
On August 15, the CEC of Russia completed the procedure for registering candidates for elections on a single voting day. On this day, stretched out of the coronavirus for three days, from September 17 to 19, elections of State Duma deputies, deputies of 39 regional parliaments and governor elections in 8 regions will be held.
The most stressful elections to the State Duma are expected to pass through the mixed system: 225 deputies of the lower house of parliament are elected according to the federal party lists and 225 in single -member districts. Moreover, single -mandate can both be nominated by political parties, and to be self -nominated. Parties that have the right to participate in the elections without collecting signatures ( there are 14 of them in this electoral cycle), put forward candidates by their decision. The remaining candidates, both party and independent, must collect in their support signatures in the amount of at least 3% of the number of voters registered in their constituency.
The current election system was formed in 2016, when in Russia they returned to the mixed system (in 2007 and 2011, deputies were elected only on party lists), which caused an increase in interest in self -nomination. But the difficulties with the collection of signatures, especially with the passage of the examination of their authenticity, turned away many potential independent candidates from this method of nomination. It is easier to agree with the party than to overcome the barrier of barrage measures used by the election commission for independent candidates. Moreover, in comparison with 2016, the situation with the implementation of passive suffrage has significantly deteriorated.

Self -nomination is beneficial not only by independent opposition candidates, but also to those who are as much loyal to power, but they want to seem independent in the eyes of the electorate. This technology for promoting the necessary candidates is especially relevant in recent years, when the party in government has become popular. Such proceedings that were disguised as self -nominated candidates have no problems with collecting signatures and conducting election campaigns, nor in the elections to the State Duma, nor in the elections to regional parliaments. Actually, for the sake of them, the majority elections were returned in Russia. Not for the opposition, in fact.
In 2016, 304 independent policies nominated their candidates for the elections of State Duma deputies, from which the CEC registered only 18 people. Of these eighteen, only one became a deputy. This is a self -nominee from the Republic of Adygea Vladislav Reznik. Why did he become a self -nominated and what has to do with the small North Caucasus Republic is a big question.
Reznik was born and lived a considerable part of his life in Leningrad, in 1989 he was elected Deputy Chairman of the Board of Directors of the Rossiya Unconditional Bank, closely connected with members of the Lake Cooperative. After Putin and other members of this cooperative moved to Moscow, Reznik also settled in Moscow and became chairman of the board of the State Insurance Company Rosgosstrakh.
