The head of the “Committee against torture” drew up a protocol due to the mention of the Czech NGO “Man in Beda”

In Nizhny Novgorod, the head of the “Committee against torture” (checkpoint) Igor Kalyapin drew up a protocol under the article on participation in the activities of an unwanted organization (Article 20.33 of the Code of Administrative Offenses) due to publications with the mention of the Czech NPO “Man in Beda” (člověk v tísni). This was announced on July 23 by the New Gazeta, at the disposal of which there is a decree and case file.

The Russian authorities recognized the NPO “Man in Beda” as an undesirable organization in 2019, however, screenshots from the checkpoint from 2015, 2016 and 2017 were the reason for drawing up a protocol on Kalyapin. The prosecutor’s office became interested in the publications of the checkpoint after the complaint of the “fighter with the opposition” by Ilya Savinov.

• In 1992, the NPO “Man in Beda” created military correspondents to help residents of military conflict zones. In the early 2000s, humanitarian groups from the Czech Republic worked in Chechnya and Ingushetia: they delivered food and clothes to Grozny, repaired schools and hospitals, and helped with the return of refugees. In November 2019, the Prosecutor General’s Office introduced the organization “undesirable” to the register.
• According to the amendments adopted by the State Duma in 2015, foreign or international non -governmental organizations, “pose a threat to the basics of the constitutional system”, “defense capabilities of the country or the security of the state” fall into the category of “undesirable”. As of July 2021, the list of “unwanted” organizations leading the Ministry of Justice is 40 positions, including the public network movement “Open Russia” (Open Russia Civic Movement, Open Russia) and “Open Russia” (Otkrytaya Rossia), registered in the UK, Free Russia Foundation, Free Russia, Free Russia. “World Congress of Ukrainians”, European Association “Falun Dafa” and “Friends of Falungun”, as well as “Media Project” (Project Media Inc.) - the American publisher of the investigative media “Project”.
• The Committee against torture helps to appeal the actions of the police and other representatives of the authorities, who inhumanly or humiliatingly treated the detainees. “By the beginning of 2021, the specialists of the checkpoint checked more than 2750 statements about the violation of human rights, conducted hundreds of investigations, and received more than 133 million rubles from the state and its representatives as compensations to citizens who suffered from illegal actions of law enforcement officials. In addition, as a result of the efforts of the organization’s lawyers, according to the court of law enforcement agencies, the checkpoint of their work, who has reached the court and the verdict of torture, was convicted of the court.
