On September 29, it became known that the former deputy head of the Ministry of Education and Vice President of Sberbank Marina Rakova became a defendant in the theft of more than 50 million rubles. At state contracts in the field of education. As a contractor in the theft case, “Shaninka” appears-the Russian-British Moscow Higher School of Social and Economic Sciences. Rakov was interrogated, and the Tver court of Moscow arrested for two months colleagues of the former official - the managing directors of the Digital Education Platforms division, Maxim Inkin and Yevgeny Zak. The former director of Shaninka Kristina Kryuchkova was also sent to the pre -trial detention center.

The case of fraud on an especially large scale (part 4 of article 159 of the Criminal Code) in relation to the former official was excited in August. After searches, as a suspect, she should have chosen a preventive measure, but she did not appear for the next interrogation, turned off the phone and disappeared. The Ministry of Internal Affairs in absentia charged her and put on the federal wanted list.

The investigation believes that it was Rakova who lobbled the allocation of money for state contracts for the post of Deputy Minister of Education, which was held from October 2018 to March 2020. Before work in the ministry, she herself since 2016 headed the Fund for the Development of New Forms of Education and disposed of its budget money. As the New Gazeta discovered, funding of the Fund has really sharply increased with the transition of cancer to a ministerial position.

From 2014 to 2017, the institution received 177 million rubles in the form of grants from the Ministry of Education and Science, and in 2018, after raising cancer, for three years the fund received 3.2 billion rubles.

From Barnaul to Switzerland

Rakova was born in the Altai Territory, in 2002 she graduated from the Moscow State Technical University named after N. E. A year before, in the scientific article “Illegal Migration in the Cross -Border Threats System: to the issue of the problems of regulatory regulation of migration processes” of 2013, the co -author of which became Rakova, it is indicated as the legal consul of the Greek company Ilios Peristilon Ltd. Also in 2014, Rakova became the co-author of the monograph “Crime associated with foreigners, in Russia and Greece: criminological and comparative legal problems.” Data on the company with this name is in the Cyprus commercial registry, the new newspaper found out. According to it, Marina Rakova is indicated by the head of Peristilon LTD and VKAZ MANDARINOTO LTD. Both were registered in the same office in Athens and are already eliminated. Another namesake of cancer is in the commercial register of Spain, where it is marked as the founder of the construction company registered in Valencia.

The data reflected in the Russian register of legal entities look more modest. Rakova was recorded as an individual entrepreneur, and then as the hired head of the Center for Additional Children's Education “Visiting a Tale”.

Both businesses did not work long: the tax service has stopped registering the IP, and the children's center closed with losses.

Covorking in Barnaul and House in "Selection"

A year after the public representative of the Agency for Strategic Initiatives in the Altai Territory, the name of the Rakaki appeared in the press due to the scandal about the appearance of an extension to the facade of the historical building in the center of Barnaul. According to local journalists, she turned out to be the initiator of the construction and the owner of the premises and supposedly intended to open coworking for entrepreneurs there, and ASI and the regional authorities supported the construction. Later, local authorities and the agency officially refuted involvement in the construction.

The scandal did not affect the relationship of Cancer and Asi, which in 2015 appreciated her idea of ​​developing the Kwantorium children's technology parks. At the highest level, this initiative was then supported by the assistant to the president Andrei Belousov, who called this a historical event, "as the accession of Crimea." Until 2018, Rakov in various positions was engaged in the development of this network.

However, employees of the Ministry of Internal Affairs conducted a search in a criminal case at its place of residence - in a country house. State contracts

So far, police claims are concerned about two state contracts of the Fund of New Forms of Education, belonging to the Ministry of Education, which ordered work from Shaninka. They, according to the investigation, were not fulfilled, but paid. According to Izvestia, the amount of the alleged embezzlement formed from two contracts of 2019: the first-for services for organizational and methodological support of the implementation of measures to create new places of additional education of children, and the second-to develop and test the model of the creation and functioning of the professional communities of pedagogical workers on the national project “Education”. Investigators also check contracts for another 150 million rubles. According to public procurement, the total fund of new forms of education development in 2019 ordered works and services for almost 1.5 billion rubles. In previous years, the state order did not exceed 125 million rubles.

In the same year, the Fund ordered the development of the automated information system “Marketplais of Educational Content and Services” - one of the elements of digitalization of Russian education for 193 million rubles. The contract was then concluded with Megafon, but, according to the concept of the Ministry of Education on the development of GIS “My School”, which Kommersant got acquainted , the development of this marketplace, as well as other projects of the “Russian Electronic School”, which spent more than 2 billion rubles, was recognized as inappropriate.
