On August 30, the Ministry of Internal Affairs for life banned the entry into Russia of a stand-up comic and a citizen of Belarus Idrack Mirzalizade, recognizing him as a threat of national security because of a joke about Russians, mattresses and shit. Despite the fact that Idrak has a residence permit, it is extremely difficult to challenge such a decision - in such cases, the courts agree with the position of the security forces. Speaking at YouTube show “Accelerations” of March 1, comedian Idrak Mirzizade joked about the difficulties that foreigners face when finding housing in Moscow, since real estate owners want to see only the Slavs by tenants. He said that he rented an apartment in which the previous residents were Russians: “My brother and I threw off a frosted mattress, and in this apartment there was a separate mattress. Previous tenants, if that, Russians. Apparently, the Russians are covered with shit and go to bed. ” Next, the comedian added: “The French are a great nation and can afford to be nationalists. Yes, it is bad to be a nationalist, but the French can afford it <...> And who is this? Some Russian Pavel looks at me with a claim. ”
A few months later, social networks and the media drew attention to this joke; She caused a wave of indignation - “Tsargrad” wrote about the Mirzizade and mentioned on the air the TV presenter Vladimir Solovyov. The creator of the “male state” blogger Vladislav Pozdnyakov also participated in the campaign against the comedian. In one of the posts on August 24, he urged subscribers to write appeals to the website of the Ministry of Internal Affairs with a request to "consider the issue of recognizing an undesirable stay of [Idrak] in the Russian Federation." Whether this is connected with the current decision of the ministry is unknown-in a press release of the Ministry of Internal Affairs does not mention anyone's appeals.
On the evening of June 25,they attacked Idrak - he was hit from behind on the head and demanded to apologize.
The comedian himself insisted that his words were torn out of context, and he ironized the xenophobia: “I would like to make a joke a little. Naturally, this is a ridicule of judgment on one negative incident about the whole people. What any non -Slavic CIS is faced regularly. I am ready to declare to the whole world that the Russians have not forced mattresses. ”
A month later, an administrative protocol on hatred was drawn up for Idrak. The prosecutor’s office insisted that the comedian “pronounced the statements containing <...> signs of humiliation of a group of persons allocated on a national basis, as well as the promotion of its inferiority.” The protocol quoted his statements about mattresses and shit. On August 9, the Tagan court of Moscow arrested Mirzazade for 10 days. While Idrak was serving an arrest in a special -reception, his colleagues held two concerts in his support and launched a flash mob #Idraknevraneg; Some came to meet him from the special receiver.
Having freed himself, Mirzalizade thanked friends, colleagues and lawyer and asked for forgiveness from those who hit this situation: "Let's live together and move on."
After the arrest of Idrak, from the Channel "Stalldap-Club #1", the record of his last solo concert disappeared, the constant spectator of the comedian told Mediazone. It became unpleasant that these people simply laugh, and you should read 20 volumes to present them? No, you can just rot them for their appearance, just laugh openly. I think Putin Sechin allows everything, simply because Putin does not want him to be next to him for a long time. Sechin comes in and Putin is like this: "All-all, you can, just go."
The Ministry of Internal Affairs refers to the law on the law on the procedure for entering Russia and departure from it, which allows you to declare a foreigner to be undesirable in Russia-“for security reasons”, or because of the threat of public order or health of people. “[Such a decision is made] in order to protect the foundations of the constitutional system, morality, rights and legitimate interests of other persons,” the document says. The decision is not adopted by the court, but by the executive authorities -, the Ministry of Internal Affairs, the FSB, the Ministry of Justice or Rospotrebnadzor.
Petersburgsky Olga Zeitlina explains that the Ministry of Justice forbids foreigners to live in Russia due to grave or especially serious crimes-as a rule, the decision is made after a person is freed from the colony. Who else was recognized as "undesirable"
One of the first resonant applications of this law occurred in 2007. Then the FSB forbade the entry of The New Times by the correspondent Natalya Morar - she was not allowed into the country at border control at Sheremetyevo Airport. Under the same article, for five years, musicians from the Bloodhound Gang group were banned for five years after, during a performance in Odessa, the bassist put the Russian flag into his pants, and then threw it into the crowd. In 2016, the deputy of the Verkhovna Rada of Ukraine Irina Gerashchenko, who wanted to go to the court in the case of Nadezhda Savchenko, was not allowed to go to Russia.

One of the latest applications of the law is the ban on entering the territory of Russia for a period of 50 years by the Kazakhstan blogger Kuatu Akhmetov, who shot videos, in which he aggressively demanded from people to speak with him not in Russian, but in the Kazakh language. Against the backdrop of a scandal with Akhmetov, State Duma deputy Alexander Khinshtein said that United Russia is preparing a bill to ban the entrance to Russia “Russophobes and Nazi lasts”. Why another law is needed, Khinshtein did not explain.
The security forces enjoy the right to declare foreigners “undesirable” not only in scandalous cases: for example, in 2016, three Turkish students of MEPhI were expelled from Russia. There is no statistics on the application of this law in the public domain; Cases of recognition by “undesirable” isolated, says Ceitlin’s lawyer, based on his practice.
After receiving this status, a foreigner must leave Russia in three days, otherwise it will be forced forcibly. Zeitlina says that such a deportation is not slowed down: the decision is not made by the court, and it comes into force immediately; It can be appealed, but the complaint will be considered a post -fact.
