The president personally reformatting the Russian school. Why prepare for students and teachers?

At the end of September, the official website of the President of Russia Kremlin.ru introduced Russians to the new initiatives of Vladimir Putin in the field of education - his instructions to the government. The president suggested less to children at home and turn the “Teacher of the Year” contest into a television show. What else to wait for schools.

The presidential instructions following the results of the education were officially published only a month after the meeting itself, which took place on August 25 before the start of the school year.

At the meeting, the president clearly outlined his vision of the Russian school. He vividly described what it should be: “In order for the development of the school, its arrangement was a common thing, so that an interesting life was in full swing in updated schools, student self -government develops, those circles, sports sections and studios that are organized, first of all, are working, first of all, at the request of the children and on the proposals of parents, so that teachers support children and actively participate in such projects.”

The school, according to him, should become a “second home” for children. What is needed for this, according to the head of state? Firstly, it should be a full-day school, where children have many circles and sections. The Ministry of Office, the Russian movement of schoolchildren and the “Big Change” movement in this regard is proposed to analyze the experience of the most exciting extracurricular activity in order to introduce it into the practice of education advisers.

These advisers-either counselors, or commissors, or commissars-have already begun work in experimentally in ten regions of the country. The president said about education advisers: “Such experts should rely on civilian, patriotic values ​​uniting all of us, on the historical heritage of our peoples”, however, making a reservation that we have many different peoples and this must be taken into account.

Where will such specialists get? Through participation in the competition "Childhood Navigators" of the Russian movement of schoolchildren; One of the presidential instructions requires “proposals for its further conduct to create a personnel reserve of specialists engaged in educational activities.”

Less housekeeper

The full day school should become a kind of center for the district: in the evenings, judging by the presidential assignments, circles and sections for adults will work in it. She will not only be enthusiastic about children with sports and military-patriotic exercises with the participation of education advisers, but also help them do homework. At the same time, there should be much less homework, the president believes, and, I believe, Russian schoolchildren and their parents completely agree with him.

The Ministry of Education is given the task of “working out the issue and ensure the reduction in the number of control and verification work in general education organizations, taking into account the need to ensure the methodically justified regime for knowledge control and the relevance of tasks of monitoring the quality of education”, as well as analyze the amount of educational and extracurricular load of schoolchildren, calculate the time necessary for the performance of homework, and give proposals to optimize the load. On the one hand, teachers seem to be happy: they finally spoke at the federal level about what has long been worried.

Or maybe they will cancel the useless all -Russian verification work to anyone and hated by everyone? Maybe they will save us from meaningless final composition and final interview, from diagnostic work?

Most likely, indeed, centralized diagnostic works and VPR will remain as necessary for “monitoring the quality of education”. And from teachers they will simply demand not to set homesh - while continuing to demand the development of the program in full. The president said that the school should give children “fundamental knowledge”. It seems that no one is going to revise state standards (GOSOS) in order to reduce the volume of incredibly inflated objective content (and if they became, no matter how colossal the discussion about the stunning of the nation began). On the contrary, this is the most objective content for the Federal State Educational Standards for the FSO just specified as one of the past instructions of the president, and prescribed it in the most detail.

An additional watch also does not have to wait - and it would be cruel to the children - SanPina (sanitary norms) will not allow. And thank God. So, the program, which is already rushing in a gallop in Europe, will have to be even more compressed and squeezed to squeeze the required number of “didactic units”, fixed in standards, in the shortest possible time, without repetition and fixing.

Internet for children - under control

Another assignment that worries teachers is associated with the digital educational environment. The president hastened to calm the citizens, saying that digitalization is an addition to the traditional educational process, and not its replacement. Digitalization of schools continues: schools will gain access to high -speed Internet. However, the state will tightly control the media space available to children. One of the instructions contains the requirement "On the establishment of state regulation of the turnover of information products for children posted on the information and telecommunication network Internet." (By the way, will it be possible to publish their poems and fairy tales on the network without state permission?)

Another assignment suggests that from January 1, 2023, “exclusively state systems (resources) will be applied in schools ... using electronic training, distance educational technologies, associated with the processing of personal data of students.”

So far it looks like teachers will not be able to use even the usual and convenient Google class:

After all, he processes such personal data of schoolchildren as the name, surname, assessment, email address. Private companies operating in the field of educational technologies are not at all enthusiastic about this initiative: they are replaced from the market.

Those educational products that do not collect personal data will be exposed and licensed by the Ministry of Education.

Education is no longer a service

Part of the president’s instructions are associated with an increase in the prestige of the teacher’s profession: first of all, this requirement to eliminate the concept of “educational service” so offending teachers from regulatory documents. In addition, the creation of a television show on the basis of the All -Russian contest “Teacher of the Year of Russia” and its broadcast on the All -Russian channel “Using spectacular creative approaches” at the expense of the federal budget. This is not the first time the president has been offering this idea; Just in August, he said that such a competition should be as spectacular as Fort Boyard.

The teachers shuddered somewhat, imagining how they roam the labyrinth in the dark, remove the key from a can, full of living cockroaches, crawl out of locked cells. And although the president said that teachers would not have to jump and run, his rich idea causes a whole spectrum of reality shows in memory, from “last hero” to “house-2”, and a whole string of creative solutions, up to SMS voting.

And immediately it becomes clear that in order to be a good teacher and in order to become the winner of the All-Russian reality show, completely different qualities are needed.

But this competition will not be the only one: one of the presidential assignments requires to change the approach to conducting professional skill contests for teachers, increase their number, increase the number of premium recipients - and widely cover such competitions.

If they do not force them to participate in them, I am only for. But something tells me what will be.

One of the instructions mentions “Improving the wage system for teachers of educational organizations, taking into account the introduction of the national system of teacher growth”; It remains to rack your head whether participation in professional competitions with a popular broadcast will be an integral part of the national teacher growth system-or somehow it will be able to sit out in silence, buried in notebooks.

Finally, about the good. Some of the president’s instructions relate to inclusion, which so shoves in Russian schools because it is not provided with personnel, nor money, nor methods. The instructions contain the requirement to increase the number of budget places in the undergraduate and magistracy in the direction of “special (defectological) education” and include modules in the training of pedagogical workers in correctional pedagogy and correctional psychology in the program. And it is more active to include children with special educational needs in all kinds of contests and olympiads.

It remains to mention the overhaul of rural schools and their transformation into peculiar cultural centers with libraries, gyms, centers of public services; design of city schools "In conditions of constrained urban development"; Career guidance events, theatrical, professional and other contests for schoolchildren.

In general, the school of the future, the vision of which the president shared, is a modernized Soviet school with many circles, with a living extension, with pioneering and serious ideological education, with strict state control and computer support, which received approval where it is necessary. And on TV there is a contest "Come on, girls!" (They just competed in professions). Everything is stable, everything is forever.
