Russian President Vladimir Putin with his decree allowed citizens of the Russian Federation with two passports to enter into public positions and remain on them if they could not get rid of foreign citizenship in any way. The relevant document is published on the official portal of legal information.

“A citizen of the Russian Federation, who has citizenship (citizenship) of a foreign state, which is not terminated for reasons beyond its control , can be accepted into the state and municipal service and appointed to a post, which does not require the issuance of admission to state secrets,” the decree said.

In the decree, Putin calls on such civil servants “to take all possible measures aimed at termination” of foreign citizenship.

Officials with two passports will be appointed to the position only under a contract, the validity of which does not exceed the validity of the decision of the commission on citizenship issues in relation to a particular citizen.

Current officials with two citizens will have to send appeals with a request to leave them in office until November 15.

The amendments to the Constitution of the Russian Federation adopted in 2020, on the initiative of Putin, established a ban on foreign citizenship for civil servants. The topic of the ban on two passports for officials was also used in public agitation before voting on amendments, and in April 2020, the State Duma of the Russian Federation finally adopted a law establishing restrictions “to replace state and municipal posts <...> and other positions in connection with the presence of citizenship (citizenship) of a foreign state or a residence permit”.

The possibility of amendments to the Constitution was also discussed, a ban on real estate abroad for officials, but they abandoned this idea.
