In some areas in St. Petersburg, the elections were held without violations. But the results were far from reality

At the PEC No. 1616 in the Petrograd district, where the candidate from the Yabloko party Boris Vishnevsky competed in the elections to the State Duma with the vice-speaker of the city parliament with a member of the United Russia, Sergei Solovyov, apparently, according to the final protocol, gained only two votes.

“I was terribly surprised to see that in the site No. 1616, where my husband and I voted by registration, completely monstrous results,” said the “new” VIK No. 1616, Alexander Buzakova. - Vishnevsky has two voices, and a crazy number of votes, about 1700, and Solovyov. Two are at least my husband and I voted behind Vishnevsky. It turns out that none of all our houses gave his voice to him? "

Alexandra herself worked as an observer in this campaign in the neighboring section No. 1614. There, according to the girl, an excellent commission worked, everything went wonderful. How people voted, so everything was in the GAS “Elections” and was listed. No complaints. Boris Vishnevsky won at the PEC No. 1614. And on the site through two houses a complete failure?

Buzakova did not believe in it and began to check. I talked with my neighbors. Among them found several people who voted behind Vishnevsky. Then she posted a post in the group "Petrograd Diaspora" on Facebook. In the comments to the post, about two dozen people responded, at the PEC No. 1616 cast their votes over Vishnevsky. Some of them photographed their ballots.

“It became obvious to me that on the PEC No. 1616 falsification was committed,” says Alexandra. - From September 17, observers were constantly on duty there, they led a stream.

But at the end of the vote, observers were removed from the site. They stated that they violate public order, although they did not violate anything. ”

"New" found observers who worked on this site. According to them, no problems arose throughout three days of voting. Unlike observers on other weekends, neither “carousel” nor provocateurs did not find here, they did not fix the stuffing. Members of the commission, according to observers, did not behave suspiciously.

“But when the counting of votes began, at the end of the voting on the last day, the chairman of the PEC No. 1616 Nadezhda Guseva announced that they intend to parallel to extinguish the ballots for the election in the SKS and count the number of voters who voted in the State Duma elections,” says Ekaterina Romante, who represented the observers of St. Petersburg. “We tried to prevent this.” Because, firstly, it is impossible to control. Secondly, according to the law, members of the commission do not have the right to work simultaneously with both voter accounting books and with ballots. They did not allow books of accounting at all. ”

Then the observers turned to the police. They called the number “112” and reported that the procedure for voting was violated at the PEC No. 1616. However, there they did not react to this signal. But they reacted to another.

“After some time,” Catherine continues, “the chairman of the commission called the police. She filed a statement that we are allegedly trying to photograph the passport data of voters, which are contained in the books of accounting, and supposedly we will impede the calculation of the votes and the work of the election commission. A police outfit arrived. We were not allowed to get acquainted with the statement.

We were detained under the pretext that police officers are obliged to respond to a complaint. They can react, in their opinion, only by detention. ”

In addition to Ekaterina Romanus, to the 18th police department delivered members of the commissions with the right of the advisory vote Pavel Tsayukov (PEC No. 1616) and Anastasia Shishlov (TIK No. 18).

“According to our assumptions,” the observers say, “there were neither stuffing nor“ carousel ”on the PEC-1616, since it was immediately planned at the end of the vote simply to not let anyone find out how much the person voted. And in the end, just enter the protocol numbers that are not related to any real estimates. Precisely because it was originally supposed to do this, for three days we had no conflicts with the commission. ”

The forgery on the site No. 1616 was revealed due to the excessive impudence of the members of the commission: if, on the contrary of the surname Vishnevsky, there was a number 25, and not 2, it was likely that no one would be indignant. But the result is 100 times less than in neighboring areas - this is too much.

According to Irina Fatyanova, ex-head of the St. Petersburg headquarters Alexei Navalny ( recognized in the Russian Federation an extremist organization and was liquidated in 2021.-Ed. ) , About 30 observers and members of commissions were removed from polling stations on the night of September 19 in the Petrograd district. The reasons for the elimination in all cases were far -fetched, but now you can guess why it was needed.

On September 21, “Observers of St. Petersburg” reported that the VIK-49 protocol for the constituency No. 216 (also Petrogradsky district) was fully rewritten in the elections to the State Duma of the Russian Federation.

According to the data entered in the GAS "Elections", the candidate Sergey Solovyov has a result of 558 votes, and in the PEC Protocol of the Weik-49-208.

But Boris Lazarevich has 33 votes in GAS “Elections”, and 177 in the paper protocol. Distant data on votes and other candidates. A member of the UIK-49 decisive vote, Alexander Bagyshov on September 21 sent a complaint to the district election commission demanding to check the voting results.

A similar method of falsification was also used in other areas of the city. As Elizaveta Agamalyan, members of the UIK-572, told the “new” press secretary of the Petersburg branch of "Fair Russia", several hundred votes from Mikhail Amosov took away in the Kalinin district and handed them to "United Russia" to Dmitry Vasiliev.

According to the testimonies of the commission of the UIK-572 decisive vote from the Just Russia party, over the past five minutes before the end of the vote count, having deleted observers, the commission chairman of Elizaveta Ugarov and the secretary of Valery Markov completely rewritten the results of the vote count for the city legislative assembly in the single-mandate district. Initially, 395 votes for Amosov and 132 were exposed to estimates for Vasiliev. In the new form of the PEC employee, the numbers changed the numbers: 523 - at Vasiliev and 150 - at Amosov.

On September 20, the Social Revolutionaries sent complaints to the central and city election commissions about the actions of the PEC No. 572, where arbitrary figures were included in the protocols that had nothing to do with the results of manual calculation.
