Russia was obliged to report on financing shares

The Ministry of Internal Affairs of Russia approved an order according to which the organizers of public events should provide a financial report on shares within 45 days after they took place. This was reported on August 2 by Kommersant.

The document that must be submitted to the department is a three -page table consisting of 27 points.

In the report, it is necessary to reflect the full name and the organizer, the time and place of the public event, as well as financial information. In the latter case, we are talking about a bank account indicating the total amount of funds raised and the amount to be returned to the donor and applying to the budget of the Russian Federation (according to the law , the funds received to the action from foreign citizens or organizations are subject to return to them, and in the case of anonymous donations - enrollment to the budget of the Russian Federation).

The report should also have detailed information about the suppliers of goods and services for the rally (for example, for the installation of the scene or rental of sound equipment) indicating the funds spent. The document must prescribe the amounts of deductions to both legal entities and individuals, as well as non -profit organizations and self -employed citizens.

Kommersant recalls that the obligation to submit such reports in the Ministry of Internal Affairs is provided for by the law “On meetings, rallies, demonstrations, processions and pickets” from December 30, 2020. Then, Article No. 11 included a norm obliging to submit reports “On the expenditure of funds and (or) other property” of the organizers of the public event with the number of participants of more than 500 people. Forms and terms of reporting were not previously approved.
