
Hundreds of buses from not recognized Donetsk and Lugansk republics from September 17 to 19 entered the Rostov region to bring new citizens of Russia to special polling stations, which were able to vote for one of the parties in the elections of the State Duma of the VIII convocation.
On the eve of the first day of the vote, the head of the “DPR” Denis Pushilin told Interfax that voters from an unrecognized republic on 825 buses and 12 trains would arrive in the Rostov Region on September 17-19 to take part in the elections of State Duma deputies. Especially for them, in several municipalities of the Rostov region - mainly along the border with Ukraine, 91 plots are opened, where any citizen of the Russian Federation who does not have registration in Russia can vote.
The first strings of specially numbered buses stretched to Taganrog, Gukovo, Krasny Sulin and Russian Donetsk early on the morning of September 17.

... Polling station No. 562 in Donetsk on Mira Avenue is located very well: large buses are parked next to the main square of the city, at the monument to the dead miners. After a friendly vote, a tall, large woman in a synthetic blouse and with a warlike pile on her head shouts menacingly:
- I said in Russian - no one diverges anywhere! Well, what kind of people are!
- And to the store? - The author of the question in the crowd cannot be seen.
- No shops! - commands the "pile."
The visitors gratefully hug hot plastic cups with coffee and choose a snack-in the foyer of the school, according to the old Soviet tradition, a mini-buffet is opened.
To talk, the editorial certificate has to be hidden. The young man seems to be the accompanying, on Baiga - the surname and name, which he also asks not to write. But he shows his passport “LPR” and says that he brought the next group from Lugansk Alchevsk.
- Yesterday it was the first, today I brought it, and tomorrow you. Well, how voluntarily ... these are, - Zhenya nods towards the passengers of the bus, - the city administration. They were ordered to go to vote in the Russian Federation, I have lists, and the lists were handed over to the border. Some themselves want to ride - why not.
The voters who voted dejectedly around the closed bus - a driver, also a Luhansk, ran to look for an ATM of Sberbank in the vicinity.
-We have no online payments. There are bank cards-their own, there is no CIV code on them, this is only for internal use. Who can - draw up Sberbian cards here in Russia, so that at least on the Internet you can use it, ”says Zhenya.

Until recently, Russian passports were issued to residents of the “LPR” and “DPR” according to a simplified scheme - this means that when receiving a passport, it was not necessary to have their own housing or an agreement with the owner of registration. But the lack of registration did not give them the right to receive social insurance card (SNILS), and without it, new citizens of Russia could not count on social benefits.
In the summer of 2021, the State Duma deputy from United Russia, Viktor Vodolatsky, said that over 600 thousand people received Russian passports in unrecognized republics.
Since June of this year, a large -scale campaign for the issuance of SNILS according to the same simplified scheme has been deployed in both “republics”. This allowed the residents of the LPR and the DPR to massively start accounts on the public services portal and take part in the vote remotely. In the Donetsk Republic alone, 256 plots were opened, in which specially trained employees “help” voters register and vote. In the "LPR" there are more than 150 such sites.
But not everyone manages to vote remotely - the system gives a “error”, some data does not coincide.
“For example, instead of the middle name, Pavlovich entered the system“ Pavlovna, ”says Zhenya. - And many like that. I heard the figure - 22,000 people will not be able to vote, and they will be taken by buses. Some themselves ask. But we are by order.
According to Zhenya, only he knows about 17 buses that are captured for residents of the 100,000th alchevsk.

-Last year, no one paid 20 thousand to my child’s child-we were second-class citizens, and this year-look! “It was necessary,” a young woman in a jeans suit says with a cigarette.

-According to the law, such citizens must vote according to a special procedure: the voter submits a passport, a member of the PEC takes it, calls him to TIK, they take it for some time to checked whether such a citizen is in other lists, and add him to the GAS system “Elections”. After that, permission is given, a person is given one ballot, and he can vote.
Here for each voter without registration is spent 5 minutes. They massively write statements for voting, receive a ballot, vote, and that’s all. Nobody calls anywhere. I don't understand, ”says the observer.

We go to the site together. We observe a few minutes - the picture is the same. To the question why, why, those who voted are not entered into the GAS system “Elections” immediately, the nervous chairman, stretching the mask, significantly rotates with his eyes and sends to the TIC.
TIK-nearby, we are accompanied by a one-year-old candidate Denis Chebotarev: members of the PECs and TIKs refuse to talk with journalists without accreditation of the regional election commission. The chairman of the Donetsk territorial election commission Anna Temnikova says that the law does not violate: he wears a mask, visitors from the “LPR” and “DPR” issues ballots only for voting on a party list.
- And when do you bring these people to the lists of GAS “Elections” so that there is no double and triple voting?
“We see the workload, which,” she nods at the bus standing outside the window. - They (members of the PEC) make lists during the day and transfer to “Gasa” to transfer to other territories.
- And yesterday how many such lists did you transfer?
- Well, some were transmitted yesterday.
On the majority of clarifying questions, the chairman of the TIC also either silently shrugs, or turns his head, or stubbornly looks point -blank through fogging glasses. The atmosphere is nervous.

After about 20 minutes with the elections, it is all returned to the bus.

According to the head of the election commission of the Rostov region Andrei Burov, in the elections to the State Duma
United Russia confidently won, 52% of voters voted for it.
In second place in the Communist Party - 20%,
On the third - LDPR (7%).
The turnout in the elections exceeded 50%.
In electronic voting in United Russia in the Rostov region, the results are better. In total, according to the DEG website, 301.9 thousand people registered in the Federal District for electronic voting, and 277.8 thousand RIA Novosti reports that it reports that

In the election of deputies of the State Duma - about 50 thousand Russians from the unrecognized Lugansk and Donetsk people's republics were able to vote in the Rostov region. This was announced at a press conference following the results of the vote by the head of the regional election commission Andrei Burov. According to him, 162 thousand inhabitants of Ukrainian Donbass registered to participate in electronic voting on the DEG website. Of these, about 150 thousand - more than 93%took part in the vote.
Earlier, the DPR authorities reported that 256 plots were opened in the republic in which citizens of the Russian Federation helped register on the public services website and gain access to remote voting. More than 150 similar sites were opened in the "LPR". Especially for this summer of this year, a campaign was deployed in the republics to issue certificates of social insurance - SNILS. Earlier, residents of unrecognized republics receiving Russian passports in a simplified manner could issue SNILS only after receiving registration in one of the regions of the Russian Federation. Especially for the elections, this procedure was simplified. For those who, for whatever reason, could not take part in remote voting, the authorities of the republics organized a massive supply to the territory of the Rostov region. The residents of Ordlo voted in a specially open 91st section located mainly along the border with Ukraine. Residents without registration on the territory of the Russian Federation could vote only on single -member lists.
According to the results of the elections on September 17-19 in the Rostov Region, the United Russia party won the election - 663,582 voters voted for it, this amounted to 52% of the number of real ballots.
