Good evening,

This is Meduza's daily newsletter about the most important thing that happened during the day. Traditionally, we start the letter with something good, but today's two main topics - the results of the elections to the State Duma and the attack on the university in Perm - do not allow this. Let's go straight to them.
If you missed our yesterday's stream about the voting results with the participation of Andrey Pertsev, Konstantin Gaaze and Vladislav Gorin, then watch it now - and be sure to subscribe to our YouTube channel .
The main clear results: United Russia retained its constitutional majority, the Communist Party of the Russian Federation significantly improved its result compared to the previous race, and the Liberal Democratic Party received one of the worst results in its history. In the Duma, for the first time since the transition to elections based on party lists, there will be a fifth faction - the "New People" of businessman Alexei Nechaev (a political force created clearly with the participation of the Kremlin). The main incomprehensible outcome is, of course, electronic voting, namely, its role in the final voting results. According to the CEC, all single-mandate constituencies in Moscow were won by candidates supported by the mayor's office, although until late Sunday night (that is, before online data was added to offline data), oppositionists were in the lead in many districts of the capital - sometimes even after counting 99% of the votes, as in the case of Anastasia Udaltsova.
“The guy walked down the street and fired at the checkpoint, and from the checkpoint to the building go 200 meters. We didn’t know what to do, and then he went into the corridor and started shooting. Everyone ran to their offices. There were so many shots, and they were so strong that we thought that many people attacked the university, but it turned out that there was only one,” Vitaly Prizyuk, editor-in-chief of the Perm State University magazine, told us. Read his story and the monologues of two other eyewitnesses to the attack.
Shpilkin has been downloading data from the CEC website for years to analyze it for anomalies in turnout and voting results. Many political scientists and just voters rely on Shpilkin's charts when assessing how high the level of falsification was. Meduza Special Correspondent Lilia Yapparova spoke with a researcher about the CEC's struggle with independent election analytics and the delay in publishing the results of electronic voting (which Shpilkin calls "absolute evil").
Associate Professor of Moscow State University Mikhail Lobanov was nominated to the State Duma in the Kuntsevsky district of Moscow from the Communist Party. On the morning of September 20, Lobanov was ahead of TV presenter Yevgeny Popov by 10.5 thousand votes. However, later the final results appeared, taking into account electronic voting. And everything has changed. As a result, Popov scored 35.17%, and Lobanov - 31.65%. Associate professor of Moscow State University has already stated that electronic voting "added" to the TV presenter "a gap of 20 thousand votes", and intends to protest against this. We talked with Lobanov about how the election campaign went in the district and what he plans to do with its results.
The movement of observers "Voice" * recorded more than five thousand possible violations in these elections. These are, in particular, attacks on observers, issuing pens with disappearing ink to voters, turning off surveillance cameras at polling stations. On the evening of September 19, counting of votes was suspended in many polling stations after calls from territorial election commissions. In Cheboksary, the chairman of the commission even ate a register with a list for home voting in order to hide the violation. Roman Udot, co-chairman of Golos, talks about these and other violations. Of course, Moscow also did not manage without discussing electronic voting.
* The movement is included in the register of unregistered public associations performing the functions of a "foreign agent".
