The center of inclusive projects and the social integration of children with the special needs “What difference” was created in September last year.

There is no statistics on how often people with disabilities in Russia in one form or another are faced with discrimination. Specialists of centers and funds working with children with disabilities (VIS), relying on their observations, note that at least three to four times a year the most loud of such incidents become public.
Today, people from different cities in numerous comments on the video posted on the Internet, violently and categorically condemn and condemn the act of grandmothers from the Baltic Pearl. This is normal, it is expected. But the question arises:
If Lipskaya’s actions are perceived in society so unequivocally, then why are the parents of children with various diagnoses (autism, Down syndrome, cerebral palsy, cancer, etc.) constantly (not three to four times a year) are faced with the fact that their sons and daughters are humiliated in one way or another, try to isolate them?
The criminal case against Lipskaya, if the Investigative Committee still initiates it, will not become a precedent. In 2015, in the Nizhny Novgorod region, cafes employees who put the sister of the model Natalia Vodianova Oksana, suffering from autism and cerebral palsy, were brought to the Nizhny Novgorod region for insulting.
However, law enforcement agencies react far from every such attack on people with features.
In 2018, in Moscow, neither police officers nor investigators intervened in a situation when a family with cancer patients who poisoned the neighbors was forced to move out of a rented apartment.
Last summer, in St. Petersburg, in the midst of the Pandemia, employees of the Prospects and Anton here nearby charitable organizations were evacuated from neuropsychiatric boarding schools and several pupils were placed in the apartments. Then, dissatisfied with such a neighborhood, the residents of the house on Engels Avenue reached a serious assault against employees who accompanied the disabled, but in the end there were also no criminal cases.
There are no cases, because there is no relevant article in the Criminal Code of the Russian Federation, the parents of children with disabilities believe. In the petition, which they launched on Change.org on July 27 and addressed the Russian Ombudsman Tatyana Moskalkova, contain two requirements: to hold the offender of children from the Baltic Pearl and make the necessary changes to federal legislation.
“In our country,” the appeal says, “there is an article by the Criminal Code on the insult of the feelings of believers or insulting a representative of the authorities. And the feelings of people with disabilities are not protected in any way, although the facts of such violations are not uncommon ... This is a full -time situation for a child with developmental characteristics, with physical characteristics, when he is faced with persecution from other, “healthy” people. ”
A pronounced public reaction is ambiguously relate to experts. In their opinion, the “public flogging” started today, although understandable, does not solve the problem. The lack of dialogue with opponents and the manifested cruelty can only give rise to a mirror response.

When in 2015 we and my wards and I came to the village of Razdolie to equip our house of accompanied residence, then we were thrown to us on the threshold. They demanded that we get out. But we ourselves made a big mistake: we came there, fell like snow on his head, without building any dialogue with the local community. But instead of response from our side, we followed the path of dialogue. We listened to people, asked them questions. They said: "We will fight to the last drop of blood for life without disabled people in the expanse." We answered: "Good." But explain: in which law is the right to live without disabled people? In our dialogs, the absurdity of the requirements of local residents was manifested and acquaintance, rapprochement with our guys took place. Now the whole local community is our friends. Precisely because we calmly and patiently explained to them what kind of people they have, what features they have.
It seems to me that in today's situation we need a dialogue. We need to talk with Lipskaya, hear her. I do not exclude that it was not fear that moved it, but a feeling of permissiveness or its own superiority. But a person needs to give a chance to change. And the body movements that the authorities make, from my point of view, are hypocritical. A simple example. In St. Petersburg lives a woman, one-raising a brown son. The city was allocated to them by temporary housing in the house without a ramp. The boy weighs 70 kg, a woman - 50, and she drags him on herself. For her every morning to go outside - torture. The city cannot or does not want to solve one problem for years.

My incident’s assessment is unequivocal: it is a cave medieval ignorance from this lady and a manifestation of her personal qualities, one of which is cruelty. But this woman, unfortunately, is in line with the current social norm. Of course, there are claims to her personally, but even more to all of us who suffers this social norm. Usually such people do not make comments. They are not driven away. Most often, all, silently, pass by. No one takes the protection of parents of children with disabilities. Today in Russia, such behavior is a socially acceptable norm of society.
I call it ignorance, because such people are not aware that special children can teach healthy children by definition. Of course, there is no need to pretend that there can be no difficulties with special children. But they can be exactly as much as with all other children. A special child and usual can hit a scoop. The latter is even rather, since it is better developed.
It is most important to understand today: social norms do not change by punishing one. This can only embitter other disloyal parents of healthy children. I am generally a small supporter of criminal punishments. And in this situation - even more so. Here is the only way out: a change in social norms. This is, unfortunately, non -construction work. In Russia, it is extremely necessary to continue to develop inclusion. With us, it is so far crooked, undergrowth, but still inclusive programs are of great benefit, and more healthy people are more than patients. When a healthy child systematically sees a child with developmental features (with autism, cerebral palsy or other disease), he gets used to the fact that this person is the same as him. Yes, it is slightly different, but we are all different: someone is red, someone curly, someone in a wheelchair, and someone does not want to talk.
I often had to conduct social inclusive events that people with healthy children came to. We let everyone on the holiday, but out of interest asked: why did you come? People answered: “We want our child to grow up with a mentally healthy person to see that the children are different, they are not dangerous, not aggressive, you can communicate with them.”
I have no feeling that manifestations of rejection and aggression regarding unusual people in recent years have become less in Russia. But society began to react to them differently. If earlier, citizens often responded to such excesses: “Yes, remove the disabled, they scare, they interfere”, today society is increasingly defending people with disabilities.
I do not agree that the persecution of this woman has now begun. If a citizen who stole something, ten people will say that he is a thief, it will not be persecution, but a statement of fact. A person who committed an unacceptable act in society should be unpleasant. This is the power of social censure. Protecting the rights of all, we were a little carried away. The rights of those who should go. And censure should have an educational effect: others will look and will not repeat such an act.

- Seven years ago, when the city tried to allocate a room for the hostel, the inhabitants of the house in which they gave us the room categorically opposed. Xenophobia has its own reasons. Partly biological, partly cultural. And the point is not only in the greater awareness of society, but also in a wider spread of the idea that any people are people. We have advanced greatly in recent years both in the information and everyday space. The further we leave the mythological field to civilian, the less such excesses become. The slow, gradual path to the idea that sick people have the same rights as healthy ones, we still do it.
