodin, as the deputy head of the “People Against Corruption” party, asked the Prosecutor General’s Office to achieve the blocking of Instagram Olga Buzova: the singer then laid out a video where she licks the plate and calls herself a “blockade”.

Borodin constantly wages the struggle for morality. So, in the fall of 2019, he called on the whole severity of the law to punish the actress Natalya Bochkarev, detained with cocaine - and even turned to the prosecutor’s office demanding to send her to the drug dispensary. Later, the activist asked the head of the Ministry of Internal Affairs to bring to administrative responsibility Dima Bilan: experts of his “federal project for security and combating corruption”, having studied the video of one of the singer’s concerts, came to the conclusion that he was intoxicated. In April 2021, Borodin proposed depriving the actress Anastasia Ivleeva rights for violation of traffic rules.

And in 2019, Borodin called on the leaders of the regions to take an example from the head of Chechnya Ramzan Kadyrov in raising youth. “I offer you one example: Ramzan Kadyrov, who brings up young people, instilling a sense of patriotism. There is no drug addiction, there are no homeless people, there people go in for sports. He personally collects drug addicts, conducts educational work with them, ”the activist said .

Roman Putin - a cousin of the president and a former FSB officer - headed the NPK in June 2020. There was no struggle for the chairman’s chair between them with Putin, Borodin claims: “I was deputy chairman and three months [until June] acted as the chairman, and when I went out, I simply said that it was not interesting to me: they did not even participate in the elections. The party existed only on paper. "

In 2016, without getting into the State Duma, the activist moved to work in the Caucasus, an adviser to the head of Ingushetia on a voluntary basis. “Then [after the election] I folded all this-the“ Youth Anti-Corruption Project ”, the State Duma Committee on Security, the Public Council at the Internal Affairs Directorate-and [until 2019] went to the [head of Ingushetia Yunus Bekur],” says Borodin.

On the websites of the Government of Ingushetia and the Permanent Protection of the Republic under President Borodin, they mentioned only two times - after his official meetings with the leader of the anti -Dirusia anti -drug movement Dmitry Nosov and with the representative of the Ministry of Internal Affairs Irina Wolf. Borodin himself describes his work in the Caucasus as a combat business trip: “Believe me, when the terrorists were eliminated in the North Caucasus, we automatically got into the zone who .”

He complained to the Medusa correspondent that journalists did not want to notice his work in the North Caucasus “in the power block”, and listed his other military merits - including “business trips” to Syria, Crimea and Donbass. “You can write down: I am a member of a combat operation in Syria,” says Borodin. - He flew a year ago. And in Lugansk he was on a business trip, and in Donetsk - he was in advanced positions, and ran with a gun in his hands. Let me appear in a suit and tie on TV, but sometimes I can pick up a machine gun - and for me it does not represent any fear. I enjoy it. ”

The last position of the former security officer in the civil service was the position of the deputy head of the Solnechnogorsk administration on security. But when, at the end of the spring of 2020, in a number of blogs and telegram channels, the social activist began to attribute the extortion of money from the entrepreneur near Moscow (when receiving this bribe, they allegedly caught an assistant Borodin), he had to leave his post.

Borodin told Medusa that he really found his subordinate, whom the OBEP and the FSB were in the receipt of one and a half million rubles, he fired “another three weeks” before this detention. And the fact that he himself soon left the administration of Solnechnogorsk is in no way connected with an anti -corruption check. “This publications were custom -made - and we will also be held accountable for these people,” Borodin claims. - I in Solnechnogorsk demolished illegal buildings, identified management companies that rob people, dealt with the shadow economy around landfills. Imagine, a young guy like me comes and begins to restore order - who will like it? And what do people start doing? To make a political corpse out of me - to write custom articles. ”

"Is this a clone of FBBK Navalny?"

Borodin has not been in the civil service for more than a year. And with public policy, he is now associated only by one organization - the “Federal Project on Security and Combating Corruption” (FPBK) created by him.

The non-profit organization of the FPBK registered in the summer of 2017 in the small Mytishchi apartment appeared, according to the Russian BBC Service, as the answer to the structures of Alexei Navalny-with the assistance of United Russia (the activist himself denies this).

The project positioned itself as democratic and anti -corruption. “Fight <...> with the causes of corruption” and seek “the formation of civil society institutions” was said on the organization’s website. Even the abbreviation of the FPBK was very similar to the FBK of Navalny. “There are not so many words in the Russian language on this topic,” Borodin explained the coincidences.

At first, the FPBK really tried to behave with the appropriate "fighters with corruption" of aggression. In November 2017, a photograph of Borodin appeared on an instagram of the project (now the organization of a new account): an activist - in a suit and with a smartphone in his hands - posed against the backdrop of a quote attributed to Leonardo da Vinci: “Whoever wants to get rich during the day will be hanged throughout the year.”

As if in imitation of Navalny, Borodin suddenly spoke about corruption in the family of the Prosecutor General Yuri Chaika: on a round table in the Moscow City Duma, the activist threatened to “strike” along the “clan of garbage birds” and “land this thieves' pack behind bars”. And after the detention of Ivan Golunov, Borodin undertook to fight with the “cemetery mafia” in the Vladimir region and Samara - in a conversation with Medusa, the social activist confirmed that he had gathered this idea in the investigations of the Medusa journalist.

Now Borodin claims that “he did not conduct any investigation against the seagulls,” and the entire transcript of his speech in the Moscow City Duma is a “fake”. “People just received an order: I even have an entry as one technologist - it seems, from United Russia, I called me on Facebook and said:“ Vitaly Nikolaevich, the money has been paid for you - now we will come up with a legend and informed you information, ”the social activist recalls.

By the end of 2018, the FPBK announced his involvement in the dismissal of 128 corrupt security officials-only in the Krasnodar Territory after the appeal of Borodin allegedly “ dispersed the entire UBEP”. Руководство ФПБК

В разное время в руководство ФПБК входили Руслан Хаутиев ( бывший министр по внешним связям, национальной политике, печати и информации Ингушетии, а также руководитель регионального отделения партии «Народ против коррупции»); Роман Худяков (бывший депутат Госдумы, начавший карьеру в ЛДПР и в итоге примкнувший к «Родине»; в январе 2020 года — на фонепоявления множества партий-«спойлеров», призванных, по задумке администрации президента, раздробить протестный электорат — объявил о создании собственного объединения «Достойная жизнь»).

Стал антикоррупционный проект создавать подразделения и в регионах. «Это клон ФБК Навального?» — задавалась вопросом ярославская пресса после открытия ячейки ФПБК в городе. Но на клон ФБК организация Бородина не походила хотя бы потому, что всячески подчеркивала пусть и не прямую, но крепкую связь с администрацией президента (АП).

«ФПБК создан при поддержке администрации президента России для реализации общественного контроля за соблюдением антикоррупционного законодательства», — такую повторяющуюся, словно взятую из одного и того же пресс-релиза формулировку можно увидеть в текстах целого ряда новостей о деятельности проекта; в некоторых из этих заметок прямо говорится о «кураторстве администрации президента». В руководстве ФПБК даже предусмотрена позиция ответственного «за взаимодействие с администрацией президента РФ».

Правда, источник во внутриполитическом блоке Кремля уверяет, что впервые услышал о ФПБК от корреспондента «Медузы». Сам Бородин тоже отрицает, что когда-либо был околокремлевским проектом: «Как может НКО создаваться при поддержке администрации президента? Идет любой гражданин, проводит съезд, подает документы в Минюст — какая тут АП?»

«Предпринимательское сообщество помогает»

По данным самой организации, у ФПБК около 50 отделений в регионах, а сотрудники проекта работают вместе с представителями СК, МВД, ФСБ и прокуратуры. «Стараемся выходить на первых лиц», — пояснял заместитель руководителя ФПБК Руслан Хаутиев. «В случае необходимости мы подключим телевидение», — обещал Бородин.

На старте ФПБК действительно тратил силы на раскрутку: собирал «антикоррупционные съезды» вместе с казачеством и ультраконсервативным «Национально-освободительным движением» , а также устраивал рейды по продуктовым супермаркетам и местам скопления бездомных . Одетые в брендированные рубашки-поло и пуховики активисты — неизменно в сопровождении камер федеральных телеканалов — очень напоминали членов других созданных при участии властей движений .

А каждый визит проекта в регионы заканчивался пресс-конференцией, где звучали угрозы местным чиновникам — иногда настолько конкретные, как будто в регион приехали не борцы с коррупцией, а, по формулировкам СМИ, «политкиллеры». «Фактов вопиющей коррупции в регионе мы так и не услышали, — писала журналист Наталья Ширяева после мероприятия ФПБК в Самаре. — Единственное, что спикер делал с надрывом — повторял как заклинание, что необходимо уволить министра строительства и ЖКХ Самарской области».

19 июля 2019 года ФПБК провел похожую пресс-конференцию в Кирове. Бородин пообещал журналистам обсудить «коррупционные проявления в администрации города», но большую часть времени почему-то посвятил одному сити-менеджеру Илье Шульгину — и пообещал запросить Генпрокуратуру, откуда у чиновника «дом за 15 миллионов рублей». «Такие как Шульгин дискредитируют не только губернатора, но и президента!» — добавил руководитель ФПБК.

Впечатления «крутых политтехнологов», которые, по данным издания «Вятский край», должны были приехать из Москвы «„мочить“ Шульгина», Бородин и его делегация на журналистов не произвели . Тем не менее в октябре 2020 года Шульгина задержали по делу о злоупотреблении полномочиями. «Мы пишем каждый день такие заявления в СК, МВД, Генпрокуратуру — не только на журналистов, но и на чиновников. Специализирующиеся на компромате сайты прямо называют такую работу ФПБК «шантажом региональных чиновников». Сам активист в разговоре с «Медузой» опроверг, что его разоблачения когда-либо были нацелены на получение выгоды. Но ни источники финансирования ФПБК, которое снимало помещение напротив Госдумы, ни даже составляющие собственного бюджета антикоррупционер Бородин не раскрывает. «Предпринимательское сообщество помогает, да — но нашим спонсорами реклама не нужна», — ответил он на все вопросы «Медузы».

Сама организация, согласно данным «СПАРК-Интерфакс», в 2019 году сдала в налоговую службу «нулевую» отчетность, а в 2020-м и вовсе не стала предоставлять никаких данных.

«Сегодня нужно работать на профилактику!»

В разговоре с корреспондентом «Медузы» Бородин обосновывает новую цель своей деятельности — борьбу с расследовательской журналистикой, которую он сравнивает даже с терроризмом.

«Вы помните, когда у нас взорвали машину главы Ингушетии? — спрашивает общественник корреспондента „Медузы“. — А как вы думаете, почему все произошло? Я вам как оперативник скажу: из-за таких как [главред „Проекта“ Роман] Баданин, которые сливали информацию, кто на чем передвигался, по какому маршруту. А [в тексте] по главе СВР как раз и его машина, и люди, что у него в окружении, попали под фото- и видеозапись. У нас что, в Москве мало терактов было в свое время?»

Выявление иностранного финансирования у «заказных» расследований общественник обещает поставить на поток, еще один запрос в госорганы готовится прямо сейчас (Бородин отказался уточнять, в какой орган власти и на какое СМИ он составляет жалобу). «Много выходит заказных статей, — сказал активист „Медузе“. — И чтобы эти выпады пресечь, мы в ФПБК решили создать экспертную группу — и мониторить каждый день этот рынок этот журналистский. И если найдем людей, которые занимаются спекуляцией, то будем бороться. Такие журналисты хуже террористов! У террористов хотя бы идеология есть».

О составе «рабочей группы» Бородин сумел рассказать немного: «В экспертном совете у нас и ребята из регионов, и Елена Крайт, которая работала на РЕН ТВ [в программе „Экстренный вызов — 112“] — она моя гражданская жена».

Приведет ли борьба с независимыми медиа к развитию политической карьеры, Бородин пока не знает. «В последний раз нам предлагали идти в Госдуму от „Новых людей“, но я отказался. Хочу пока побыть в таком [своем нынешнем] амплуа», — поделился активист с «Медузой».

В сентябре ФПБК снова поднимет в Госдуме вопрос о создании на базе организации «Центра по профилактике и противодействию коррупции», рассказал Бородин «Медузе»: год назад они уже направляли в парламент такую инициативу. «Сегодня нужно работать на профилактику!» — говорит Бородин.
