In Primorye, before the elections, the campaign banner of candidates from the Communist Party was removed, and the vacant area was given to the charity fund collecting funds for butterfly children. And only until September 22. The main opponents of the current government were in a disadvantage - after all, to be “against sick children” meanly (you can’t argue here). But who, in fact, is against whom in this story?

Five percent of charity

It is worth a reservation right away: the Communists have problems with the placement of “big” advertising in Vladivostok. Only one company agrees to take banners from the Primorsky Communist Party of the Communist Party - Galli Service, the current deputy of the regional legislative assembly and the candidate for the State Duma Artem Samsonov told about this. In his posts on social networks, he noticed that if the city hall and United Russia were interested in the fate of a sick child, "they would not have closed the clinic closest to this banner and did not force people to go to the clinic to Cheremukhovaya and quietly." Logic, of course, is lame, but the message is clear.

The advertising shield at the intersection of Sakhalinskaya and Borisenko in the Pervomaisky district of Vladivostok was made by the “corner”. That is, there are two banners, and both are the Communist Party. On one simply the party logo and the call to come to the 19th elections, he remained hanging. On the other, the faces, in fact, is Artem Samsonov and Gennady Shulgi. The latter is a well -known blogger in the city, author and editor of the popular opposition channel NewsBox24. A riot police and eshniks came to Shulga after the January rallies, put it on the floor, tightly intimidating the whole family (the video “accidentally” got into the network). Both (both Samsonov and Shulga) are well -known people in the city, and their political opponents have real fears that they will win even in the absence of a large financial resource.

The Communists paid for this banner 3x6 meters back in July. Then they filed a complaint for illegal agitation. They decided to remove the banner, not to take risks - they moved to August. In August, he was also removed, even the money has not yet been returned.

But they removed it for a reason, but with imagination. On the ninth of August, the administration of Vladivostok - we quote a letter to the head of the Office and Information Department of Tatyana Shakhovaya Director of the Vladivostok branch of Galeri Service Andrei Lepikov - “The Non -Profit Organization“ Keys from the Heart ”turned to assist in the placement of ... information on the collection of funds for the treatment of a child with a rare genetic disease.” In NGOs, they asked not just a banner, but a given specific one.

Why this particular, already occupied by the Communists, and not any other (and at least not the second banner on the same design!), The letter is not specified.

And why exactly for such terms - until September 22? What will fundamentally change if the banner hangs after the election?

But it is reminded that according to the Federal Law “On Advertising” the distributor should give 5% per annum for social advertising. Note that 5% is not so much, but social advertising is just a dime a dozen. Here you “fasten the belt”, and “Victory Day”, and “throw garbage into the urn” ... So “volumes” are selected, as a rule, ahead of time. Unfortunately, the administration of Vladivostok did not answer the question of whether these places are often occupied by charitable funds on their own initiative.

Pressed on feelings

It is clear that such a situation caused a storm of indignation among members of the Communist Party, which they began to splash out “in a public” - videos, social networks, even on the debate of Samsonov spoke out. And the enemies need that.

The other day, the federal media began to publish publications, which reports that the Communistes “did not arrange a banner of the charity fund, which collects money for the treatment of children with the“ butterfly ”syndrome. There are only 17 people like her in Primorye.

And who is “on the other side”, according to the “journalists”? Samsonov 10-15 years ago, in his youth, was glorious by shocking behavior, so his pictures remained on the network: he kisses a man jokingly, then runs along some embankment in a looting bandage, then he was photographed naked at the resort. These personnel seem to be stored in some separate safe for each United Russia and are carefully taken out of there before the elections.

On whose initiative is a banner hanged?

Follow your hands. The application for the banner was submitted by the non -profit organization “Keys from the heart”. It is registered on 13.07.2021 - that is, a little less than two months ago. And she has already received such a royal gift from the administration (we note that unofficially many funds can say that they turned, but they did not find a free place). Legal address: st. Svetlana Gorkovenko is also known in the region - she was the founder of the Save Life Foundation, a member of the Council of “Mother of Russia” in Vladivostok.

The “keys to the heart” themselves turned to the administration or did someone ask them? Answers to this question vary. For example, the same Artem Samsonov, in a letter to the mayor Konstantin Shestakov on August 12, declares: “... as it became known, NPO“ keys to the heart ”in the city administration with a request to place their social banner did not apply. On the contrary, they called from the administration and offered free placement on the advertising structure. ”

Be that as it may, three days after the formation of the Foundation Glkovenko turned to the Office of outdoor advertising with a request for help. Strictly speaking, then there was not a word about the banner in the letter. It was only about charitable events and abstract support. The letter states: “In the summer, the disease is very aggravated, for living without severe pain it takes about a million rubles a month for medicines and bandages to one patient. In the Primorsky Territory, unfortunately, such people do not receive any support from health care. ”

But how to give money?

I arrived at the place where the banner was placed. On a large yellow panel - a photo of a child, a slogan “Help fly”, a phone number. From above - the names of two charitable foundations. Why do you need a second, "happy children"? They have existed for a long time and work with “butterflies”, providing reporting on the site. In general, not some kind of one-day company. And their reputation, if anything, will not risk either. Donations are collected on their account by a QR code below. There is also a number for SMS. 3434. It is necessary to send a message to him with the text “Payment to fly”. What will happen, how much money will be written off, the advertisement is not indicated.

I send two messages to the specified number. Nothing happens. I send SMS again. Nothing happens again.

The candidate for deputies Gennady Shulga is sure: the administration "hunts" specifically for his agitmaterials.

- None of the Communists have problems, and my advertisement, in principle, should not hang in the Pervomaisky district. We offered them to pick up any of the caperaffer banners that hang on the quiet, there are still two. But no, it was mine. In the same way - next to the billion Bannerov Andreichenko (candidate for the State Duma for the Vladivostok single -mandate district from the LDPR) and Shcherbakov (candidate from United Russia). They were not touched either. The city administration behaves very meanly, hiding behind sick children.

Shulga called the organization “Keys from the Heart” on the phone number indicated on the banner. I asked about the application for the banner. Judging by the conversation, the philanthropists were simply set up and pulled into a scandal ...

“Our organization helps public charitable organizations,” Svetlana Gorkenko explained on the phone. -Why are children “butterflies”? This is a disease in the region, which is not provided by the state at all. Therefore, I would like to pay attention to the problem and the collection of money for these children.

According to our interlocutor, the organization itself did not choose the location of the banner. And its representatives were not even told where what would be placed.

Another candidate, Artem Samsonov, addressed the Minister of Health of Primorye Anastasia Khudchenko in order to find out what medical care the children from the state receive and how many doctors who specialize in such a disease.

- Children suffer, suffer and do not receive any support from the state. We turned to the Ministry of Health in order to help them. And our state, instead of helping Lina, paying her everything, spends money to hang these banners.

The Happy Children Foundation did not pick up the phone. The director of the NPO Svetlana Aglakomlanova spoke about the situation earlier: “It is stupid to interfere with sick children who live in torment, in such nonsense. This is very low and mean. ”
