Russia in the “Covid” list of the world, approved by the French Ministry of Internal Affairs is in the “Red Zone” in connection with the high risk of the spread of the Covid-19, and the retreats provided to France to deputies and senators from the Russian Federation are associated with the respectful reason for their arrival and allow simplified requirements for quarantine and self-insulation. But only in the halls of meetings and in the hotel.

A separate problem that gave rise to this scandal is a protracted process of certification of the “satellite V” by the European Agency for Medicines (EMA) and, accordingly, the non -recognition of the Russian vaccine in the EU countries. But this is no longer a question for the Council of Europe and not even to the French Ministry of Internal Affairs.
The autumn session PACE should take place in a hybrid format. That is, delegations will not be presented in full force. In the center of the agenda - reports on environmental protection and climate change. The fact that their decision will require a broader democratic participation, changes in criminal and civil liability and a greater support to the rule of law. There will be debates about the consequences of the conflict between Armenia and Azerbaijan, about the situation in Afghanistan and its consequences for Europe.

I don’t know what was more upset by Russian delegates to PACE, led by Peter Tolstoy, the next attack of tireless and inventive Russophobes or the inability to buy at the Strasbourg Gallerie Lafayette and walk around the city cafe. Of course, it is unpleasant to move between the hotel and the hall of the meetings and feel like a limitedly suitable outcast, but what to do: Russia in the Red Zone, and the “satellite V” has not yet been recognized as a European agency, or even WHO. The fact is sad, but, alas, the All -European (and not only French at all), but legally insurmountable.
By the way, I have repeatedly heard from the high -ranking diplomats of several European countries (including France, Germany, as well as the Baltic countries) that they also did not like the situation with the lack of mutual recognition of vaccines. At the same time, they cannot understand why the Russian side cannot provide the EMA in full the documentation that this agency is necessary in order to certify, finally, this is generally recognized as a high -quality “satellite” and at least partially establish people's exchange - to begin with vaccinated - between Russia and Europe. All vaccinated, and not just delegates and other VIPs-the rules are one for everyone.

Peter Tolstoy walked on the advice of Europe, which would not press sufficient force on France, and through the authors of the “Russophobic resolutions” from Ukraine and the Baltic countries, which, unlike Russians to Strasbourg, will be launched in full. Moreover, Ukraine, as, indeed, Turkey, also, they say, in the “red zone” (though they are vaccinated by certified Pfizer). The State Duma speaker also intervened, which expressed doubt about the advisability of the Russian delegation to the PACE session in such a situation. He revealed Western intrigues, suggesting that the non -recognition of the Russian vaccine is a reflection of the desire of Western countries to "lobby for the product of large pharmaceutical companies - American and European." And, of course, not a word about problems with documentation on the Russian side. So clearer - they do not love us and are dirty, wherever possible.
The head of the Russian delegation, Petr Tolstoy, accepted the signal and eventually stated that the delegation would not go to Strasbourg, but would follow the meetings “remotely”. Well, at least so - everything is better than once again clapping the door. But documents for certification for our servants of the people would still be worth it. And then we knit-collections, but we can’t really go to Europe without quarantine. It's a shame.
