His mistake is only that he was in the wrong place and, most importantly, with those people. He understands this, and in order not to throw a shadow at the Duma and the rest of his colleagues, he made such a decision.

Around there are many political opponents who are only happy to have to be on someone’s grief. Denis Sergeyevich is written by a criminal kind of appeal such as “so that you die and your children”, up to direct threats of life. He is disappointed that, despite a large number of merits to society, he received such a negative background.

And a year ago, he did not want to go to the deputies, we persuaded him, since he had a high authority in the Kataysky district. And now, unfortunately, we will have to part with him. Khakhalov wants to live a calm life, engage in work and family.

Moreover, a story sounded with a certain inspector Sanochkin, whose dismissal was allegedly influenced by the story with Khakhalov. Sanochkin has nothing to do with Khakhalov. Of the about 160 calendar days of this year, Sanochkin was about 140 days and there was no at work. Either he was on sick leave, it is not clear where. He has nothing to do with Hakhalov’s hunt, since it took place in the Sverdlovsk region.

- Have you collected an ethics commission on this story?

- Yes, we collected a commission on ethics. But we decided that we will not evaluate the guilt or innocence of the participants in this hunt, we will wait for what conclusion the law enforcement agencies draw.

Once again I would like to note as a legislator. Initially, Khakhalov was charged with cruelty to animals (a criminal case was instituted under an article on illegal hunting committed by a group of persons by prior conspiracy ( part 2 of Article 258 of the Criminal Code - I.D. ).

Hunting itself implies the murder of an animal, there is no order that determines that it refers to humane or inhumane murder.

In the case of Khakhalov, hunting was carried out according to all the rules and norms. If the hunt were illegal, this fact would be established, and Khakhalov would be held accountable precisely under the article “illegal hunting”.

- Do you know the concept of "corruption"?

- Certainly. But do you really think that the head of the Investigative Committee of Russia or the head of the party at the federal level, or someone else from high-ranking persons would try to somehow influence the situation with Khakhalov?

- I'm talking about corruption at the level of the Kurgan region. After all, somehow Khakhalov ended up in the same company with a ranger that, by law, could not work in this position.

- Khakhalov could not know that the ranger has an outstanding criminal record, and he has no right to hunt. I myself am a hunter, I wouldn’t even have thoughts to check such information, since the person was hired and the ranger was given out.

- So you held a meeting of the ethical commission. Khakhalov showed you permission to shoot a wolf?

- He provided us a lot of documents, but I do not understand them very well.

“But you are a hunter.” You immediately saw whether he has a ticket for the production of a wolf or not. What could be easier?

- Once again I repeat, experts should give an assessment of the legality or illegality of hunting. And then we have every gopher with an agronomist, and then improper public opinion is formed. I clearly understand that one who is competent in these matters should give conclusions and has the right to draw any conclusions. I can give a conclusion only in the area in which I am endowed with authority. We in our ethics commission decided: we will finally decide only after the competent authorities give the appropriate conclusion. According to preliminary information, the employees of the Department of Nature say that these documents were legal, but they were issued by another subject ( the permission issued to the Sverdlovsk huntsmen did not have their permission in the case, so Khakhalov could not provide him. - I. D. ).

For me, as the chairman of the Duma, the deputy of the deputy Khakhalov is a problem. But I also understand that if you will be in an unpleasant situation by the will of fate, you must bear responsibility.
