But all these innovations, digital technologies and Mozart are well combined with familiar, ancient practices. Just at the time of the short service of Kalashnikov in Krasnoyarsk, loud events were found in local colonies, in particular in the same IK-17 where Efarkin served, and in all this huge Zonovsky farm, a separate special city in the city, which is immediately behind the Krasnoyarsk aluminum plant and its slotted warehouse: there are three colonies on Krazovskaya Street: 17th (strict regime),, the 17th (strict regime), it. 27th (special) and 31st (general), a correctional center for convicts for forced labor, the GUFSIN interregional training center (dormitories, playgrounds, etc.). A little to the side, in Startsevo, 6 km north of KrAZ, is the OIK-36-the unification of the correctional colonies (or IK-5 ).

Strengthening from the beginning of 2016 of the struggle in zones with Muslims who seemed to the FSIN radical (see, for example, “New” No. 81 for 2016 ), this department filed as an answer to the increase in the activity of ISIS banned in Russia ( “prison jamaats”. The organization is prohibited in the Russian Federation ). In Krasnoyarsk, this struggle reached a peak in 2017. By the way, on October 8, the Krasnoyarsk GUFSIN began the next check in the EPKT-31 "According to media reports on torture." Its result is predictable, the department refuted many facts on the move, immediately.

Meanwhile, the fight against radical, according to the FSB and FSIN, is continuing the Islamists, this is a process. In IK-17, Sulim Bitaev was forbidden to pray instead of charging, the Grozny court stood up for him: the prayer is more important than physical education, the right to pray is fixed by the Constitution, and canceled the ban on prayer, recognizing Bitaev’s premises in the EPTC IK-31 and the Blind. At the same time, the deputy prosecutor of the region S. Belogurov answered the “new” that he checked the information that we published: in the three institutions of the GUFSIN, including the 17th and 31st colony, there were no violations of the law, the rights of the convicts were respected, “the professing of Islam in accordance with the routine of the Day of the correctional institution was granted time and place to send religious rites”, disciplinary sanctions were applied. Legally, the facts of the application of physical and psychological impact measures in institutions of the region have not been established.

Even then, “New” wrote (No. 125 for 2019), that the long-standing video surfaced only because the candidate of the head of the operational department of the regional Gufsin Sleptsov (and on the video, as you might assume, it was he, when he worked in IK-17) is considered at the post of first deputy head of the GUFSIN, at that time the Major was already the interior of the first deputy. The intraspecific struggle or, in the terms of the contingent, "intrigues of oaks." Bottom line: the first deputy was another. And that's it, the incident is exhausted? Yes. From the UK, they informed the “New” (No. 15 of 2020) on the decision to refuse to initiate a criminal case against Major Sleptsov “due to the lack of crimes in his actions”. The publication of such videos (from any goals, even the most noble) is not always effective against rapists, but it can have an additional (and murderous) effect against their victims - given the prison concepts.

"New" found an unnamed prisoner with a video, connecting lawyers and having previously found nine former salary, recently freed from IK-17. They were able to confirm the veracity of the whole story and name us the name of this person. He was still sitting. Artem Chernov, convicted in April 2013 for causing harm to health, resulting in the death of a person (not intentionally-by negligence) for seven and a half years. In the spring of 2019, he was transferred from IK-17 to a colony-settlement ( KP-20 GUFSIN in the Irkutsk region) in Ust-Kut. And Chernov testified to the inspectors to the incident with Sleptsov (“New”, No. 130 for 2019 ): the scene with the toilet, it turns out, was a staging, the video was staged. For psychological impact on convicts. Chernov did not feel the violation of his human dignity, since everything was agreed in advance.

Sleptsova in the spring of 2020 is transferred to a similar position to a neighboring Novosibirsk region.

At the same time, another indicative plot is developing (with fantastic turns and an open finale)-in it, in my opinion, completely exhaustive evidence. The lawyer Victoria Lobanova managed to document them and, probably, only because the actions took place at the facility with not so strict conditions of detention: in the correctional center for convicts for the forced IK-27. Z/k there live in hostels, use cellular ligaments, go to work in the city, and get dismissal to go home.

So, the UK charged Sleptsov’s abnormalities with the use of violence by three subordinates: to the head of the investigation department of operational management, Lieutenant Colonel A. Gurin, as well as employees of this department, E. Kireev and D. Klicatov. They are charged with the beating of the prisoner IK-27 Mikhail Golikov. The processes in this case are now in the Soviet District Court of Krasnoyarsk.

GUFSIN employees claimed that Golikov was injured when transporting an ambulance by a brigade, falling from a stretcher on the way to the hospital, but in the Ministry of Health it was discouraged, the paramedic indicated that they came to the beaten. Upon Golikov’s return from the hospital, he was thrown into the insulator for 14 days to the correctional center - supposedly because he did not say hello to the boss. However, the salary himself said that the reason for beating and further ordeal was Sleptsov’s conversation with him. He allegedly demanded from Golikov to stipulate the chief of IK-27 (Sleptsov had a conflict with him), testify to him, intimidated. Golikov refused.

According to Golikov, in the isolator, doctors were not allowed to take four days to him (at a pressure of 240–250), then they were still sent to the hospital.

Golikov was tuned to the fight. And he (one of many) recognizes Sleptsov in an episode with Chernov (he also has some knowledge of Efarkin, mentioning him more than once). Meanwhile, in parallel, how Golikov, at Golikov’s statement, leads the case to the GUFSIN employees, subordinate Sleptsov (he himself is a witness), a salary says that they are forced to give false testimonies to Golikov in order to accuse him of extortion and locked him in a pre -trial detention center. Such a plan was really implemented, the investigation appeals to the court for the arrest of Golikov, but receives a refusal. And again turns. Golikov, meanwhile, is transferred to a correctional center in Achinsk, and then Golikov runs . He overcomes half the country on foot and hitchhiking, a year ago he goes to the border with Finland and asks for political asylum. Russia is not given to Russia then. According to New Lobanova, Golikova’s lawyer, he left Finland later, now he is in one of the European Union countries.

A video appears in YouTube, where Golikov is trying to tell something about organized crime groups, calling Efarkin, Kalashnikov, and the Krasnoyarsk Governor of the USS in his composition. Since this time his words are unproven, it looks only like pulling the dragon by the tail. And, perhaps, in vain: Golikov Russia can give out.

He writes a lot about Efarkin, his official practices and exploits, and Vladimir Osechkin (gulagu.net) - he is also now, since spring, outside Russia. His work was ignored, but, as we see now, the Kremlin drew attention to it, they are now thinking of what to do, the leaders of the Prosecutor General, SK, FSIN, released by Osechkin.

Osechkin writes, referring to a source in the FSIN, about the quiet horror experienced by Kalashnikov in this post, and his dream to return to Lubyanka as soon as possible, the understanding that this Adok is the end of his career.

Perhaps this is the same truth as the facts of violence in the Saratov prison hospital. In any case, Lieutenant General Kalashnikov is clearly not the person who can at least change something in the Russian prison. This is clear from the Krasnoyarsk episode of his biography. Kalashnikov cannot but know about the individual state, about the conglomerate of the zones that stands, lies, sits on the courts, plows in the best traditions of the Gulag on Krazovskaya Street, in the alienation zone of the world's largest aluminum factory, immediately under its torch. People should not be there, but people who are deprived of the right to freely choose a place of residence, study, work were placed there, and they are not known from what on earth they are doomed to breathe in the emissions of KrAZ and Zonovsky aluminum modules, melting scrap and slag of aluminum production for many years. This one is already torture, and everyone knows this, and any attempt is extinguished just to talk about the fact that these colonies must be closed.

Kalashnikov cannot but know that all these IR would be more correct to call MK (multidisciplinary corporations): there are not people and not prisoners - labor resources. This is a huge business.

Islamists or those who have chosen this mask (and a lot of them) in the Siberian colonies refuse to work, deny the regime. Guys, too (not everyone) do not want to hill for a penny, losing completely health. And the business is suffering. Therefore - violence and restoration of cash flows. And while it is arranged in this way, and not otherwise, Russia with regularity will receive the corresponding videos from the colonies.

Surely, using public indignation, Kalashnikov can be solved by tactical issues, personnel, but the only correct and necessary solutions in the coordinate curve set by Siberian hard labor and gulag are impossible. IPhones do not pour out of cast iron.

It’s good at least the fact that Saratov videos are not refuted on the move (as it is practiced in the Krasnoyarsk Gufsin) that hats are flying and things are scattered. But for systemic changes in prison in Russia, not only other talents are needed,

The Kremlin’s political will is needed, but it is not worth waiting for it, because the country is canned, and the prison in its current form is the key to successful “freezing”.
