The Leninsky District Court of Tyumen sent under house arrest the deputy head of the regional department of the Federal Penitentiary Service, Colonel Andrei Rukhobrotova. He will sit at home with an electronic bracelet until November 4. And his further prospects for him are much worse - the handle threatens up to 12 years of the colony under the articles “Getting a bribe by an official on a large amount” (part 5 of article 290 of the Criminal Code) and “receiving a bribe by an official in a significant amount” (part 1, part 2 of article 290 of the Criminal Code). In total, he is suspected of four episodes of bribes worth more than 370 thousand rubles.

The amount, at the present time, is small. And what the colonel, according to investigators, made money, is fun at first glance: he is suspected of corruption at the conclusion of state contracts for the supply of jelly. Moreover - systematic: on a jelly, he believes the investigation, the deputy chief of the Federal Penitentiary Service was welded from 2015 to 2018.

According to Novaya Gazeta in the UK, the ingredients for the preparation of a drink by institutions of the penitentiary system were purchased at high prices. At the same time, the handling allegedly contributed to the conclusion of such contracts, and he took bribes from the management of companies not only with money. According to 72.ru, the suppliers were the company "Golden Pak" and "Maximus". The first put in a colony of ingredients for jelly in the amount of 510 972 rubles, and the purchase was carried out from a single supplier, that is, without a competition. Golden Pak supplied juices in the colony, but it seems that the colonel does not get rich - the investigation of juices does not say anything. Maximus staged two million rubles in the Tyumen colony, and in total, four contracts were concluded with the company for 6.4 million.

Both suppliers are small companies: over the past five years, Golden Pak has only 674 thousand rubles, Maximus - 4.2 million.

Andrei himself in the penal system himself worked for 21 years. He was an engineer of the transport department, the chief mechanic and energy. Five years ago, he took the post of deputy head of the Federal Penitentiary Service, oversaw the rear and medical support. He acted twice the duties of the head of the Tyumen department of the Service.

The detention of the colonel of the power structure for bribes totaling 370 thousand rubles on the supply of Kisel is an infrequent matter.

After all, the example of Colonel Zakharchenko taught the Russians to the fact that if an officer in such a position takes bribes, then he should have at least one apartment scored by money. Tyumen, however, is amazing in this regard: in 2019, the whole head of the Ministry of Internal Affairs, Major General Yuri Altynov, was detained here. And also - for a bribe of only 360 thousand rubles. Moreover, he received the bribe not even with money: according to investigators, entrepreneur Oleg Guzenko “presented” General iPhone X, Montblanc men's watch. The court sentenced Altynov to a fine of 3.6 million rubles, and also deprived him of the title.

Only the ex-head of the Kirovsky traffic police, Colonel Alexander Utsov, who was detained in only 10,000 rubles in 2012, could compete with the Tyumen security forces in their readiness to take any money-for the provision of “thieves' numbers”.
