From the "Golden toilet" to "Novoterskaya": as the head of Stavropol solves problems on the eve of the election

In July, the Stavropol Territory fell into the federal agenda thanks to two scandals. The first of them are well remembered: these are gold toilets in the mansion of the main traffic cop in the region Alexei Safonov. You could learn about the second story by indirect signs, when the popular mineral cooler “Novoterskaya Gerbilovaya” began to disappear from the shelves. The leaders of the Kavminvodi company spoke about the raider seizure attempts, the workers were taken to the rally, the governor of the region Vladimir Vladimirov joined the struggle for the rights of workers.

It soon became clear that such a noise arose around a banal dispute due to the usual road. This road belongs to the private sanatorium "Mineral Waters", the owners of which decided to repair it. Such an exacerbation is not the first time:

The fact is that in 23 years, Kavminvodes have not formalized relations with the sanatorium regarding the use of the road.

Magaric trucks traveled along it, as they say, on an honest word. But this could not continue endlessly.

“We are currently building an additional access path to the plant, because it was not possible to reach an agreement on the existing road. To take her as a short -term lease, the owner demanded to make a reconstruction with such conditions and deadlines that the whole story would have dragged on for another six months. We cannot stop production for such a period.

Now we are gradually re -increasing the capacities, and our water is already entering stores again. The new road that we build, unfortunately, should also cross the site belonging to the sanatorium. There is a small piece of land, literally 6 by 10 meters, but because of it it also cannot be agreed. Representatives of the sanatorium blocked access with construction equipment - right at our gate, cut off the opportunity to get to our store. Further construction is still impossible, but the governor publicly stated that he would personally participate in the resolution of this issue. ”

“We have no conflict with the plant. We act within the framework of the law. We are a social object - a sanatorium. We treat people after Covid, we carry out the presidential program for the development of mineral water resorts. The road, which has been using the Kavminvoda plant for many years, is in full property. This is a spare, fire road. It is not intended for constant use of heavy trucks. We have conclusions of all departments and prosecutors on this issue.

We more than once offered the Kavminvod management to redeem the road to property or repair so that it complies with their needs and safety rules. At meetings in the government of the region, representatives of their regional branch and I signed the consent to submit all the necessary documents, make an estimate for repairs, transfer responsibility for safety in this section to the plant. But nothing was done. They do not want to invest not only in the purchase of this site, but even in repairs. They have an administrative resource, and now the public support of the governor, whom we, for our part, did not ask for protection, do not violate anything from us from. But we hoped that the governor would maintain a neutral position at least. And he everywhere officially expresses the support of Kavminvodam, who built a plant for Gazprom’s money, and now they also want to get the road. ”

You can read about Gazprom money in detail in the News Help, but the most strange in this story is really the position of the governor. Here's what Vladimir Vladimirov said on the live TV channel “His TV”:

“This is a situation of two years ago. We received a signal, went to court, won the court and received a public easement on the road. But the second participant, let's say, the nasty side, challenged this decision. Unfortunately, the judicial system we have, well, frankly, it is difficult ... to understand it when she makes such decisions, up to restrictive measures ... We, understanding the hopelessness of the situation, who were just not connected - all the law enforcement agencies, only it remains to capture this sanatorium. ”

The idea of ​​the seizure of private property, publicly expressed by the head of the region, is indeed impressive. However, the Stavropol Territory has its own traditions. What, in fact, was the “business” of the same Safonov with the “golden toilet”? A group of persons sold the owners of the vehicles “all -terrain vehicles”, which allowed us to ride with an overload and not to pay either fines or bribes at the posts - everything was already included in the “subscription” for 20 thousand rubles a month. That is, the law was “optimized” in the interests of private traders who are ready to pay money for it.

Is it worth it then that the governor asked the head of the Main Directorate of the Ministry of Internal Affairs in the region of Shchetkin to actually intervene in the economic dispute and conduct a procedural verification of the actions of the sanatorium: does the law violate the repair of his property in accordance with the court decision? Officially asked, with a request on the form, with signature and seal.

True, Shchetykin was resigned after the scandal with the toilets, and his successor is unlikely to hasten to fulfill dubious requests.

And from a political point of view, Vladimirov did not commit a crime, but a mistake, which, as you know, is even worse. He tried to protect jobs, but turned out to be a fighter for the rights of immigrants from Gazprom. It is significant that the “Kavminvod” employees were not shown on the “direct line” with the president, although they displayed on the screen. Vladimirov climbed into the toxic history in the ears. Let's see how this will affect the election results in September.

The boarding house "Mineral waters" appeared back in 1976. After the collapse of the Union, he was transformed into a sanatorium and became an object of state property, gradually the ownership of land, including the road, was assigned to it. In 2009, Sanatorium Mineral Water JSC was privatized by the Federal Property Management Agency, and in 2011 it was declared bankrupt. Real estate, including the road, bought Vasily Pilavov as part of the bankruptcy procedure. In 2014, he resold her Nareth Kaisheva (she was usually called the wife of the former Prime Minister Karachay-Cherkessia, but by that time Vladimir Kaishev had already left the civil service for four years). Kaisheva leased the property to LLC Sanatorium Mineral Water - 2. The legality of privatization and subsequent purchase of the sanatorium subsequently confirmed all the courts, up to the Supreme Court of the Russian Federation.

Well No. 72, from which the very “Novotersk Healing” is mined, is literally “through the fence” from the sanatorium. She was drilled in 1980, and in Soviet times she was on the balance sheet of the USSR Ministry of Health.

In 1993, Kavminter AOZT was created (currently Kavminter LLC). Among its founders there were many people with loud surnames for the nineties. Among them is Viktor Shchugorev, at that time the general director of Astrakhangazprom, and his deputy Evgeny Antonov; Natalya Dedikova (granddaughter of Rema Vyakhirev, who then headed Gazprom), Andrei Chernomyrdin (son of Viktor Stepanovich), Olga Guslimi (daughter of Vyakhireva at that time), Natalya Oleshchuk (deputy head of the Gazprom captivity department) and her boss Andrei Goryainov. The company was drawn up by the daughter of the head of the administration of the Mineralovodsky district and the mother -in -law of the deputy chairman of the Government of the Stavropol Territory, as well as other people influential at that time.

In 1994, the state well was transferred free of charge to the balance of Kaupinter. Later, local authorities also transferred the land plot for free. Astrakhangazprom established Kavminvoda CJSC and transferred its shares to the owners of Kavminter. Then the structure of Gazprom issued a loan, on which a modern factory for the navigation of Novoterskaya Zalbodnaya was built. And in 2002, this loan was “forgiven” with the help of simple accounting reconciliation between “Astrakhangazprom” and “cavalries”.

That is, the family company of Gazprom Topov received valuable property almost for nothing and turned it into a successful business for the money of the same Gazprom.

For 20 years, Kavminvoda JSC has used the road free of charge and freely because the state, and then the previous owner did not put forward any demands.
