
In the regional party lists that have already passed elections to the State Duma, the so -called "steam locomotives" again headed, which now massively abandon the deputy mandates. There is no great sensation - this is a common practice, when party “steam locomotives” - the first persons of party science in the parliamentary elections - then do not go to the deputies, preferring to stay in their previous positions. Especially if the positions are solid - ministerial or governor.
The “steam” technology is considered legal, but, in fact, it can be confidently called deceit, since the votor does not know who in fact the mandate will get. Indeed, in case of refusal of the chosen deputy from the mandate - more and more often people fall into the authorities, for whom no one personally voted.
It is precisely the "United Russia" party who uses the "engine" technology "most actively. And the past elections were no exception. So from the party list of this party, 66 people refused to take deputy mandates. This is more than half of those who went to the Duma according to the list from this party. Alexander Tsybulsky, heading the party list of EP in the Arkhangelsk region, among them. And four people from the first "five" of the federal party list - Shoigu, Lavrov, Protsenko and Shmelev - also did not become deputies.
So - they offer to vote for some, and completely different are sitting in the Duma. Which no one chose.
