The most protest region of Russia is preparing to send Mikhail Degtyarev to the second round

Khabarovsk protests - perhaps the longest and most massive in the history of Putin's Russia - so scared the Kremlin that the candidates were sifted especially carefully. There were not even more or less opposition candidates in the elections of all levels, and a magnificent trio was put up against Degtyarev: the husband of his spokeswoman, leading Channel One and an unknown entrepreneur. The Khabarovsk protest is preparing to vote for any candidate, except Degtyarev, in the hope that instead of the second round the vote will simply be canceled. In this situation, the special correspondent of Novaya Gazeta, Ilya Azar, decided to talk about the material about the “election” only with those Khabarovsk politicians who were not allowed to elections before the elections, including with the son of ex-governor Sergei Furgal Anton.

In the summer of 2021, the inhabitants of Khabarovsk again began to go out on the streets of the city every day and demand the return of the ex-governor of the Khabarovsk Territory Sergey Furgal from the Moscow pre-trial detention center home. Dissatisfaction with his shiftman Mikhail Degtyarev and the federal center for many citizens remains, but the scope of protest is not the same yet: two groups of supporters of Furgal come out every evening in two places of the city - on Komsomolskaya Square and at the Druzhba cinema. They observe regional coronavirus restrictions (this is not Moscow for you, so here you can calmly picket as much as 10 people), and police officers on duty nearby do not touch them.

The atmosphere is chamber. On Komsomolskaya Square, people hold the Degtyarev poster, go to the bathhouse, portraits of Sergey Furgal and the flags of the Khabarovsk Territory, they quietly communicate with each other, several streamers are broadcasting. The gathered do not chant slogans, and indeed come to life only when a jeep with stickers about Sergey Furgal passes around the square a couple of times.

The most persistent participants in these pickets are the heroes of the previous publications of Novaya Gazeta about the Khabarovsk protest Marina Beletskaya and Sigmund Khudyakov , who comes to the square with the image of either Boris Nemtsov, then Alexei Navalny.

With protesters, random (or perhaps not very) passers-by still enter verbal skirmishes.

- I don't need a Furgal! - proudly says a woman, standing close to Beletskaya.

- Why then are you standing here? - Beletskaya bristles.

- I want to say on camera that I am a Putinist! I believe that he leads foreign policy correctly, we began to behave aggressively, and when they beat us on the right cheek, we are not going to substitute the left.

“He is not the president, he violates the Constitution,” says Beletskaya, but her interlocutor answers maliciously: “Try, remove Putin and see what will happen!”

“It will be great,” all protesters answer her in unison.

The main candidate of the rebellious Khabarovsk in this election was to become Anton Furgal , the son of the ex-governor beloved by all. He decided to run for the State Duma in the same single -mandate district, where his father was previously elected, and the phrase “son for his father” was the main slogan of his campaign. Furgal, on the advice of the parent, decided to go by a self -nominee and collect signatures , but was not expected not to be registered .

Now, according to Furgal, he will take care of party and will become the coordinator of the Freedom and Justice Party (RPSS) in the Far East. Although the party is considered to be a Kremlin project to reveal the votes from the Communist Party, in the Khabarovsk Territory, protesters trust her: according to its federal list, there is a popular maximum of the regional Duma Maxim Kukushkin. According to Anton Furgal, the new party owner Konstantin Rykov (ex-deputy of the State Duma from United Russia and a pro-government media manager) from the very beginning helped his father.

Anton Furgal:

- Everyone told me that I would not have time to collect signatures, but we have no one from the opposition [in Khabarovsk], and we collected 20 thousand in three weeks. This is a stunning result. I had 40 points of the collection of signatures, people learned about addresses through social networks and walked themselves. Then the signatures rejected the FMS, but who then these people who signed? I understood that the chances are 50 to 50, but hoped for some prudence. While I [lawless] I did not encounter this, I did not think that we had so rotten so much.

My main idea is to help my father to return home, and I do not need anything else. If I were told to withdraw my candidacy in exchange for the liberation of my father, I would immediately agree.

Father always raised the authority of Vladimir Vladimirovich. As Putin speaks at his meetings about the fight against corruption, so Furgal at the first meeting said to the officials: “Guys, no one has been stealing from this day, I will close you all the gray schemes.” He looked at their reaction and added: “I know you think that I am here for a short while. But while I am here, it will be just like that. ” It was his fundamental policy, he told me since childhood: “Anton, if you decide to go to the deputies, you must understand that you are not going to earn there, but work.”

He lowered his salary several times, and the salary of ministers and other officials depends on it, that is, they also fell from them. He forbade flights with a business class, began checking the entire property-for example, on the balance sheet of the administration there was a ski base, but in its place were a cottage and a bathhouse contained from the budget. There were a lot of unfinished ones in the Khabarovsk Territory, the father of all problematic developers called and said: “I give several months to hand over all your objects, otherwise we attract the prosecutor's office and we will finish the objects from the budget.” And all construction sites earned.

Nothing was done before him, there were no changes in the region, and in a year he showed that everything could be changed, began to show his work, and people fell in love. He was and remains a simple person, everything was simple in his family, and in our family it was always simple. If other governors are detained with golden toilets and billions of cash, then we did not have this in the family.

The current government does not like honest people, because they do not do [only] what they were told from above, they do for people. And Degtyarev began the politics incorrectly, it was possible to listen to people, because they demanded quite a bit, it was possible to reassure the situation, just returning his father home - for example, on the condition that he would not go into politics.

If Degtyarev does not win these elections, then a more adequate acting will come, and if Degtyarev is chosen, then [protests] will be again in July last year.

The former speaker of the City Duma of Khabarovsk Mikhail Sidorov was going to go to the State Duma. The participants of the Khabarovsk protests last year made many claims of the LDPR, which in the elections in 2019 won a stunning victory , completely seizing power in the region. However, after the arrest of the van, the deputies of the LDPR, who were obliged to him by the favor of voters, were in no hurry to join the indignant people, and many even swore allegiance to Putin's messenger Mikhail Degtyarev.

But not Sidorov. In November, he, along with 16 deputies, announced his withdrawal from the LDPR, for which he was deprived of the speaker’s post in the spring of 2021. In addition to him, only senators Sergey Non-Minhnyakov and Elena Greshnyakova are still loyal to the politicians actively active in the region.

Mikhail Sidorov:

- I was offered to run for a “growth party”, because I used to be an entrepreneur, and the regional printing house, which was in a bankrupt state, withdrew from a difficult financial situation without the help of the government of the Khabarovsk Territory. I agreed to go to the 69th district, collected documents in an emergency mode, and everything would be fine until the moment the leadership of the domestic policy of the Khabarovsk Territory found out about nomination. After that, I was told in the party that there are certain difficulties, and then I did not find myself in the list of registered candidates.

It did not become a shock to me. I did not have a dream to get into the State Duma, I actually wanted to help my comrades nominate a worthy and decent candidate, supporter of Sergey Ivanovich, to the post of governor of the Khabarovsk Territory. We talked with various parties, at first everyone rejoiced that they would have a worthy candidate who had huge chances to win, but when it reached curators from the Kremlin, all parties flatly refused further work. For example, the Rodina party and the Green Party. In the end, everyone merged.

To date, there are three spoilers in the elections, unknown to anyone, but they are already afraid of these people. Their calculation is that people will say that we will vote for Degtyarev because we know him at least - he will not climb out of the TVs - or we won’t go to these elections at all, because there is no one to vote for.

I am not an extremist, I am against bloody revolutions, but I am for honest elections, and these elections are held dishonestly. And I wage a war in the framework of my capabilities to prevent the dishonest result of the elections. There is a chance that if Degtyarev does not win the first round, then the second round may not be, because they will appoint a new acting and everything will begin again.

To remain the chairman of the City Duma, I needed to swear to Degtyarev and renounce the vangal, not to mention him anywhere,

Praise only Degtyarev, set joint photos. It was an ultimatum from the acting side. I can’t renounce the vangal, because it was thanks to this person that I became what I am now.

[After the arrest of Furgal], the team immediately came from Zhirinovsky that we are doing everything possible in the legal field to help Furgal, but we do not visit any rallies. Zhirinovsky then tried to get into Lefortovo, made different statements, but, as we understood later, he simply created the appearance of support. Degtyarev arrived on a white horse, said that he was for a vang, but then honestly said that he would not engage in [his support]. Then we had some kind of dream, the hope that [upstairs] will figure it out, they will let the van on a recognizance not to leave, and then at the trial in Khabarovsk they will justify him. Already in October we realized that it would not be possible to work with these people, and wrote statements about withdrawing from the Liberal Democratic Party.

Leaving Degtyarev here is a very serious mistake by the presidential administration, they themselves drove themselves into a corner and do not know how to get out of there in order to get out of the water dry. He put himself incorrectly, he set up many people against himself, including his supporters. When he came here, my colleagues and I were his supporters, we thought that they should be one team. We believed that many issues in Khabarovsk did not resolve because of the mayor [from United Russia] Kravchuk, but Degtyarev said that we would in no case touch him because he would help us in the elections. And we did not understand how he would help, because if he stands next to Degtyarev, then he will only pull him down.

People who came from Moscow do not understand what is happening here. There are few promises of people. It is necessary to show the sincerity of the soul, to prove that a person is ready to sacrifice himself for the well -being of people, and Degtyarev at one meeting said: “I will walk around the Amur on the boat, and I need to buy four scooters so that people guard me accompanied.” You can work with such a crown in the UAE, and even then if you are Sheikh.

Now health care began to be buried in the Khabarovsk Territory: 16 the main doctors were fired after they called to the healthcare managers and the social bloc and said: “You need to do as we say, including purchasing such and such equipment from such and such a company.” The medical community is extremely displeased with this step.

I supported Putin for the first two terms, because the country was in a very difficult situation, and he held very serious events as an anti -crisis manager of a high -level. I extremely disagree with what is happening now, first of all, with economic policy. The competition today is absent in Russia, everything, in fact, is subordinated to the oligarchic clans. The authorities did everything possible to weaken power in the regions, all taxes go to the federal center, and our city of Khabarovsk from all taxes that it collects leaves 8%. We do not have enough money even to co -financing federal programs.

If Khabarovsk still moves somehow, then there is no money in other settlements at all, that is, our country is more and more deeply immersed in economic depression.

After United Russia was completely eliminated in the region, and the LDPR discredited itself with a reaction to the arrest of Furgal and Degtyarev’s personality, the Communist Party had every chance to seize power in the Khabarovsk Territory. But the Communists (as often happens with them) did not want to do this. From the very beginning, the Communist Party activists practically did not take part in the protests, and the deputy of the regional Duma Kukushkin, who was accepted, was excluded from the Communist Party in winter. The head of the regional committee of the Communist Party of the Communist Party, Peter Perevezentsev, the Motives of parting with the most famous communist of the region calls the muddy: “He broke off contractual lease obligations to lease our party premises.”

As a result, Perezentsev himself went to the governors, but could not even overcome the municipal filter, although everyone in Khabarovsk is sure that he really did not try. “Perezentsev has a hairy paw to the Party Central Committee. With the help of Blat, he defeated Kukushkin and agreed with Degtyarev. But even doing nothing, they can collect protest voices [in the elections to the State Duma], ”said Vorsin.

Peter Perevezentsev:

- United Russia in 2012 adopted a law on the municipal filter not in order to support the institution of election in the regions, but in order to get a tool with which it will be possible to surgically cut out certain candidates for governors, which it is actively doing over the past 10 years.

We are not newcomers, we collected this municipal filter more than once, and this time we collected almost 300 signatures instead of the necessary 175. And the Communists of them were only 146, about 60–70 are signatures of deputies from the LDPR, and the rest are from the deputies of United Russia. We could not comply with the geographical principle, because we concentrated in those areas where we did not have any hooks at all. And because of this, unfortunately, they missed the moment when at the beginning of the campaign [the authorities] they blocked five municipal regions, distributing all deputies between [other] parties.

I think that we would win in the first round, I think that 65 percent would be my support. I have no illusions about my own significance or greatness. After talking teams, I have huge doubts about the popularity of Degtyarev. And such a level of dissatisfaction with power not only in the Khabarovsk Territory, but throughout the Far East.

Today, the TV, federal channels and local media fully work out Degtyarev’s candidacy, create a favorable image. Yes, they can build a sports field and write [Degtyarev Slogan] “things are more important than words”, but this is not the level of the Khabarovsk Territory. As a party, we will call either to vote for anyone except Degtyarev, or pick up the ballot.

We did not participate in the protests, and today we see that these protests were not against the authorities and not for any better life, these were protests to support the van.

I believe that we did the right thing, that the van did not support or support.

This is some kind of phenomenon; I think that the grid was competently rebuilt, and people went out because they defended the right to the choice they made in 2018. In their understanding, they found the candidate who broke the traditional elected system, who was able to still win with United Russia. They were correctly explained that Furgal is a cool dude who would sell the yacht, although so far no one has passed it anywhere, who, being 15 years as a deputy of the State Duma, pretended to have only learned about school breakfasts ...

Now the protest has been stopped at 50 percent, because people should see some result, but it is not. An ordinary citizen who went, defending his choice, for these protests for several months, in the end, realized: Furgal in places of deprivation was sitting and sitting, prices both grew and rising, no one turned attention to the Khabarovsk region, people's lives improved. That is, why walk? From this mass of dissatisfied people, many say that it makes no sense to go to the polls, since nothing depends on us.

This in no way adds any points to the federal government, but this is exactly what power expects from people today. The installation is now about this: come with the entire administration consisting of 10 people, but no one else needs. History [with a van] showed that it is impossible to change the situation in the region, changing power in it, so today important elections are for us - to the State Duma, which determines the development vector for five years.

The authorities of the Khabarovsk Territory were so carried away by the “cleansing” of competitors that they did not register even a completely systemic Vladimir Chernyshov in the election of the governor. Он раньше работал с губернатором-единороссом Вячеславом Шпортом, а сейчас возглавляет газету «Молодой дальневосточник XXI века», входит в Народный совет при Дегтяреве и весьма лояльно к Дегтяреву относится. «За Чернышова действительно могли проголосовать — во всяком случае, он местный, знает территорию и ее проблемы», — считает хабаровский журналист Сергей Мингазов. Чернышов, впрочем, не очень расстроился.

Владимир Чернышов:

— Мои друзья стояли у истоков партии «Новые люди». Поскольку я себя ищу в чем-то, хочется какого-то движа, то они мне предложили баллотироваться в губернаторы. Я никогда не состоял ни в одной партии, и партийного билета «Новых людей» у меня нет. Я съездил на пару их крупных мероприятий, и оказалось, что это первая партия, из всех, которые я за свою жизнь видел, где у людей горели глаза. Они пошли по правильному пути: не стали привлекать в нее по административному принципу, а начали искать людей среди блогеров с нормальным количеством подписчиков, каких-то активных общественников с иногда даже яркими идеями.

Они меня заразили своей энергетикой, и я согласился. Как только я объявил о своем желании, многие муниципальные депутаты тут же написали мне сообщения в WhatsApp и выразили готовность помочь. И тогда я подумал, что подписи соберу, отдав контакты «Новым людям». Ни в какие договорняки с [властью] я не вступал, с прошлой осени я ни разу с Дегтяревым не разговаривал. Мне никто не мешал, и если бы я начал раньше сбор подписей, то наверняка бы их собрал, а так мне не хватило только двух подписей.

Мне кажется, что я могу быть губернатором как минимум не хуже [Дегтярева], а может быть, и лучше. Я хорошо знаю Хабаровский край, я здесь родился и бо́льшую часть жизни прожил. Я достаточно хорошо как журналист и как просто неравнодушный человек представляю, чем, как и почему здесь еще живут люди, какие у них проблемы, надежды и чаяния.

Но я человек системный и прекрасно осознаю и не скрываю, что у Дегтярева есть набор важных для управленца качеств. Я это сейчас говорю, не кривя душой. Есть у него и качества, которые я бы, например, подрихтовал. Он достаточно молодой и амбициозный человек, он рассматривает Хабаровский край как проект, думает, что если сможет успешно реализовать этот проект, то наберет себе политические дивиденды, так как его амбиции наверняка не ограничиваются губернаторством в Хабаровском крае. Я не питаю надежд, что он любит Хабаровский край всей душой и с рождения, но если он свой прагматический подход сможет реализовать, это будет хорошо для жителей Хабаровского края.

Хорошо бы Дегтярев смог выстроить диалог с федеральным центром так, чтобы тот шел на те условия, которые важны дальневосточникам, жителям Хабаровского края. Это касается и налоговых маневров определенных. Например, почему бы не выставить условия, чтобы резидентами СПВ и ТОСЭР можно было бы стать только при условии создания филиала с регистрацией здесь юридического лица? Почему не запустить в строй трансграничный переход на Большом Уссурийском острове? Мне непонятна тактика в сфере сельского хозяйства, которая существует сейчас. Основную субсидию будут получать коневоды, но у нас здесь разе кони — основа экономики? Давайте поддерживать небольшие предприятия в сфере сельского хозяйства, какие-то агростартапы.

Вы меня обвините в аффилированности с Дегтяревым, но мне кажется, он как та лягушка в банке с молоком, которая лапами взбивает сметану.

В Комсомольск-на-Амуре пришло три миллиарда на берегоукрепление и медицинский центр, будет строительство университетского кампуса, будут сносить бараки в городе. Объективно он за этот год сделал больше, чем Фургал за 2,5 года. А ведь центр предыдущему губернатору не отказывал бы в помощи, если бы тот хотя бы документы подавал на софинансирование.

Если говорить про негатив, то одна из важных проблем для Хабаровского края — это отсутствие социальных лифтов. Для края с небольшим населением в миллион триста тысяч человек формирование команды из местных — это очень значимо с точки зрения социальных лифтов, а боюсь, что мы сделаем крен в сторону формирования команды из разных регионов нашей страны, команды мастеров, профессионалов.

Я негативно отношусь не к протесту, ведь большинство участников пришли туда по доброй воле, честь им за это и хвала, а к организаторам процесса. Потому что это попытка легитимизировать промахи Фургала и создать из него образ страдальца за народ, что, на мой взгляд, несправедливо по отношению к тому же самому народу. Протест — это был эмоциональный акт, основанный не на рацио.

Связанных с Фургалом или протестом людей не пустили даже на муниципальные выборы. Станислав Зимин , известный в Хабаровске общественник, бывший член Народного совета при Дегтяреве, активно участвовал в протестах, был арестован в общей сложности на 10 суток и оштрафован на 250 тысяч рублей. Он собирался участвовать в довыборах на место в Гордуме Хабаровска. Поскольку для этого нужно собрать только 63 подписи, он их нотариально заверил, но это не помогло: в избиркоме недействительными признали все 100% подписей.

Станислав Зимин:

— Я выборами занимаюсь не первый день и выдвигаюсь тоже не первый раз, поэтому был к отказу морально готов и даже в суд не пошел. В свое время работал помощником у [экс-губернатора] Виктора Ишаева, и в управлении внутренней политики еще работают мои друзья, кого еще не сожрали. Еще за месяц до выборов мне позвонили и сказали: «Нам второй Бондаренко ( депутат КПРФ из Саратова. — «Новая» ) не нужен, поэтому ты хоть золотые подписи собери, мы тебя не пропустим».

У Ишаева я курировал строительную отрасль, потом зерноперерабатывающую промышленность, Мелькомбинатом занимался. Не скажу, что Ишаев — святой, но для края делал много, от москвичей защищал, чтобы здесь не было рейдерства. Когда пришел Дегтярев, меня избрали в его Народный совет, в котором есть как назначенцы, так и выборные члены. Я давно занимаюсь правозащитной деятельностью. В последнее время в парке «Динамо», природном памятнике, хотели поставить две «свечки», в питомнике имени Лукашова — коттеджи построить. Я попытался через Народный совет зайти и как-то помочь. После того как я доложил Дегтяреву, на «Динамо» остановили стройку.

Но потом в октябре произошел разгон протестующих, и я в тот же день написал сообщение, что не считаю нужным оставаться в Народном совете при действующей власти, хотя мне было жаль терять такой рычаг для помощи. This was not all over. Дегтярев, как мне доложили мои ребята из правительства края, сказал: «Зимина не исключать». И если посмотреть сайт правительства Хабаровского края, то я действующий член Народного совета, член комитета по экологии, и мне приходят оттуда письма.

Я голосовал за Сергея Ивановича Фургала в обоих турах, в нарушение партийной дисциплины, так как тогда состоял в КПРФ, но я знал, что Фургал имеет хоть какое-то понимание, как можно управлять регионом. В июле 2020 года мы возмутились, что нам опять дали в очередной раз пощечину, повязали [губернатора], как будто лидера ОПГ, и на митинг я сбежал прямо с пленума КПРФ. Я лично считаю — как человек, который и на совещаниях в правительстве бывал, — что если у нас есть избирательная система, то мы должны и выбирать, и отменять свой выбор одинаковым способом. Если губернатор утрачивает доверие, то не у Путина, а у народа на референдуме. Тем более юридических оснований для утраты доверия у Сергея Ивановича не было по закону — он не был осужден.

Сергею Ивановичу предложили лечь под Шпорта, но он не согласился, и Жириновский его поддержал. Тогда ему [в Кремле] сказали, что на выборах краевой Думы в 2019 году его задача — обеспечить 2/3 «Единой России», а получилось так, что 30 человек из 35 туда прошли из ЛДПР. Это и была та причина, из-за которой все произошло.

Мы вступились против беспредела. Красные там были, зеленые, какие угодно. Площадь и движение «Я/Мы Фургал» хороши тем, что они беспартийные. Там все — от националистов до либералов, и никто ни с кем ничего не делит. Прошлым летом я ходил на акции каждую субботу, иногда — по будням ( в ноябре его отправили под арест. — «Новая» ).

Дегтярев же на первом заседании Народного совета — а мы его до этого знать не знали и видеть не видели — сел посередине сцены, расставил ноги как царь и говорит: «Власть здесь — я, и эту власть мне дал Владимир Владимирович Путин». Короче, обозначил сразу, что мы здесь никто, а он здесь ставленник Бога на земле. Понравиться после этого очень сложно. С точки зрения логики власти могли пойти на уступки и получить себе много очков-бонусов, но они выбрали тактику выжигания протеста. Они перевели его из активной фазы в тлеющую стадию, но мы, люди, которые политикой занимаются, прекрасно знаем, что тлеющая стадия намного опаснее, чем любое открытое противостояние.

Потом Дегтярев притащил сюда свою команду, начал развалить медицину, увольнять главврачей, навязывать дорогое оборудование за откаты. В строительстве то же самое началось. Дел его, хотя я внимательно, под микроскопом все изучаю, я не вижу. Сергей Иванович того же Кравчука приземлял так, что тот ходил ниже плинтуса, а как приехал Дегтярев, тот расцвел, и начались опять точечные застройки, нападение на памятники природы, дорожный коллапс. Рыбы как не было, так и нет, лес как вывозился, так и вывозится. У нас все находится в стадии деградации. Если останется вот эта команда, то перспектив никаких: мы превратимся в Еврейскую автономную область № 2, то есть самый уничтоженный регион из самых уничтоженных.

У меня такое впечатление, что Дегтярев очень хочет обратно, ему просто не разрешает администрация президента.

Если Дегтярев выиграет в первом туре, то будут протесты, и я лично на них пойду. Народ тоже пойдет, но не знаю, в тех ли масштабах, как это было в том году. Все-таки сейчас мы с активистами с грустью вспоминаем те времена и задаем друг другу вопрос: а где все люди-то?

Экс-начальник хабаровского штаба Навального* Алексей Ворсин в 2020 году активно участвовал в митингах в поддержку Фургала, хоть и держался чуть в стороне от центрального ядра активистов. После того как власти взяли курс на точечные штрафы и аресты в отношении самых активных протестующих, Ворсин несколько раз сидел в спецприемнике за нарушение статьи 20.2 КоАП.

На суды в Хабаровске пускают трех слушателей (и в этом плане вам тут не Москва). Поддержать Ворсина пришла одна из активисток — рыжая женщина с большим значком с фотографией Фургала на груди. Она заботливо осматривает Ворсина — тот за полгода сидения дома совсем зарос.

— Когда стричься будешь, Алексей Батькович? She asks.

— В тюрьме подстригут, — не удерживается от мрачной шутки Ворсин и проходит в зал. Ответить на вопросы «Новой газеты» Ворсин отказался даже при условии их передачи в письменном виде через адвоката.

Зигмунд Худяков, завсегдатай пикета на Комсомольской площади, как и Зимин, настроен не слишком оптимистично:

— В условиях отсутствия нормальных кандидатов голосовать в Хабаровске готовы даже за табуретку. Главное — расшатать ситуацию и установить выборность власти, но я уверен, что выборы будут подделаны, и мы вряд ли что-то сможем сделать.

— А зачем вы тогда выходите на улицу?
