At the moment, the site is not available to users from Russia at the main link Pixabay.com. "Paper" found it in the register of Roskomnadzor with blocked sites.
As stated in the registry, Pixabay was blocked under Article 15.1 of the Federal Law “On Information ...” - because it contained information, the distribution of which is prohibited in the Russian Federation. Access to the site is limited by decision of the Ministry of Internal Affairs of May 21, 2019.
Pixabay blocking rationale is unknown. According to Article 15.1, Russia can block pages on the Internet containing pornographic images of minors, information about drugs and other substances, information about methods of suicide, calls for suicide, information about a minor injured as a result of illegal actions, as well as information that incesses minors to such actions. In addition, the register may include information on the retail sale of alcohol or drugs for the maintenance site, as well as for the data on the organization and conduct of gambling.
