The Moscow City Court considered an appeal against a fine to Inna Kholodtsova, a participant in the rally with the inscription “Putin Voo” in millet, overturned the decision of the previous court and dismissed the case. This was reported by her lawyer, OVD-Info lawyer Alexander Lokhmutov.

In August 2020, Kholodtsova, along with four other activists , was detained on Manezhnaya Square when they tried to make the phrase “Putin voo” out of bird food. Protocols were drawn up against all the detainees under the article on violation of the rules for participation in public actions (part 5 of article 20.2 of the Code of Administrative Offenses). On March 1, the Tverskoy Court fined Kholodtsova 10,000 rubles.

During the appeal, the lawyer noted that when drawing up the report, Kholodtsova was not charged with violating specific rules for the procedure for holding a rally, referring only to the federal law as a whole. In addition, the report was drawn up by two different police officers, although there should have been one. The Moscow City Court overturned the decision of the Tverskoy Court for lack of evidence and dismissed the case.

After the arrest of the ex-governor of the Khabarovsk Territory, Sergei Furgal, in July 2020, residents of Khabarovsk and other cities began to come out to various protests. A significant part of these protests took the form of "feeding pigeons" actions, activists often used millet for this.
