For a year now, as Ivanovo Gorka - the iconic place of old Moscow - has become a platform of activism. Here, architects, artists, musicians, as well as just citizens jointly oppose the construction of a business center with an underground garage. Every Sunday, the people here defend the local homeland, formulates the position of disagreement and drink tea from the samovar. Peaceful.

The action was called "Khokhlovsky standing." In one of the first Sundays of protest with the tricolor tape of the Russian Federation, a long procession went around the hill, calling for the leadership of the law in a unique place of the capital. On another Sunday, citizens put on masks of the famous inhabitants of the Ivanovo Gorka - from Pushkin to Tchaikovsky and Gilyarovsky. In the third artists, they erupted the layouts of ancient buildings with outbuildings and colonnades and used them as huge hats. There were public discussions, there were collective letters, there were meetings with the developer. In all available civilized methods, citizens are fighting for the preservation of the historical environment. We decided to give the floor to those who do not have business capabilities: activists of “standing”.

"We are not going to howl to the moon in the ruins"

- Of all the protest stories, when people are forced to advocate the area of ​​their habitat, Khokhlovskaya in recent years is the most long -playing, stubborn and successful.

For the New Year, the developer received all the permits that allowed him to go to the construction site, but still has not come out. And this is not only because people gather here every Sunday and something is happening, but because, for the happiness of Khokhlovka, there is a strong group of lawyers who do not give the opportunity to perform lawless actions. All this is together: carnival, and concerts, and courts, and petitions, and articles in the press, and blogs - all this is “Khokhlov standing”. The very fact of their resistance people claim: in the name of the city, everything should be done by law.

After all, we are not enemies to the developer, we do not want to take away the property from him, to arrange the ruins at this place and howl in these ruins to the moon. We are struggling to convince him that he must change the concept of the project, replace demolition and new construction with a fine setting of existing historical real estate. Now he has a four -story building in his hands a kilometer from the Kremlin. This is an excellent object with which you can work, adapt it to modern use, give it a new life.

The law that imposes serious restrictions on new development does not interfere with the development of this area, but it requires modern thinking from the developer. Not predatory, but, I would say, a city -saving.

The times when they earned a stupid building of square meters, have already passed or swiftly pass, and our Khokhlovsky developer seemed to hang somewhere in the past ...

According to the project, the new building, which is planned to be built on the site of the existing pre -war school, should have two underground floors. But this territory is very complicated in hydrological terms: there used to be a river, there water -saturated soils, and so that these two underground floors would not flood, they must be protected by a geo -screen - such a powerful underground wall. And this is a historical center, it is close to everyone, and in order to build such a wall in the ground, it is necessary to demolish one historical building - part of the Jurgenson estate. This is a small house, which is called Chateau for its romantic appearance. It was built at the end of the 19th century, its author is known - architect Velichkin. It would seem that you still need to know about his value? But he interferes with the future construction site, and the Moscow City Council calmly refused to put him on guard. Who just did not speak in defense of this house! And finally, the developer began to say that he allegedly agrees to preserve the Chateau as a gesture of goodwill. I would like to be glad, but only the project still provides for a geo -emeracran in this place, so words with words, but demolition with demolition.

All ranting that historical Khokhlovka will only benefit from the fact that a modern business center will be built here, and, they say, for this, you can move the law a little, it is demagogy.

"The role of the plaintiff was unforgettable "

- Usually, city -protection events are similar to the funeral of the closest relative, when people gather, they are sad, with tragic faces. We, everything, is different - joyfully and spiritually lifted: musical events, the site theater, tea party. The artistic participants of the "Standing" do everything for free, not for money - for beliefs.

All this year I was a plaintiff in the courts. Claims were filed on appealing the coordination of the Moscow City Council and the appeal of the building permit.

Three laws were examined by three judges. It was an amazing experience for me.

The first judge listened to our speeches at a meeting with complete sympathy in the eyes. And then she went out and read out the decision: refuse. The second read out the decision, looking at the floor: refuse. The third seemed tough, but there was also a feeling that she was for us. And when she made a decision - “to be dismissed,” she spread her hands: they say, sorry, she could not do anything.

First, a year ago, we suspected an engagement. Now it seems to me that judges simply cannot go in their decisions against the authorities,

In this case, the Department of Cultural Heritage. They are not allowed. They are absolutely not independent. There was a moment in December, when the Ministry of Culture supported us, found violations in the documentation of the developer. We immediately introduced the document to the case. And the court gave us preliminary protection measures. I saw the decision of a higher body - and took our side.

We lost three vessels. Although the developer has a lot of violations. But we will not give up: we will appeal the decision in the Moscow City Court.

"We have created a new protest format"

- We created a new resistance format, formed a new quality of protest: peaceful, when through cultural interventions, through art we spoke and continue to speak with space.

However, the position of the professional community, or rather its absence, is amazing me. The complete absence of an expert assessment of this situation. Despite the fact that from each iron, they are trumpeting that the comfortable environment and national projects are created by the efforts of communities, including citizens, citizens, that all the time there is a slogan about comprehensive design, the importance, value of the opinion of all when creating anything.

But in fact, it turned out that in Moscow, unlike Kazan, Voronezh, Nizhny Novgorod, the weakest professional position. All institutions, including the Union of Moscow Architects (SMA), professional exhibition platforms, “Architecture” and “Arch of Moscow” are abstracted by an important city conflict.

We turned to the chief architect of the city, Sergey Kuznetsov at the very beginning. And he responded, even came to the hill, it seemed that he was ready to help to settle this conflict, but very quickly appeared on the side of the developer. Leaving me a scandalist marker. And only you are marked, you immediately become an outsider in the environment. Because of my protest activity this year, I became an uncomfortable unit for colleagues. I was not invited to a single respectable architectural forum, where every year I acted as a speaker or moderator; There were other unpleasant and unexpected precedents that were not ready to talk about in the media. I suddenly found myself under the press, I just lost my earnings.

Kuznetsov all the time talks about the need for dialogue, but those who do not agree with him simply exclude from professional discourse. All architects who helped me (and there were quite a few), wished to remain unknown. Because tomorrow they can go and coordinate the project in the Moscow Region.

In order to build in Moscow, you need to get the approval of the chief architect. You cannot simultaneously receive approval and support and oppose. Simply put, if you went into conflict with your parents, you can’t ask them to study money. In a situation of the term of power, executive, judicial and legislative, which by default appears on the side of the developer,

You cannot resist the developer and remain the current professional unit. Units are also decided on this.

Unfortunately, professionals do not feel that what is happening is very serious, very dangerous, and, having allowed one, second, third, fifth to violate the law, namely, we are opposing this, we all begin to drown in hopelessness.

"You cannot demolish a beautiful house with a great history"

- Preservation of the appearance of this quarter is important for both Moscow and Russia. A real victory will be if we save the school building:

But in a letter of academic scientists in defense of the quarter, first of all, we are talking about the archive of the Ministry (first of the collegium) of foreign affairs, which stored the most ancient documents of the state. Even dodging, nothing can be said in defense of the project, because at the site of the existing building they are going to build not a school, not a hospital, not, say, preferential housing-but simply another business center, which, by the way, is now and so an oversight.

- In Khokhlovka, an obvious violation of the law and manipulation occurs.

The entire territory of the Ivanovo Gorka has the status of a united security zone. The law directly prohibits any construction and reconstruction here. The only exception is the use of special measures aimed at regeneration of the environment of cultural heritage objects.

The developer pretends to follow the law. Formally, everything is designed either as work on preserving cultural heritage objects, or as regeneration. But the demolition of historical buildings cannot be called regeneration and the construction of 2.5 times larger in volume of the modern business center in their place-

This is some kind of oncology, not regeneration. It is impossible to “regenerate” the business center if it has never been here.

When in August last year we first published documents confirming a significant increase in the development, cutting trees and demolitions, they loudly stated that we had misunderstood something and counted not so. Allegedly, the difference arises due to different methods of counting, and they are about to explain everything.

More than a year passed, and no one saw their “correct” calculations. All specifics in this story are published by activists. The maximum that managed to get from them is visualizations, specially distorted so as to show that "everything is not so scary." During one of our shares, anyone could measure the existing buildings with a laser line, compare them with official documents.

Almost six months ago, our architects-architects interrupted the plans of the building under construction and found out that it is not only many times more existing, but also about 800 square meters more agreed-all calculations were published and transferred to the Moscow authorities. In response to numerous appeals and deputy requests - not a single answer on the merits. Moskom Expertise, the body that should verify the design documentation, was literally answered by the request to explain the discrepancy - "the applicant is responsible for the reliability of the design documentation." And all.

Deception is around. For many months they allegedly have been conducting research in the Ukrainian chambers. But the results of the studies of the experts they attracted officially published on the Moscow City Highway website are a lengthy “copy of the copy” from the old Wikipedia articles, in which they even forgot to delete internal links to other articles of the online encyclopedia, and “found during the research” and the camines presented for many years turned out to be the objects for many years.

All that they say publicly is no more than a PR SHUM. In April, the developer and the Moscow City Council publicly announced the decision to revise the project and preserve the Chateau, one of the historical buildings of the Jurgenson estate. For more than a year, we have been sought to preserve this building and were already preparing to celebrate a small victory-but the developer, and the Moscow City Council still continues to fight for the possibility of his demolition. The representative of the Moscow City Council in court directly states that the decisions about which A.A. Emelyanov gave explanations to the press - they are advisory in nature, and the position of the state agent is the legality of the demolition of these buildings.

Now they have announced a "competition for the concept of a cultural center." This is presented as “comprehensive design” and “public dialogue”. But in reality-just another PR technology, an attempt to distract public attention from scandalous construction. The design of this “competition” is such that it cannot have any practical value.

As can be seen from the Regulation on the competition, it is declared in relation to not the entire quarter, but only part of the Ukrainian chambers of several hundred square meters. Thus, the construction of the business center and the redevelopment of the historical territory of Khokhlovka remained out of scope that outraged everyone.

There is evidence that behind all this is a large developer. And we got the impression that people who make decisions about this project are now not even interested in the profit of their boss, but in the process of confrontation. After all, the war gives rise to "military" emergency budgets, and it is pleasant to master them. Working with officials is underway, grandiose money is invested in social networks, publications in the press are placed, the most famous Internet trolls in Russia are facing the side of the developer. Speaks in such a campaign are difficult to calculate in advance and even more difficult to check.

I have no other explanations why people are ready to insist on this project and risk huge money and expensive real estate in a situation where its doubtfulness is becoming more obvious - I do not have it. There were many cases in Moscow when the wind changed, and construction projects stopped due to violations of the law suddenly discovered by the city.

In 2021, it makes no sense to build another office building in the center of Moscow in the current conditions, when almost all office buildings are empty in the pandemic, no. In Moscow, there are no lack of office space at all. This project is completely meaningless.
